Spark Elemental budget Goblin Guide especially if you run other cards that benefit from having cards in the Graveyard. Utopia Sprawl budget Birds of Paradise in decks that run a decent amount of forest. Can be better than bop against decks that run a lot of removal.
I have to agree, Especially if your wanting to stay in the same color schemes. Ugin and Karn I believe are the only colorless Planeswalkers . Maybe a play set of Oblivion Stone or even Mindslaver.
They are indeed the only colorless walkers. All Is Dust does a really good Ugin impression but isn't too cheap either. Winnower and Hellkite can do work, but they don't replace Karn, they just change how the deck plays. There is no budget replacement for Karn because what he does is so unique (7-mana unconditional exile that leaves behind a must-answer threat).

All is dust does do a good ugin but like you said not with huge savings.
Playing since 1994: Currently MAGS (HomeBrew),Standard & Pauper (Pioneer and Modern are degenerate trash formats)

I would maybe start looking at new emrakul considering the relatively low price tag and powerful effect+(massive) body
Also, I've been thinking about Neheb as a budget Lili considering it probably takes out at least one creature in combat (due to first strike) and potentially causes a bit of discard.

I'm doing an ultra-budget burn deck, and looking for a cheaper substitute for Eidolon of the Great Revel. The ones that spring to my mind are Ash Zealot and Abbot of Keral Keep. Which do y'all think is better? Or is there some other cheap option that's better than either? (Note: I play exclusively online, and the prices for online cards are often quite different from the prices for the paper versions of those same cards).

I was wondering if As Foretold could be a budget replacement for Aether Vial? I was able to get 2 of them for $52, but I don't want to shell out another $60+ for 2 more. I can, but I would prefer not to so I can get better sideboard options.
Progenitus seems perfect! I dismissed it earlier seince I figured it would just be chump-blocked for days, apparently I forgot what protection from all spells does. Terastodon would also work very well against big mana decks and the likes. Thank you!

Legacy Weapon plus Cascading Cataracts
Again, its budget, I didn't say good.

While they aren't direct upgrades I would suggest Stigma Lasher as a sideboard card, but Abbot of Keral Keep seems good. along that line, you could play Ire Shaman or probably the best option: Harsh Mentor
Maybe shrine of burning rage?

Completely different cards.
Worldspine Wurm, Progenitus, Emrakul, the Promised End, Darksteel Colossus, It That Betrays, Void Winnower, Kozilek, the Great Distortion
and Terastodon are good options.
Iona is also good but probably a bit narrow and can be a SB card to bring in against mono-colored decks.
