Quick question for this thread, has anyone got any ideas on a budget Bitterblossom? I can't think of anything that comes even close to the same function without costing a lot more mana like Bloodline Keeper. I guess there is stuff like Raise the Alarm as a 2-drop token maker but its no quite what I'm looking for...

Soulflyer it's a decent replacment for Goyf in non-green decks.
I play it in BW midrange because his ability it's good, and in a BW shell you can't acrive Tasigur. Delving a Mirrain Crusaders make Soulflyer really big.

Why not Watchwolf? It's even more budget and it will affect the game just as much as Fleecemane, because you're never going to have 5 mana to blow on the Monstrous ability unless you've already won.
The budget replacement for Voice is Grand Abolisher as someone's already said.
Any ideas for a budget alternative to snapcaster mage in a delver deck?
The only semi-passable replacement is Eternal Witness. Everything else (like the god awful Archaeomancer) is just too slow or durdly to even pretend to be Snapcaster. If you don't mind losing the body, which you should definitely mind, then Call to Mind is another god awful replacement.
Witness is at least a decent card on its own, even if it doesn't really do a Tiago impression.
Nothing else really comes close to the awesomeness of Snapcaster. You could consider the following:
Spellstutter Sprite or Pestermite: Flash and eotb abilities that could let you tempo the opponent. Spellstutter doesn't pack much of a wallop, but Pestermite has the same p/t and both fly.
Runechanter's Pike: If the cards are staying in your yard, may as well so "forget it!" and swing for a lot of damage?
Talrand, Sky Summoner: Go a little bigger for a Pyromancer with some oomph? Maybe SB?
I think your meta would really determine would could be helpful or not in that spot.

I have been messing around with Augur of Bolas a bit, it doesn't have flash, but has a big body to block and it also searches the top 3 for a spell, so it does have a "built in cantrip" there, and in late game it removes lands from top of library as well which helps. It just will never compare to the godly Tiago
Just a few that I've seen being mentioned in the threads I'm in charge of:
Infect Noble Hierarch: don't try to look for a substitute. Birds seems like it's a good fit but Exalted makes Hierarch what it is. Play the mono-green version with Sylvan Scrying and Cathedral of War instead.
Storm Serum Visions: Tormenting Voice. I assume you want to play SV/Thought Scour/Desperate Ravings, and are already playing Sleight of Hand. If you can't afford SV, play Voice/Thought Scour/Ravings. Blood Moon: Empty the Warrens. You bring in Blood Moon against BGx and control decks, with the intention of ritualing into it T2 and locking them out of the game. T2 Empty the Warrens isn't a bad alternative, although you need 2 rituals for that. DO NOT play LD spells like Molten Rain, burning a ritual on a T2 Molten Rain simply doesn't have the same impact as a T2 Blood Moon.
RG Breach Emrakul, the Aeons Torn: Worldspine Wurm. It hits as hard as Em and leaves behind 3 bodies if you Breached it in. It dies horribly to Path though.
Avoid Blightsteel Colossus. If they have >=2 toughness worth of blockers, Blightsteel is useless because no other card in the deck has Infect.
Keep in mind that you can't make the same substitution in the Grixis/RB Goryo's Vengeance deck because Vengeance specifies "legendary creature".
It's not good in Tron either, because Stirrings/Eye can't get it.
Ad Nauseam Leyline of Sanctity: Mystical Teachings. The reason I say this is that you want Leyline against discard. Teachings helps you fight discard another way: one, it's a tutor, so you can cast it to get whichever combo piece they took. Two, it has flashback, so even if they discard it, you can still cast it again. Grave Titan is also an alternative. The idea is that you board into Grave Titan so your threat density goes up, and it's a one-card wincon, so even if you have 0 cards in hand, you can topdeck a Titan to get back in the game. Plus, they will take out their creature removal.
Another idea, for replacing Cryptic Command this time: Venser, Shaper Savant: CMC 4, you can choose between remand or boomerang, has a body and ban be blinked in Uwr shells with restoration angels. Can be an idea.

Pack Rat can serve as a budget replacement for Dark Confidant, at least in a deck like Deadguy Ale. Same mana cost, can hold a sword, and generates card advantage by turning lategame lands and discard spells into more rats.
I second the Orb and the Mask as budget Leylines, just missing the "if you get this in your opening hand, you get lucky" clause. Aegis is too fragile especially against burn or discard (which will have black creature kill spells) to be used outside of a heavy enchantment matters theme, though.
