So I discovered the current trend of UR Tempo via wizard tribal (made popular by Jeff Hoogland) and I'm interested in building one. I was able to acquire some of the pieces since they're still affordable -- except for some: Snapcaster Mage, most fetches, and Mutavault.
I did a little tinkering and I came up with this current decklist:
Now, Mission Briefing is obviously the substitute card for Snapcaster Mage here but my gutfeel says to add some more cheap wizards to give discount to Wizard's Lightning hence the Viashino Pyromancer. I was thinking if Ghitu Lavarunner as another alternative for the Pyromancer. My wife also suggested Noggle Hedge-Mage which, I think, could be a fun alternative.

I think that you're missing Soul-Scar Mage here, and it easily replaces Viashino Pyromancer which is only (borderline) playable in dedicated Burn decks.
Mission Briefing isn't really good here imho as it needs to much mana for a tempo deck and lacking the body of Snapcaster is actually a big downside for a deck looking to pressure the opponent rather than just reacting to its threats (like a Control deck).
You should really have Serum Visions here especailly in a deck with Delver which is horrible without it (and not great anyway).
Risk Factor is rather questionable here as well imho as it isn't a dedicated burn deck so the opponent can easier choose a more beneficial option.
For card advantage I'd probably go with Chart a Course which should be good if you can attack consistently.
I have also never liked Burst Lightning which is pretty much Shock since you're unlikely to kick it in a 20-lands deck so I'd rather play Vapor Snag to tempo out bigger creatures or add more counters like Wizard's Retort.
Second both soul scar mage and vapor snag (having a card that can deal with any blocker and can be used to stop removal is hugely usful)
I would also add stormchaser mage to the list.
I've also seen some solid competitive lists playing a single jori en, ruin diver. As another threat/card advantage engine
Next don't bother with mana leak, (remand is ok but max three) as 2 mana counter spells will slow your game plan. Mutagenic growth or lava spike would be stronger options
I would also drop mission breifing for chart's or light up the stage.
Serum Visions is also a class A cantrip that's can be a solid inclusion.
I would also add 1 wandering fumarole to the lands (as you are on a budget your going to struggle for fast lands and fumarol is the best slow land and some serious lategame potencal)
A couple of asult strobes are also extremely powerful addions.

What I doubt about SSMage is that it's dependent on other cards for it to be fully appreciated (prowess and non-combat damage). I was, however, really thinking hard on including it on my first draft. Its other contestant is actually Siren Stormtamer.

And yeah, I think I might include Vapor Snag for the tempo, and maybe consider replacing Mana Leak with Wizard's Retort.
What I like about Mission Briefing is that it almost unintentionally "feeds" Grim Lavamancer with surveil. And it sculpts your next draw.
I am intrigued with Light Up the Stage. I'll try to include two -- if not a full-clip.
