My buddy is talking about trying to make a format where you have a normal 60 card deck, but you always choose your opening 7. The rest of the deck isn't stacked though. Seems kinda cool, but knowing various Legacy decks, I bet I could make something that always wins turn one with 3+ counter spell backups.
But then again, I'm a budget player, so how does this look?
There's too many ways to just win off the bat that it just becomes who wins the coin toss.
Yep, true, but I personally like the idea. Maybe some other limitations are needed; this could work in Pauper, or players could set aside just one card for their opening hands.
Island, Lotus Petal, Lotus Petal, Spell Pierce, Flash, Protean Hulk, any card.
Cast Flash, put the Hulk into play, it dies, search for 4 Ornithopter, 4 Shield Sphere, 4 Memnite, 4 of another 0 cost creature, 4 Disciple of the Vault and 1 Atog.
Sacrifice all of the artifact creatures and win. That's 64 potential lifeloss, enough to kill 3 players simultaneously before your friends even get a turn. Spell Pierce is in case someone in your group has Force of Will or gets to go first.
I can't link to the cards because I'm on my cell phone (staying at a hotel and I'm bored. My wife's already asleep!), but I'll put the proper tags up when it wont take me 20+ minutes to do so.
Edit: Also, there's a way to make this way more resilient and there are better card choices but you asked for cheap, and this whole deck should be fairly inexpensive but practically a guaranteed win.

do I have to continue, or is your friend going to admit that there is a reason starting the game with 7 demonic tutors for free is a bad idea for a format? go play tic tac toe. It's way more skill intensive than this format.
Spirit Guide and Petal let you Flash in the hulk, when he's sac'd you pull out of 4 Hedron Crabs and 4 Dryad Arbors from you deck then drop the forest. Milled for 60.
If you really want to prove stacking your hand is broken try this one:
Manamorphose for Ancestral and cast it. Floating two and your library is empty. Cast Dark Ritual and Yawgmoth's Will. Floating two, cast Dark Ritual, Dark Ritual, Black Lotus, Lotus Petal, Tendrils.
This one gets to play two counterspells in its opener! Pretty great.
Take caverns still though.
If you play first, you go island,(1) remove guide (2), flash (3) in hulk (4). Get disciple tons of 0 costs and a sac outlet. Keep up two pacts of negation (5)(6). If they start, get gemstone caverns (7) in play, remove guide, flash hulk. Only one counter back up though (have to remove one to play caverns), so make sure they write their hand down before you start, heh. Could try force of wills and just hope you can counter their stuff and get a turn too, but since that way you end up 2 for 1ing yourself anyway to play force, it seems like you may as well remove a pact to gemstone and not give them a main phase to play land.
Mindbreak trap could be okay.
Then again, if you're just looking to smash some casual player's face in to prove it's 'unfair' any of these ideas should do fine.

I've thought about trying a similar format that I call the "non-mana screw" format. Basically you start the game with 3 basic lands of your choice then you shuffle the remaining cards and draw 4. It takes out the element of mana screw without making your deck too powerful.
But then again, I'm a budget player, so how does this look?

I want to convince my friend that this is nowhere near a good idea. Mostly by making a deck that can win turn one with as cheap as cards as possible.

Gotcha', dude. I took the liberty of changing "any card" into Nix as it is slightly more useful if something goes wrong.
The rest of the deck is creatures with cycling. No counter back-up, though. I just like Fluctuator.
Then pull out 4 Bogardan Hellkites from your deck.

When Academy Rector is sac'd, pull out a Divine Intervention or Celestial Convergence then Hexmage away the counters for an instant tie game.
