I know there is a Kiki Chord deck, but seeing the colors you show in your signature makes me believe that's not what you want.
I think the UWR lists have gotten somewhat jumbled about since there are so many of them. I think probably the only 3 that are listed are Cat Combo, Jeskai Control (3 ScM as creatures), and Queller. I could be mistaken though. It's often tough to sift through tons and tons of decks under "Tier 3" and then "Tier 4."

Budget (MTGOnline)
First want to invest around 100$, then upgrade deck in around 2 months (while playing it) up to 400$. It's fine if deck is not-very-good at start, just to be playable enough (example: missing key card for combo, so can not be played for 100$).
What do I want from deck?
Deck that can be played in the future (meaning, whole structure doesn't depend on 1 specific card).
Meta resilient - does not have to be Tier 1 or even Tier 2, just something that will probably stay around.
What Magic I like?
I like 'midrange', 'control' decks (but not something like UW Control, where you just stall the game and slowly finish your opponent). Thing is, I like to have answers when opponent plays spells.

I like blue color.

Ex-RUG Delver ("Monkey Grow") player here, wandering aimlessly, having no idea what to play. Basically, I can't find a deck I truly enjoy since the ban of Gitaxian Probe. And being paper only, I get to play like once month, twice max, so no intensive testing. I'm currently on Death's Shadow Jund but I miss playing with my snappies and don't want to switch to Grixis because I will miss playing with my goyfs. And I don't know why but there's something I find boring with going turn 1 discard every game (gets even worse when following up with turn 2 discard)... Not sure what style I truly enjoy. Had a lot of fun with delver, and I quite enjoy the only Legacy deck I own, Death&Taxes, so I guess tempo? Had a quick look at Eternal Command but there's like zero video coverage to get a feel of how the deck plays like.
And if you feel like I'm just an annoying dude that wants something that doesn't exist in Modern, then you're probably right

I feel you MeraSC. I would honestly just keep pushing with RUG if that is the style you want to play. I wasted quite literally hundreds if not thousands looking for a Twin replacement, and have found I would rather play what I want, even if its 'un-tiered', so I play Kiki Resto.
Look at the cards and style you want or are unwilling to give up (for me it was Snaps, Remands, Bolts at 4 x each with EOT 'I win') and just run with it is. Craft your sideboard to take out the big hitters, and you'll have a surprising amount of success I predict!
I dont know what else you could run in RUG that is Tempo.

I agree with Surge and Dave, but I have a little something to add. Since I do think that you're best suited to RUG (although BUG is close) and I do think that you will enjoy Eternal Command, I would suggest looking up Shouta Yasooka. He was my inspiration to build the deck and it actually was really fun. The meta at the time was somewhat hostile to it, so I didn't play it more than 3 weeks, but it was a really fun deck, and incorporating Snapcaster Mage and Eternal Witness with Cryptic Command is like having your cake, adding a bunch of toppings, and eating it too.

I have been out of the tournament scene for nearly five years and I am thinking of getting into Modern as its a format I don't have to keep buying cards in large numbers. I am mostly looking for aWildfire type deck or evenPyrohemiatype of deck. Any idea's or suggestions to find and play a build like that?
@idSurge: yeah, I can absolutely relate to that. It's been very conflicting for me between paying something fun and something "tiered". Not like I travel to GPs and such but my monthly weekend tournament is still fairly competitive so I like to have a shot at the very least.

