I love making budget decks. It shows you can have fun while no destroying your wallet. All of these budget decks are under $100 each, and work pretty nicely.
All prices are from store.tcgplayer.com and are averaged. Doesn't include shipping.
Wanna talk about a scary deck? This deck is absolutely terrifying to go against. By turn 3-4, you're dropping HUGE creatures. Hedron Matrix makes them even more huge, and Not of This World protects them! While you are not running Emrakul, Kozilek, or Ulamog, to be perfectly honest, the deck doesn't actually need them, though you could spend the extra money on them if you really wanted them in the deck. It That Betrays and Pathrazer of Ulamog are already going to be too much for the opponent to handle.
This is one of those fun decks that really OBLITERATES your opponent with sheer numbers (though it is susceptible to board wipers). The majority of your cost are the 2 Xenagos, The Reveler and the 3 Doubling Season. Other than those, the rest of the deck is a little over $20, which is amazing. Xenagos provides the ramping you need to cast your expensive stuff, as you'll always have a surplus of Eldrazi Spawn thanks to Awakening Zone, Skittering Invasion, and Doubling Season, along with the Spawn that your creatures drop. Once you get at least one Broodwarden on the field, that is where your army of Eldrazi Spawn starts getting dangerous, making them 2/2 creatures. Hand of Emrakul and Rapacious One are your boss monsters, ESPECIALLY when either is equipped with Hedron Matrix. Also, a cool little fact is when you cast Xenagos, he is affected by Doubling Season. This is only when he is cast, though, not when you do his +1 ability. Oh, and the Eldrazi Temples are to make casting Skittering Invasion easier.
More than half the cost of this deck is the two Sorin Markov. This deck is insane, and can pump out vampires and make them big, thanks to Bloodlord of Vaasgoth. With nine 1-drops, you are almost always able to drop a creature first turn. Blood Tribute and Sorin's -3 make your Lacerators, Guul Drazs, and Pulse Trackers that much more dangerous, on top of activating Bloodthirst from your Bloodlord. You also run 6 kill spells, have 4 deathtouchers, and 4 sacrificers, so your opponent's creatures never stay for long. Definitely one of my favorite budget decks.
Definitely the most annoying deck on the list, you don't even care what your opponent is playing with this deck. All you're concerned about is just milling them out. By turn 5, you should be able to mill your opponent out, as that is when you are able to cast Jace and start milling your opponent for an additional 10 every turn. Fun for you, and 9 times out of 10, not fun for the opponent. Unless you're unlucky enough to come across a deck that runs Rise of the Dark Realms and can't mill them in time before they can cast it.
So those are my budget decks! Hope you guys have some fun with them!
I question the viability of these decks by simply looking at the mana bases and some card choices. Have you even played any of these, or are they just creations in your head?

What do you really expect for under $100 in Modern?

I expect him to notice things like Dissipate is strictly better than Cancel. Or that using things like Jace's Phantasm and Mindshrieker violate deckbuilding 101 on mill, you don't mix aggro and mill.

Ill give you Dissipate, i completely forgot about that card. But i like running those monsters to have creatures for blocking, and they're cheap to cast and go with the theme.
And I own all 4 of these decks. They are meant to have fun with, not to be tournament-winning (no budget deck should be, nor did I claim them to be), but they are still extremely viable (ESPECIALLY the Blue Mill) and can really surprise people, and can be a great option for budget players.
So there is... except that $20 is actually too little.
also when I use SCG games (which no one trying to make a budget deck would ever use) to make my deck it costs $60 and not the $10 I spent (because I had the Young pyromancers, bushwhackers and probes already, and found a lot of the other cards for 10c in the commons box at my LGS)
Out of interest, wouldn't it be more reasonable to use Parallel Lives instead of Doubling Season in your Eldrazi Spawn Deck? It's far cheaper, and the only thing I really see that relies on the counters part of Doubling Season is Xenagos, the Reveler.
