It's true that some rules don't work in Arena. For instance, I don't think a deck like KCI would work on Arena, if such a deck even existed in Standard. You also can't tell what stuff like Artful Takedown is targeting (maybe they fixed that? Haven't played Limited in a monthish), some weird split card stuff, and some priority trickiness in certain phases. There are also some stolen-permanent client bugs. Most of this should be fixable by the time an Arena PT happened. The biggest issue would be the full control mode slowing down the pace of play, because auto-tapper and disabled full-control will definitely result in feels-bad technical errors.
Also, B&R change tomorrow? No changes. Once we see the 2019 PT schedule on 12/06, we can make a better prediction about when changes will happen. If the Modern PT happens early in the year, then SFM will likely be released in the update immediately after. If the Modern PT happens later in the year, she'll probably be freed in the first big B&R update of 2019. Either way, I expect her to come off between January and April.

yeah stacks in arena work alright atm. the bigger issues are stack resolution eating into priority timers improperly, targeting the correct spells/effects on a big stack, and no ability to yield to certain triggers automatically.
as for your other question. standard arena-PTs are important for the same reason arena is. arena gaining traction in the competitive scene might not bode well for modern, mostly because modern has no future on arena. some may believe this may happen sooner than others, but regardless it isnt difficult to see the writing on the wall.
in a few years if wizards doesnt push to implement modern in its entirety to maintain the integrity of the new format that is sure to come out before standard rotates; then modern support might dwindle. at that point it would be up to the community to maintain the format, but tbh im not sure modern enthusiasts are on the same level as legacy or vintage.
personally im not that worried yet. wizards just isnt in a position to go all-in on arena. a non-rotating format isnt likely to replace modern because arena itself is unlikely to supplant paper magic any time soon. which isnt to say that they absolutely wont do it, i just believe it would be a boneheaded decision on their part considering the state of the game and its place in the digital market.

Modern would be in trouble if Wizards deliberately did not implement it on Arena. People would still play it in the short term, but mid to long term it would dwindle away like Legacy, perhaps even faster because players would have less invested. That said, if Wizards did make some long term plan to implement Modern on Arena, that would be a huge boon for the format.
But Legacy's downfall is tied almost directly to the Reserved List. Legacy gives players some of the most broken, powerful things to do, while still providing deep and engaging gameplay choices, and still allowing for random blowout wins due to high variance cards and matchups. I would be playing Legacy all day if I had the desire to buy the thousands of dollars of staples/lands needed to do so (which I don't because nearly NOBODY plays it in paper locally). Modern has a massive following, both in paper and online, with or without Arena.
i agree about legacy and the reserved list...mostly. its weird because i feel like legacy has such a small/niche devoted following partly because the cards are so freaking expensive. its like they refuse to let it die because those expensive staples need some outlet somewhere, and vintage is a whole other level of absurd.
the thing you have to consider is: how much does large tournament support actually do for the popularity of a format?
for instance when SCG changed its tournament scheduling to include fewer legacy tournaments, or when they included more modern events (and fewer standard). is it purely reactionary? or does it feed the popularity by giving the format more visibility and churning discussion? the same goes for GPs or the pro-tour.
for the most part id like to believe that players dictate what formats are supported. more people show up or tune in to modern events, so more of them are held. though the realist in me gets that sometimes people just play what is in front of them. so i dunno.

With that in mind, given the general cost of Modern, lots of players are VERY devoted as well. Decks costing in the several hundreds to well over a thousand; even more if they have multiple decks with few overlaps. I don't see popularity for it being overshadowed by some hypothetical new non-rotating format for quite a long while, especially if that point is coming AFTER the massive pile of mistakes from BFZ to Kaladesh.

It's so funny for me to hear things like this. I know the Northeast (I'm in Boston) has a reputation for older formats, but there are multiple LGS around me that fire large Legacy events at least once a week and there are a couple that fire Vintage events weekly as well. Legacy has always felt as played as Modern to me - the only difference I see is in online discussions and in the number of Comp REL events.

The timer is the biggest issue I see right now. You straight up can't play some combo decks on it, your timer will run out and pass your turn. As for Artful Takedown, you can tell which is the tap and which is the -2/-4 by the order of the arrows coming out of the card. The arrow coming out of the card towards the left is the first thing listed on the card, which is tap target creature. The second arrow to the right is the second effect. So the order of the effects on the card going from top to bottom correlate to the arrows coming out of the card going from left to right.