I like decks with fewer creatures and tons of spells, basically Control and some Midrange decks.
The ones I'm currently considering are UW Control, U-Tron and maybe UR Storm.
My concerns regarding each one: From my testing with UW Control I've been struggling on closing the game, sometimes I stabilize but the amount of space I give my opponent is often times enough for him to come back. (I guess I'm playing it wrong, since there's so many clutch decisions each turn)
UR Storm: I enjoy the way the combo wins out the game, but it seems a bit uninteractive and thus not as much fun to play.
U-Tron: I like the concept and the way it plays, but the deck is a bit off meta (Which doesn't indicate much since I only plan to play at LGS level).
Any help choosing one of these or suggestions of other decks I haven't thought about is appreciated.
I''ve been through some identity crisis from an MTG point of view. Let me explain : I've recently decided to switch from my beloved Ad Nauseam deck and Living End to Burn and Grixis Control. I decided to move because I wanted to try something new other than combo decks that don't interact much. After like 2 weeks, I decided to drop down Grixis Control for Jeskai Control. I wasn't satisfied with how the deck worked. I couldn't win with it and felt akward palying them.
I pulled the trigger again and sold Burn and Jeskai Control, rebuying into Ad Nauseam in Modern and Dredge in Legacy. I would however need some sound advice now to invest properly into a second deck. I've been toying around with Goryo's Vengeance and Scapeshift recently and I can only say that I love combo decks. I'm a Johnny at heart : it has to win on the spot or I'm not sold on it pretty much. I've experienced Bring to Light Scapeshift and I feel that my learning curve is slow with the deck. I have a hard time managing 4 color decks, but I'm good at controling the game and having a combo to finish it off is amazing.
On the other hand, Goryo's Vengeance feels like Ad Nauseam, but with some slight differences : using the combat step, not winning necessarily on the spot, but with some finisher like a Bolt or Tar Pit after Emrakul hit and some faster draws. It has the same issues as Ad Nauseam, but it's what I feel the best in my hands. I know how to pilot these decks in pretty much any situation.
So, I would need some advice into buying something else. I know BTL Scapeshift is not high in the rankings now and Goryo's Vengeance is also not well ranked, but I feel I can win with any combo decks (other than Storm). Scapeshift feels like durdling a lot and Goryo's Vengeance is straightforward as hell. So thoughts guys (even about some other decks you want to share)?
For starters, I'd recommend to stop buying into decks until you've tested them. I suggest proxying them or playing on Cockatrice first. It seems like not the best idea to buy decks you have no idea you want and then dump them.
I'm going to go over some alternative decks that are partially combo decks you might find interesting and not totally helpless for you. The idea is that if combo is all you're good with and what you like, you can still play partial combo decks.
1. Counters Company. It's a midrange creature deck featuring Collected Company, but the win condition is a combo. You play the Vizier of Remedies + Devoted Druid combo that allows you to generate infinite mana. You then cast Walking Ballista and shoot your opponent or Rhonas and pump something to infinite attack with trample. It's still a combo win condition but it's not 100% in on it like Ad Nauseam is. You're just sort of playing a value oriented creature deck with a combo in it.
2. UW Tron. This version of Tron focuses less on the fast mana and more on using that mana as a win condition. It plays a nifty combo with Gifts Ungiven where you fetch for Unburial Rites + a big creature and reanimate it, typically Iona or Elesh Norn, so your opponent has a hard time winning through it. At the end of it, there are win conditions like Emrakul or Mindslaver lock (take your opponent's turn until they mill themselves). It's kind of a cross between combo win conditions and Jeskai Control. If you liked Jeskai Control but hated how the game never abruptly ended and you had to punch every point of damage, this is a good deck for you.
3. Jeskai Saheeli. It's basically Jeskai Control but it cuts 8 cards to add in Saheeli Rai and Felidar Guardian as an infinite combo. The interaction allows you to make infinite Felidar Guardians with haste, and is more or less the same thing as Twin (although worse for sure).
4. Amulet Titan. It's still a solid deck but it's difficult to pilot and I think it's wrong for you. It has a lot of nuances and tends not to be a one-shot combo like other decks are. You often do things like put an early Primeval Titan into play and then hope that's good enough or that the advantage it generates is. There is a way for you to attack for 20 with a Primeval Titan very early, but that doesn't happen too frequently with the Summer Bloom ban.
If you're not interested in those decks, then the two you're looking at are fine. I'd say Titan Shift is better than BTL Scapeshift, but it's not that crazy of a combo deck like I think you might prefer. Goryo's Vengeance is definitely going to fit your style much more. Storm definitely seems like the right deck but you're not interested in it.
Have you considered trying Grishoalbrand? It shares a lot of cards with Goryo's Vengeance, doesn't require the combat step to win, and can win at instant speed. RUG Scapeshift with Prismatic Omen is more of a combo deck than the Bring to Light version. It sacrifices some versatility for a more consistent manabase and the ability to combo off with 6 lands, and you can do obscene amounts of damage getting 4 Valakuts that also count as mountains themselves.

