Do you want this to be a triggered ability or a replacement effect. As it is things still get on death triggers or you can make it a replacement ability like Rest in peace.
The second ability is more interesting though. I'm not sure if it would be broken really but cards like Outpost Siege or Staggershock become very good. There may be other cards that combo a lot easier with it too like maybe Epic Experiment or the Suspend cards.

Righteous Blast is built for an esper delirium control shell that can often get delirium by turn two, and consistently turn three.
Also, your opponent gaining life isnt really RB's style. It hurts itself.

I already knew of variants, those were just some color shifts that make color pie sense while trying to expand 1 drop creature targeting cantrips.

This is super dangerous because it would make establishing a crucible lock on a nonbasic heavy deck trivial. Against some decks (like Eldrazi Tron) it turns into a strip mine very quickly.
The idea was to make a slightly better Ghost Quarter not quite on Wasteland levels. Like Ghost Quarter this is card-disadvantage, but unlike Ghost-Quarter this doesn't put you behind on mana development.
I'm not sure though. First, they will still get basics until they run out, and you will stifle your own mana development as well. Second, Crucible costs 3 mana, so without accelerants you aren't in business with the lock until your fourth turn, and you also had to take your entire third turn to make a play that doesn't affect the board. Third, Blood Moon also costs 3 mana and punishes decks with few basics pretty hard, and is a "one-card combo" and thus easier to get down.
Still, I remember seeing the carnage done by Todd Stevens with Ghost Quarter+Crucible of Worlds+Azusa, Lost but Seeking, so I don't doubt that the potential is there. But like I said, not sure at all that it is over the top for Modern.

This card is absolute bonkers and way overpowered. Yes it can be countered but Cycling definitely makes it better than Abrupt Decay.
The effect is also not blue nor white.

Perhaps. So TS is fine and abrupt decay too but as UW this is silly? You're prob right but seems weird that black has better card draw and answers than blue. I still think toned down version would be nice for color balance, and the cmc 3 or less w'd minimize the harm in standard and OP-level in modern. So maybe like:

Well yes, but as it seems they won't print any good 2-mana counter some removal instead might help to even things out. And actually that might help U even more than counters and encourage shifting UW controlish stuff from seemingly annoying ha-you-can't-play-your-cards to more acceptable style. Seems to me combo and aggro are doing fine as is but personally i'd enjoy more variety in midrange decks, AND that could be something wizards w'd think is healthy for the format too.. This is my educated opinion based solely on "gimme-that"-logic

UW, Enchant: Fading 3. When this ETB's, all creatures gain Fading 3. 1: All creatures lose one vanishing counter.
Judging by the wrath that just got spoiled, I am really hoping for a counterspell:

Who would play it ? Deprive exists, is better and sees almost no play.
Deprive sets you back a land-drop for the entire game. This hypothetical counterspell would only set you back 2 mana for a turn. You could still progress with your land drops.
I'd rather skip a land drop than an untap phase (for lands), it is almost like time-walking yourself.
It would set you back at least 2-mana if you cast it on turn 2 and it gets progressively worse later in the game.
So much that I'd rather play Mana Leak as a "turn-2 counterspell".
