I'd say the chances of her being banned are almost zero. Also, I'm pretty sure Waste Not is not as good as it appears (still quite good, though). I think some people will discover 8Rack because of it, but not a ton. And some of the people that do may drop it when they see Waste Not isn't insane like they thought.
If everyone starts running Leyline, that hurts the budget deck a lot, but non-budget versions can adjust well enough.
The budget build can still make it after the $75.00 event deck is released and bitterblossom gets a reprint, no? Between the bitterblossom reprint in the event deck driving down it's price and non-targeted discard like Necrogen mists, smallpox etc.. I think the budget version can still make do, especially with the savings to be gained from -not- running Ensnaring bridge. Also, I do wonder, would a white splash or green splash be worth it post Waste Not as a way to combat leyline? Either splash would give us access to enchantment destruction effects that we could bring in against leyline, and if we stick to non-fetch duels that come into play untapped(Godless shrine + Isolated Chapel+ Fetid Heath for B/w and Overgrown Tomb + Woodland Cemetery + Twilight Mire for B/g) we could still have the deck be -somewhat- affordable. If the splash would be the best idea, then I'd like help with a B/w list since I already have most of the W/B dual lands...
At least for the B/w version of the deck, I was considering some of the following cards...not sure if some of them would be worth it but I thought I'd ask....
Mortify(Removal + enchantment destruction for leyline, a bit pricy mana-wise, though..so not sure)
Oblivion Ring(Same as above, but can hit anything. Downside of being easier to play around, however.)
Path to Exile (If we're splashing white, may as well trade out some of our removal for the best removal spell in modern?)
Lingering Souls (Chump blockers a go-go!)
Disenchant(Sideboard hate for Leyline?)

Splashing would increase the cost of the deck too much for my tastes, and I'm 90% sure it'd hurt a lot more than it'd help, anyway. I'm not interested in it at all, personally.
Then how do you suggest we combat leyline without Lilly? I want to be able to play this deck, but if Want Not makes the leyline a common card, I am just not sure how this deck can adapt without the w or g splash for the enchantment destruction. I'm not even sure bitterblossom post event deck will be enough to combat Leyline. Do you have any ideas on what do do if/when Leyline becomes I thing? Should I just abandon the deck entirely and stick solely with Tron? Or switch to another control style deck that can be made fairly cheaply like, say, U/R counterburn or a mono W stax-style control deck(I've seen this done before and without smokestacks itself being a legal card in modern the deck is fairly budget-ish. Not as cheap as this deck, but enough where it is at least -something- that is controlling enough for me and doesn't require expensive walkers like lilly or fetches.)?
Between Delirium Skeins and Bitterblossom you should be okay enough. You could also upgrade the deck fully with fetches and splash cards. Try other things if you want, I just don't think they'll work out well for you. You should relax and see what happens before freaking out about Leyline; if it does become popular (doubtful), worst case you lost a bit of money, and very little of it if you wait for Waste Not and skip Bridges. And even then the deck should still be good fun in casual and have some Modern staples useful in other decks.
Yeah, I am likely to wait for Waist Not. I just don't want a -useless- deck and do want some kind of actual control deck to play with in modern, since I can't really call mono U tron true control even if it has counterspells and bounce. Do you have any other suggestions for budget-y control decks? The main one I am looking at right now is, admittedly, the mono white deck.....counterburn could also be a possibility, as mentioned. Would upping the Necrogen mists count be a good idea to combat the leyline so we have a stand-in for Lilly? Would that help at all?

You're acting like 4x Leyline is going to be in every sideboard the second Waste Not is legal. Calm down and wait and see what happens.
I won't be able to make the deck for awhile, so I am probably going to gravitate towards waste not style deck and I think the instant speed mid to late game when you know what they have could out weigh the obvious disadvantages. I will give you a heads up if it works or not.

i'm playing 8 rack from few month now, developping a budget list, i hope this list helps this wonderful tread:
as you can see I didn't use the bridge due to budget and pilosophy. To control board presence drown in sorrow helps were spot removal aren't enough, affinity, goblin, merefolk, token, all deck with an huge creature presence. Note that all removal try to be sinergic with -x/-x ideas that could play around regeneration and indestructible issue.
Smallpox vs Wrench mind: why choose between one of them? without bridge pox is a must have card, wrench is a pillar of lock mode, in order to destroy opponent's hand, so 3 and 3.
Pack rat is... well, i love this card and i just want something to recycle cards and making a b plan.
This version is not too much sensible to leyline of sanctity.
2 mutavault and 1 urborg are optional, they help but due to budget issue we can play without them.
What you guys think about?
PS:
blackmail is a underrated card, i use in combination with toughtseize and i'm always happy to have it i my hand, is the perfect second discard card after main one (IOK o Thoughseize), is a SURE discard, no fail.

Myself and others have tried him and he's just not performed as hoped. Feel free to do the same.
If Bridge is out of your budget, it's probably best to add 1x Darkblast 1x Victim of Night 2x Doom Blade to the main. The deck is going to suffer a lot, though.
The problem with Blood Scrivener is that we have no creatures in a creature heavy format, thus blanking anywhere between 4 to 12 of their cards. Blood scrivener will just get removed as soon as we play it/give some of their cards a use. But its possible it could help enough to be worth it.
I know Necrogen Mists has been cut for Skeins, and I've been testing that, but Ive noticed that when I lose, its because I've run out of discard and they just start stockpiling, and my draws arent consistent enough/I havent managed to get a ravens crime into the grave. I think there's a place for both, maybe as a 3/1 or 2/2 split?