A bit of my Modern deck history:
Started with G/W Hatebears for a few years and have been playing my pet R/W Prison deck since before Eldrazi Winter. You can say I lean into the Prison archetype a lot. I avoid Tier decks usually as a personal preference but have decent knowledge of every deck in the format barring the most budget or jankiest.
While I like the deck, the frustrating lack of card filtering has led to one too many losses due to drawing badly. I'm well aware variance and luck is part of the game, I feel I could perform much better in competitive events if I piloted a deck that was more consistent. My meta has skewed more to Eldrazi & Tron variants along with U/W Control so my deck isn't going to perform well anyway.
Any deck suggestions / feedback is greatly appreciated.
I've bought into Burn because I played it in my first years of Modern and enjoyed it, but got tired after sometimes. I recognize however buying into control not really knowing what it was, thinking I'd like it and wanting to experience it. In the end, I didn't hate control decks and really enjoyed playing them : I simply wasn't able to close out games, that's what got me into thinking about Scapeshift. Control with a combo finish.
Abzan Coco is really not the type of deck for me : I don't like having a creature based deck and some board presence. I see why it's good, but I wouldn't be albe to do much with that in my hands
Jeskai Saheeli seemed like a bad twin deck to me. I playtested with it and it felt average. Maybe because I'm used to play Twin Amulet Titan however is also something I can't pilot very well : there's too much things happening with the bounce lands and having value from a Titan while not winning on the spot is not my thing. I'm good with the stack and playing in response.
I think I might go for Goryo's Vengeance because I feel I can win with it. Scapeshift scares me a bit because of the ressource management to get to 5-7 lands and then win.
@ Takunimo : thanks for the insight! I've played some Grishoalbrand in the past with proxies, but it felt similar to my Ad Nauseam deck (winning with lands, instant speed interaction, etc.). I didn't like the idea of fizzling however
Then like I suggested, UW Tron might be your deck. The blue-based Tron decks are good at playing a control deck and then just going "oops, game's over now". Whatever the win condition ends up being, whether it's Mindslaver lock, Emrakul, or Gifts combo, the game pretty much ends when you resolve it. Playing the deck is a different feel from traditional control decks as a result. You don't have to worry about really turning the game around or being far enough ahead, just get to the win condition and steal the game. UW Tron is particularly interesting because Gifts gives you the option to win on turn 4 some games, something control decks really don't do. Like sometimes you put Iona into play against Soul Sisters and the game just ends right there.

This might be a bit off the wall, but modern belcher might tickle your fancy a bit.
Its not all in on the belcher kill, and had backup with ramping into big threats.
It can be a budget deck as well.

I've dabbled with Lantern before and while I do like the deck, I don't think it's something I could pilot realistically for a long period of time without succumbing to either a migraine or misplay. Good suggestion though but still looking. Any other suggestions anyone?

