Sure. The cards from the Modern Masters sets are tournament-legal, meaning they can be used in any format any other printing of that card is already legal. The sets has only reprints of cards originally printed in Modern-legal sets.
But if so, why doesn't anyone use/buy/sell modern masters dual lands?
Because there aren't any? The first first Modern Masters set had no "dual lands".
And the only lands from the second set, Modern Masters 2015, that can be considered "dual lands" (produce mana of two colors) are the Azorius Chancery cycle, which are sold normally in online stores, as far as I can see. They aren't exactly top lands so they aren't used much.

Well I did find online stores, but they didn't explicitly say they weren't paper. Also the Wizards Card Search brings up a picture of them and has "Vintage Masters" included in the set.

It was an MTGO only set released to get some vintage cards in the online format. Same with Tempest Remastered. Online only.

Two exceptions: Eye of Ugin and Splinter Twin are currently banned in Modern.
