I know that prices can change at any time and nothing is certain, so with those things already in mind, which deck would you buy if you were just getting into Modern today?
The two criteria I’d like to focus on being: 1) competitive enough to win if played well, and 2) knowing what sets are coming out in the near future, and your own speculation on reprints, the deck with the most cards that have the highest likelihood of maintaining value over the next year, being paramount in the consideration.
Burn fits every criteria of yours. It's been a top tier deck since I first started playing years and years ago and stayed tier 1/tier 1.5 through all sorts of crazy metas, through eldrazi winter, through splinter twin, through git-probe deaths shadow, etc. It's a fairly cheap deck as far as Modern tier decks are concerned and it doesn't hinge upon one key card, so even if something crazy were to happen and a card were to get banned from it, the deck would survive.
There are also plenty of variants, so if RW burn fades or they banned bolt or something crazy like that, you can just sleeve up Bump in the Night or something and still have basically the same deck.
Speaking from experience, reprints aren't the major factor that drive card prices down. Tarmogoyf got reprinted for the first time in MM1, and if I remembered correctly, the price of tarmo spiked after the reprint, more than double of today's. What really affects the price is their relative strength. Despite the fact that some decks were affected by bans/unbans, most decks that rely on modern staples like Tarmogoyf, Noble Hierarch, Cryptic Command, Lightning Bolt etc. are resilient enough to stand a chance in the constantly evolving metagame. Burn, Affinity, UWx Control, Jund, Tron, and Storm are decks that have existed since the beginning of modern. In general these archetypes have lived through numerous cycles of bans/unbans, and are most likely to remain competitive for a while.
If you can afford any deck, I'd suggest borrowing from friends and playing casually until you find one you like. I don't think it is wise to look at modern as an investment in terms of your deck going up in value. Most decks will retain most of their value even through a couple of reprints. It's bans that can really crush stuff.

I wanted a competitive deck without any super expensive cards (goblin guide at $20 is the highest price) that didn't include significant fear of a ban forcing me to buy something else. Plus many of the cards are used in legacy and pauper burn, so I didn't need to spend much to have something ready for any format I'd want to play.
I got into Modern when things were cheap, and my expensive cards were bought when they were cheap, or traded for. I am a pretty frugal player. If I were starting now, the only deck I enjoy that is okay and I am good with would be Green Stompy or Goblins.

I used to play a lot. Played in a few Pro Tours and won a State Champ (humble brags - ha xD), but haven't played, aside from a draft here and there, since 2013, really.
Back in the day I had every deck. Jund was my favorite, followed closely by Jeskai Control. I also enjoyed Affinity a bit.
So, I have played quite a bit, and have some experience with the decks. I'd probably just get Jund, because I love that style of play, but it's looking near $2k, which is about double my current budget.
So, just trying to get some info and figure out what people who are knowledgeable about the current meta and finance trends about how to ease back into the game.
I would grab Death Shadow. The cards, which are expensive will retain their price (mostly due to price memory and relative strength) and the rest is dirt cheap. Probably would go for the Jund build, since I like Traverse more than the U package (even though I know, that it is kinda weaker).

Mardu Pyromancer, if you like playing Jund but don't want to shell out that much money. Skip the Blackcleave Cliffs until the inevitable reprint and save yourself $200. Other than that, the only expensive cards are: the fetches, which are always going to be valuable; Thoughtseize, which just got a reprint; Collective Brutality, which was just printed recently; Kolaghan's Command, which is pretty recent; and Blood Moon, which just got a reprint. Some lists run Liliana of the Veil or Engineered Explosives, but many don't.
I can't say I'm pleased to see you and must warn you I may have to do something about it.

Scapeshift and Burn are also options that are cheaper, but don't really seem to go along with your Jund / Jeskai preference.