I'm going to go over some alternative decks that are partially combo decks you might find interesting and not totally helpless for you. The idea is that if combo is all you're good with and what you like, you can still play partial combo decks.
1. Counters Company. It's a midrange creature deck featuring Collected Company, but the win condition is a combo. You play the Vizier of Remedies + Devoted Druid combo that allows you to generate infinite mana. You then cast Walking Ballista and shoot your opponent or Rhonas and pump something to infinite attack with trample. It's still a combo win condition but it's not 100% in on it like Ad Nauseam is. You're just sort of playing a value oriented creature deck with a combo in it.
2. UW Tron. This version of Tron focuses less on the fast mana and more on using that mana as a win condition. It plays a nifty combo with Gifts Ungiven where you fetch for Unburial Rites + a big creature and reanimate it, typically Iona or Elesh Norn, so your opponent has a hard time winning through it. At the end of it, there are win conditions like Emrakul or Mindslaver lock (take your opponent's turn until they mill themselves). It's kind of a cross between combo win conditions and Jeskai Control. If you liked Jeskai Control but hated how the game never abruptly ended and you had to punch every point of damage, this is a good deck for you.
3. Jeskai Saheeli. It's basically Jeskai Control but it cuts 8 cards to add in Saheeli Rai and Felidar Guardian as an infinite combo. The interaction allows you to make infinite Felidar Guardians with haste, and is more or less the same thing as Twin (although worse for sure).
4. Amulet Titan. It's still a solid deck but it's difficult to pilot and I think it's wrong for you. It has a lot of nuances and tends not to be a one-shot combo like other decks are. You often do things like put an early Primeval Titan into play and then hope that's good enough or that the advantage it generates is. There is a way for you to attack for 20 with a Primeval Titan very early, but that doesn't happen too frequently with the Summer Bloom ban.
If you're not interested in those decks, then the two you're looking at are fine. I'd say Titan Shift is better than BTL Scapeshift, but it's not that crazy of a combo deck like I think you might prefer. Goryo's Vengeance is definitely going to fit your style much more. Storm definitely seems like the right deck but you're not interested in it.

A bit of my Modern deck history:
Started with G/W Hatebears for a few years and have been playing my pet R/W Prison deck since before Eldrazi Winter. You can say I lean into the Prison archetype a lot. I avoid Tier decks usually as a personal preference but have decent knowledge of every deck in the format barring the most budget or jankiest.
While I like the deck, the frustrating lack of card filtering has led to one too many losses due to drawing badly. I'm well aware variance and luck is part of the game, I feel I could perform much better in competitive events if I piloted a deck that was more consistent. My meta has skewed more to Eldrazi & Tron variants along with U/W Control so my deck isn't going to perform well anyway.
Any deck suggestions / feedback is greatly appreciated.

I've bought into Burn because I played it in my first years of Modern and enjoyed it, but got tired after sometimes. I recognize however buying into control not really knowing what it was, thinking I'd like it and wanting to experience it. In the end, I didn't hate control decks and really enjoyed playing them : I simply wasn't able to close out games, that's what got me into thinking about Scapeshift. Control with a combo finish.
Abzan Coco is really not the type of deck for me : I don't like having a creature based deck and some board presence. I see why it's good, but I wouldn't be albe to do much with that in my hands
Jeskai Saheeli seemed like a bad twin deck to me. I playtested with it and it felt average. Maybe because I'm used to play Twin Amulet Titan however is also something I can't pilot very well : there's too much things happening with the bounce lands and having value from a Titan while not winning on the spot is not my thing. I'm good with the stack and playing in response.
I think I might go for Goryo's Vengeance because I feel I can win with it. Scapeshift scares me a bit because of the ressource management to get to 5-7 lands and then win.
@ Takunimo : thanks for the insight! I've played some Grishoalbrand in the past with proxies, but it felt similar to my Ad Nauseam deck (winning with lands, instant speed interaction, etc.). I didn't like the idea of fizzling however

This might be a bit off the wall, but modern belcher might tickle your fancy a bit.
Its not all in on the belcher kill, and had backup with ramping into big threats.
It can be a budget deck as well.

I've dabbled with Lantern before and while I do like the deck, I don't think it's something I could pilot realistically for a long period of time without succumbing to either a migraine or misplay. Good suggestion though but still looking. Any other suggestions anyone?
