Need opinions on this constucted format I've been thinking about (maybe it has been mentionned before?).
The idea is simple, it just makes the game a bit sane, back to the roots, great flavor, etc.
Each deck can be at minimum 60 cards.
Except for basic lands,
Each deck cannot contain more than 4 of each common
Each deck cannot contain more than 3 of each uncommon
Each deck cannot contain more than 1 of each rare
Each deck cannot contain more than 1 mythic rare.
It could solve budget issues and become a perfect FNM format, newbie friendly, still competitive and applicable at all levels (standard, modern, legacy,vintage(more or less)).
This makes the dual lands a bit of a problem, because theyre rare. I've always thought that such an important facet of the game should be more common place, they always should have been uncommon (makes a ton of sense in limited formats). ZEN & ALA had them in CIPT which was nice.
Seeing the cycle of lords at uncommon in DKA made me think how much of the important cards are often not at the right rarity...
Picking the mythic rare for a deck could become a bit of a theme like in commander...
Seems interesting. Only thing I wonder is how you evaluate cards that have been printed as different rarities. Ex: Story Circle. I could see this going one of two ways, cards use the most recent updated rarity (which would cause a problem for Kird Ape) or you could play the card @ its printed rarity. So in story circles case, you could have 4 in a deck (3 uncommon version, 1 rare version).
Also, you would probably still end up with a banned list, considering the format would have all the P9 and other powerful cards with some of the commons that are restricted in vintage able to be played as 4x. Like Merchant Scroll or Tinker, also Channel and Strip Mine depending on the ruling on the above about rarity.

The rarity on reprints takes into account the addition of the mythic rarity and power creep, so they're more balanced in the current meta than when they were first printed. Latest print.

I dont think kird ape is mythic worthy, but it's from a special set with no randomness in it...so I would go for original rarity, but then again, nowadays serra angel and sengir vampire have been downgraded to uncommons which is balanced... I'd go with most recent rarity to handle power creep but ignore the nonrandom sets like the FTV series, which semantically makes no sense (a card can't have a rarity if it's a 100% chance you get it when you open the set).
For the P9 and such I did say the format is kind of a "sub" format, so legacy has it's own available cards list to build with, _then_ you apply the rarity rules. Vintage doesnt work so well because all the P9 are mythic worthy but they're rare, and it already has a restricted list so...

So this is Legacy with your rules? Because if its all cards with your rules I would play something with these cards

It's just construction rules that are added.
You can't have 4 Taigas, only 3 FoW, Demonic tutor is still banned, yadayadayada...

What i find is that usually adding a buget restriction is more practical. Because i assume youre makin a format to play with people you know, instead of playing with rarities, i would come to an agreement on a buget limit for the people you play with. For example my friends and i play 20$ modern. It works because it is something we have agreed upon. If you dont like buget, y not just proxy an entire deck for a format youve all agreed upon?

Well, for one, card values change.
Then, it's more about the flavor, elegance and universality of it, budget is more of a collateral...
I say this could be a great thing for FNMs so it's not just purely a casual endeavor, not just with people you know.
I don't see how your format really stands to be budget friendly when people can run three Force of Wills and three wastelands, and will do (at least with the FoWs) with alarming regularity. You'll just make blue even more overpowered than the other colours. I'm pretty sure to make it work you'd need a revised ban list of the really stupid uncommons.

Legacy budget like that wouldnt make much of a difference I'm afraid. Maybe just the manabase would make the decks generally cheaper. Power uncommons could be restricted (treated as rare) for sure.
If it becomes too convoluted, then maybe it should just be a standard thing...
