The losses against Hollow One and 8-rack were due to Vendilion Cliques being in the main over Blade Splicer. Having Blade Splicer makes you significantly more resilient against Hollow One. 8-Rack gave me such fits that I now run a full set of Annul in my sideboard. They're also pretty good against Affinity and Bogles so it isn't a wasted slot.
There isn't enough for Resto to blink here imho so replacing it makes sense unless the deck is reworked to have more creatures.
Alternative finishers can be Archangel Avacyn and Dragonlord Ojutai which are good on their own.
Without fetchlands and cards that help fill the GY like SearchLogic Knot isn't as good and Negate is probably more of a SB card (over Annul) so I'd rather have 4x Mana Leak or 4x Rune Snag (better starting from the 2nd copy) there instead. Supreme Will might also be decent as an overcosted Mana Leak which can be Impulse when the counter mode isn't useful.
I'd probably go with Blessed Alliance over Kor Firewalker as a Burn SB card which also acts as another removal which is good against Bogles (unless they open with Leyline).
As a pure anti-Burn card Healing Grace seems pretty good as it can counter a 3-damage burn spell and gain 3 life which is very good for 1-mana.
Ceremonious Rejection is a very good SB option being useful against all the artifacts, Tron and Eldrazi decks.
Seal Away can decent as extra removal for the SB, possibly over Flashfreeze (what is it for ?).
Ceremonious Rejection is better against Tron than Spreading Seas as it actually answers their haymakers instead of simply delaying them as you have no clock to finish them off while they setup anyway.
Also a resolved: Oblivion Stone, Ugin or Karn will get rid of Spreading Seas and Rejection can stop those while you keep them off Tron with FoR.
I've built my own version of the deck and it has been performing pretty well though non-creature match-ups are pretty hard without hard counters (Cryptic) and the win-cons are rather limited (without Colonnade).
The card I'm least sure about here is Remand which is more of tempo card but the idea here is to use it as a cantrip to delay threats and slow down the game to find answers.
I've also considered Spell Queller for this slot as more powerful counter option which together with GoTT can switch to offence a bit faster.
Another option for this slot was Spreading Seas but with 4x Field of Ruin in the maindeck it seemed less useful.

Also 6x PW's seems too much without enough protection for them, I agree that Wall of Omens would be a good addition.
Maybe Jace, Unraveler of Secrets (budget Teferi/Jace TMS) can be a good addition over the 3rd copies of Jace AoT and Gideon.
Glacial Fortress would be a good addition to the deck as it is a better land than Nimbus Maze and also Prairie Stream which works well with Port Town.

I've won most of my games so far and only plan on putting more into it.
Try it, you may like it. I do.
It won't be budget after my next planned upgrade but feel free to use this as a jumping off point.
I dropped two Plains and two Island for four Irrigated Farmland and that should still keep it under $150.
I'll be adding 4x Flooded Strand , 1x Polluted Delta and 2x Hallowed Fountain. Logic Knot is boss without them I can only imagine with.
Ceremonious Rejection isn't really needed for Tron. Between 4x Spreading Seas, 4x Field of Ruin, counters and Path to Exile it's a cake match.
Uh...Resto in doubles is great against humans. You shut them down. Blinking Splicers is gravy.

I've also recently acquired the soon rotating from Standard control all-stars Torrential Gearhulk and Disallow and wonder if they can work in this deck.
Disallow can potentially replace Remand but Torrential is probably not optimal in this deck without a payoff like Cryptic Command and isn't good with Logic Knot and Pull from Tomorrow and can't really be used proactively without some instant speed cantrips/draw spells like: Opt, Supreme Will and Glimmer of Genius.
I'm also looking at getting Sphinx's Revelation (over Pull) and Secure the Wastes (not sure what it should replace).
