Is this possible? And by "this" I mean staying pretty cheap but still having a deck that can win a few matches.
See, I'm new with a really low card pool to choose from (just started playing in June and started collecting in July), and am still unsure if I'll be making a long-term investment in the game. I realize that some cash is gonna have to be shelled to make four-ofs, but can you point a new player out to some decks that could be made at low cost?
I want to stick around - enjoying the game greatly thus far - and making a deck that wins will probably propel me to invest further.
You came to the right format for budget decks -- and I concur with the assessment that Aggro Virulent is the way to go. It's relatively fast, it's cheap, and it's extremely fun.

Once I see I can win, I'm going to start working on Jhoira/Rift Elemental - I love the potentials here. (Got two of her, as well. All through winning some store-sponsored "rookie" matches. :))
Mono White Aggro (Avenger.dec that has shown up at some of the Qualifiers) shouldn't be THAT expensive either...the only rares are 4 Serra Avengers (at roughly $6 each) and 3 Horizon Canopy (again..at about $6)..should be able to fill out the build (full deck) for about $40...way cheaper than Korlash or 'Goyf.
block is pretty close to rotating out. i'd just wait on building your budget deck for the next block to roll in so you have more time to play.
UNLESS you're planning on playing a lot of constructed between now and lorwyn, which may be possible. you could also focus on looking at cards in the post-rotation type-2 and/or extended and start picking up a few of the rares you'll need to build a competitive deck and just build it up slowly to fit your budget.
on the other hand, i'd also say beefing up on your limited play would be a good idea since as a new player you'll probably be playing more of that than constructed decks. at least for a while...besides, being a new player and winning fnm is a great feeling.

I won my first FNM draft yesterday - mono black (with some razormane masticore for spice)! It was a good feeling :).
