You could certainly adapt a Blue Moon approach, but its going to be tough going to play against one of (if not the) best decks in the format and stick to Mono-Blue.

The last 3 posts and the one with Aetherize looks like your best options. Would go that route. Also gigadrowse can be clutch to find time for another answer. Ensnaring bridge also does work.

Many experienced will (correctly, in my opinion) tell you, Utron is just a monoblue control deck that runs Tron lands to help turn the corner. As for me, this is my list, and I use Dismember, Repeal, Walking Ballista, Commit in the main and Spatial Contortion in the side. Now that I look at it, my sideboard on there is outdated need to update it, but I still run those Contortions in the side. Hope this helps.

Mono Blue Tron is basically a colorless deck with a small blue splash rather than a "true" Mono Blue deck imho.
Also, it is just a weaker Tron deck than the green variants and plays less of the busted Tron payoff cards which make it what it is.
Mono Blue Taking Turns is a viable Deck, and with Exhaustion and some Gigadrowse (plus eventual Sideboard cards like Engulf the Shore, Hibernation etc) is a true Powerhouse in a Metagame with lots of Tron, UWx Control and such.
Look up the Primer in Established/Combo. It may be a solid choice for your next tourney.

I suppose I'm "splashing" 18 blue cards. Coincidentally, the exact same number as you do in your "mono blue colossus" deck in your signature (if you include the Borderposts) As far as comparing blue and green Tron, the OP was specifically talking about blue decks, thus, I didn't talk about a green one.

There isn't all that much you can play in Mono blue that is going to end the game instantly, and the cards certainly aren't strong enough to oppressively control the opponent with spells alone and then beat them with a bear.
Many of the cards in humans are 2 for 1 effects, yours just aren't as good in mono blue at equivalent CMC. (I think this is more fact than opinion). Also, a land based Counterspell buster is something none of the old draw-go deck had to deal with. They have a fair chance of blanking your best answers with impunity at the crucial stage of the game - and you probably don't have five land tutors in the deck to try to fight it.
That's why Blue Tron plays tron - because you can suddenly and instantly end the game in a variety of ways, usually on the turn before you die. Alternatively UW control plays come good White answers and sweepers, Teferi and colonade. Whatever it is, you have to have something powerful to rely on to deal with the glut of creatures or go over the top of them.
Torpor Orb. I think the problem of Humans is they outvalue you by playing creatures, and this is the best way to solve it. Also useful against hyped Vannifar decks that will sprout next week and could even get more uses depending on how the B&R announcement goes this Monday.
Though best advice is play with red.

Why are you wanting to stay with a mono coloured deck?
For Humans matchups, black and red are both good choices.
