I think even with the wolf lord Ulvenwald Bear is better than Russet Wolves. Four mana 3/3's are just so underwhelming, and we're going to be forcing our opponent to trade off enough that the bear should be good.
It's really close. We'll want to pick up a moonmist next pack, which has wolf synergy (along with immerwolf), so there's real value in getting that tenth wolf into the deck. Also, the bear will have tough competition in the three-slot, with Estwald Villagers and Kessig Wolf in the next pack (both are better than the bear). There's less competition at the four-slot; the 3/2 werewolf is it at common, and russet wolves are probably better than that (the extra point of toughness matters with so many two power creatures in the format).
Still, the bear is enough better that it gets my vote. If the deck is a train wreck, we'll be glad we took the more powerful card, and if the deck turns out amazing, we won't play either of them. It's only in the rare cases where the deck needs more synergy to "get there" where the wolf would be better.
