How good is this? With the removal being quite abysmal, I could imagine this thing rocking some games, but my gut feeling is that it's just not playable.
Well you'd have to wait for the right time to use it.
Copying Dreadwaters seems freakin' awesome in U/R. There are some sweet spells you'd want to copy, but there's a lot of bounce in the set so you may only get one use out of it.
You may have to think of it as "1RR Copy target instant or socery you control" which isn't the worst? If you get to untap with it -- say putting it on an Elguad Shieldmate then you're golden.
I can't imagine winding up with the equivalent of a III or DII burning vengeance deck where you'd have so many sorceries that this wouldn't be awful.
Even though the removal in this set is bad and auras are better as a result, there's still just not enough things to be copying. Maybe I'm wrong and there's a draft deck that has a ton of sorceries without being godawful, but I'm not seeing it.

I don't know that I'd want to risk playing this. You need quite a few spells worth copying. It just doesn't seem like it will turn out the way you want it to most of the time.
I think with the lack of removal this could be okay. I mean you've always got the option of putting it on something with low value anyway. If they want to use removal to take out your early 2 drop that can no longer attack you probably haven't really been 2-for-1'd in any meaningful way. On the other hand if they don't deal with it doubling up even your common red stuff of Pillar of Flame, Thatcher Revolt can be quite good. Doubling up a miracle is probably GG.
This card looks freaking awesome to me but I think it will have more of an impact in constructed where you can build around it with hexproof guys and some sort of U/R counter/bounce/burn deck.
I'll go out on a limb though and say it will also be a thing in limited. You probably only need to get one use out of it to break even on card advantage, even if the enhanted creature then gets removed.
