I have been debating whether or not I should create an account on MTGO for the past week now. I play paper MTG every Thursday (Casual night) and some Fridays (FNM) but have been interested in MTGO to satisfy my fix the other nights. My only problem is money. Paper MTG is expensive enough as it is and I don't want to have to basically pay double just to keep up with MTGO playing. I read somewhere that when you sign up you a given a $9.99 coupon sent to your email address that you can use in the MTGO store, and from what I've heard, $9.99 can go along way in MTGO. Do they still send those $9.99 coupons when you sign up? I have looked through the official site for MTGO and could find nothing that mentions a coupon.
I honestly have no idea about the coupons you're referring to but regardless you're going to spend a fair bit more than $10 on MTGO if you get rolling with it. Word of warning.
In the old, old days you would get $10 credited to our account to spend on a starter deck or towards a draft or what ever have you. Now a days they give you a starter kit with a booster pack, 2 event tickets, and a whole bunch of common and uncommon essentials from the latest core set. If you were planning on playing, I would wait until M13 rolls out on MTGO, then start your account so you have the latest core set's staples to tide you over.
And M13 packs will be worth about 1 tix more than M12
The other answer to your question is.. unless you plan on playing completely casual you won't make it on just the $10.
It takes about $30 for a playable Pauper deck or a budget Block Constructed deck.

Check MTGOTraders.Com to get an idea on card prices but, MTGO cards are usually half the price of paper cards so it would be alot easier and cheaper to rebuild your decks again.

Thanks for the tip about M13. I might just wait till then and let DotP 2013 and MTGO free trial hold me over until then.

Well, it can be cheap, but it's hard to play Monoblack without any Crypt Rats, and those are pretty expensive...
Not all Mono Black decks run Crypt Rats, but stuff like Serrated Arrows can run you. Spinning Darkness, Unearth and Unmake are all up around a ticket.
