What's everybody's opinion on promo Snapcaster Mages?
Are they going to slowly decrease in price like other promos (Vendilion Clique, Natural Order) did? They do seem to be slowly decreasing by looking at MKM's price trend.
You mean the RPTQ promos? I can't imagine they'll have the slightest effect on prices. The people who want to buy it weren't interested in regular Snapcasters and the people who want regular Snapcasters don't want to pay extra for the promo version. Even ignoring that, the amount actually given out is pretty darn tiny.
When is the best time to buy Scalding Tarns? I'm want to play Grixis Delver in the upcoming modern season and it's the only card I'm missing. I'm currently playing 2 Bloodstained and 2 Flooded Strand in it's place.

If you want to play with a card immediately the answer to "when is the best time" is always "now." It's "now" because you get to play with it immediately, which is your express goal, and because prices can always keep going up. That said, if you don't need it immediately then it's up to when you personally think it may see a reprint. MM17 hasn't been confirmed yet but it's more likely than not that the set will be next summer. However, they haven't included fetches in their other 2 MM products, so it's hit or miss. Any it's anybody's guess whether they'll include fetches in any upcoming Standard sets.
Is it the current RPTQ reward? I'm not up on that right now. If it is, it will likely go down as more are put into the market but once another promo takes its place will be the valley on the price.

It's the promo for the next season of RPTQs (happening midway through August) so it might drop down a little when that happens. It's also slated to be the promo for the one after that, but obviously it's still several months until that would take effect.
It surprises me it's worth so much, though. The art is a major downgrade from the original. I'd much rather have a foil version of a regular Snapcaster Mage than the RPTQ promo.

I don't think the prices are going anywhere anytime soon. The prices seem to have stabilized since the hype, although I've noticed that Through the Breach has had a somewhat recent uptick. CFB is/was buying them for $20, so that pretty much alludes to the sign that they are close to worth $40 a piece. I have a Grishoalbrand deck and a nearly foiled Grishoalbrand deck (not Temple of Malice or Blackcleave Cliffs) and I pretty much see the deck as a deck that I love, with no monetary gain at all. Many cards would be tough to sell as well, although Through the Breach is played in RG Scapeshift variants and Blue Moon variants as well.
Since I play Legacy as well, it's never really a loss to me (well, at least with the cards you named).

I wouldn't buy into the deck my self the deck is full of cards that don't work in any other deck so if it does get a card or two banned your stuck with a bunch of cards that may not fit in any other deck.
I ended up getting a Nahiri I needed on Saturday for $40. My buddy said he'd sell me two of his and 2 Voices I need off him as well since they're $40 as well

Goryo seems remarkably stable despite only seeing fringe play... If you need it, get it.
It is also played in Legacy Tin Fins, although that is also a very fringe, yet super powerful deck. Some people call Grishoalbrand the Modern "Tin fins."

They have Through the Breach and can do it pretty consistently on turn 3, utilizing splicing on Nourishing Shoal to cost 1 less, Simian Spirit Guide(s), Desperate Ritual(s), or any combination of them to Breach a) Griselbrand or b) Worldspine Wurm. With Faithless Looting, Night's Whisper, and some number of Tormenting Voice, it shouldn't be super tough to find. The accolades with this deck are low because really good players rarely play it, not because the deck doesn't have game in Modern.

Looking at the new Lili I think people are right on her price dropping after the hype dies down. She's basically on the same power level as Ajani Vengeant, only she's 3 cmc instead, her +1 is basically a nerfed dead-weight, and her -2 is a filtering / card advantage engine that will probably slot into a few decks.
Might be a few more than the 3 cmc Nissa.

I imagine she'll drop unless she finds a Standard home. She's not bad but in Modern she's significantly worse than LotV, I don't see her being anything other than a budget replacement for LotV. In Modern, her +1 is average, her -2 is average and her big minus sucks, I can't see her making any waves here therefore I don't see her going anywhere but down from the (around) $30 she is currently.
I think that the two Lili's fill vastly different roles. LotV wants to be in a hell-bent shell with a few creatures and substantial amount of removal to keep the board clean. This is why she is so great in Jund/Abzan/Mardu and is pretty awful in Grixis or in any creature shell (so far the only thing close is something like a Melira Company deck). LtlH, on the other hand, doesn't apply hand pressure and synergizes much more with the graveyard and creature-based strategies. For this reason, it's much easier to keep countermagic up with her, while backing her up with Taz or continuously cycling snapcasters or value creatures (Voice, Finks). I think that the new Lili will slot very well (and I plan to test it) in Grixis as you can rebuy snapcaster, fulminator and fuel delve, while keeping the board somewhat clear of creatures with the +1. She doesn't pressure the opponent's hand (or yours) so countermagic is good to go. I would also think she could be used in an Abzan creature deck to rebuy creatures while milling stuff like souls or something.
All that verbiage aside, I do agree that her price will drop. I think that LotV has more homes across legacy/modern; however I think the new Lili does slot into some existing archetypes and may even spawn new ones. I can see her settling 15-20 as I tihk she is still quite powerful, though very different, from LotV

No. Besides Origins jace, no planeswalker that is standard legal is that expensive. She will calm down to $15ish or less in a month or so.

On mtgsalvation people don't want to discuss ideas, so I give people something else to discuss: my controversial opinions.
Liliana, the last hope is good against Spirts so I don't think she will bottom out my guess is about $14-15. If you need to pick up Flip jace don't get greedy because I think a buy out on Jace is coming around or shortly after rotation. Flip Jace will likely never be reprinted do to logistics in printing.
Last Hope seems to be well positioned in a Standard where breaking the Sylvan Advocate deadlock is relevant, so I expect her to be in the $30-$40 range.
