Would be a VERY interesting deck idea. You'd have to protect it though. There's stuff you can use from Kamigawa Block that says "You do use the Legendary Rule" or something like that, it'll allow you to get stuff out while your opponent cannot.
Maybe with O-ring kind of effects? O-ring something then when they play a card with the same name blick the o-ring and then retarget the one they didnt sacrifice to the legend rule?
There are three problems with this kind of deck idea:
1. You are assuming that the opponent tries to win with creatures
2. You are assuming that decks deliver their damage with creatures that all have the same name or that the opponent can't play around the legendary effect by simply holding back creatures in their hand that are already in play. You are giving your opponent too many easy choices.
3. You are willing to spend additional ressources to synergize with the Leyline (an already spent ressource to do not much) to do things that can be achieved a lot easier in other ways. Settle the Wreckage for example can be a one-sided boardwipe with just one card.
Even if you add cards to the deck that actually benefit from the effect like Hunted Phantasm (I bet there is already a deck out there that has tried to use this Leyline) you get overshadowed easily by... well Death's Shadow for example. These days most people only aim for synergies like the one here if it gives a boardstate that either wins the game in the next turns, kills directly or prevents the opponent from winning in the next turns.
I bet the best deck tread to Leyline of Singularity has been victim of the spring cleaning this year, which is a sad thing. It might have helped you. The "newest" tread is from 2011 when I searched.
I was once actually considering this card, even had one copy in SB. My lgs was once heavy with token decks etc but I never had the chance to see if its viable or not. It sure shuts off Vengevine,Phoenix Decs, Bridge from below (if it ever becomes a thing), etc. I was also trying to figure out ways to utilize this card. Its one of the few that has a special place in heart for some reason
I never want to discourage a new deck idea. This could be an interesting idea, when backed with hand disruption. There are a few ways you can go about this. You can play Thoughtseize or [Inquisition of Kozilek[/card] to shred their hand as copies start to stack up, playing cards like Gnat Miser to put added pressure on them.
The new Cabal Therapist also plays well with this strategy. Mostly though, you want to wait and see what WAR and Modern Horizon bring to the table.
I like the idea and there are some interesting card which cares about stuff being legendary. Hero's Demise would be interesting and Honor-Worn Shaku as well as Mox Amber can produce quite a bit of mana.

Combine Cabal Therapist with something like Bloodghast or Gravecrawler, then you got a nice hand ripping engine. If I'm right, I believe you can sac Bloodghast during your opponents turn, after their draw step to nail a card and see what they drew.
I have actually thought about this deck a lot though I never fully built it out, I got into the idea when the Legend Rule would wipe both sides which made it a little more controlly than the current legend rule allows. Still, I might try to build a casual deck with it sometime. Cards I thought were pretty good synergy with it might include:

Leyline of singularity's best use would be against token decks most of the time. Primarily mardu pyromancer, tireless tracker tokens, and anything else using lingering souls. I am fairly certain that urza's ruinous blast would be a bad idea to try and use with leyline of singularity, as leyline makes it so that all of the non land permanents left are legendary and hence, immune.
However, it would work as a pseudo mass removal of sorts, and makes single target removal pretty solid, more so than usual.
Honor-Worn Shaku is probably the best use of this card. There was an old deck, four horsemen I believe, that used it to mill out the entire deck with Mesmeric Orb.

My initial thoughts for this card was to make a U/W prison build with Chalice of the Void, Leyline of Sanctity, and Leyline of Singularity with Jace, Memory Adept as a finisher. But from what I'm seeing here, it should be a U/B or Esper build for the hand attack?
