Ok, the following deck has been doing extremely well at my local card shop. Granted, there is almost no Threshold in the metagame around here. So, I'll post it here. If any of ya feel this is viable enough, I'd like for it to be moved to Competitive.
Rewind: Works well with Power Sink, and sets up for another counter, and later turn capture. Also allows for untapping my activated Stalking Stones to serve as a needed blocker.
Power Sink: Couples with Rewind, and is great for disruption. Best "soft" counter out there.
Propoganda: This is the card that's held off threshhold the most. It is a great cast to have against almost all aggro. It's often worth it to cast this after the fifth turn, so that i have counter mana open.
Palinchron: A great creature that is a death knell against most decks that I've run into. After establishing control with shackles, and Propaganda, Palinchron just frustrates a lot of players. I have never had this creature die.
Echoing Truth: Made it into the deck due to shear potential, but has yet to ammount to anything.
Ok, now before any of ya jump on my throats for not running God's gift to counters, know that it's house rules that that sucker is banned. If I go to areas outside of my shop, I'll add them, but for now, I don't have access to them.
I have also lost my sideboard, and as seeing one of my goals tis to make this deck more viable, I would like a few suggested sideboards from ya guys.
I am very open to suggestions, and just need some suggestions from people playing in different metagames.

Here are my thoughts:
If you're playing Brainstorm, then run fetchlands like Polluted Delta and Flooded Strand. That way, you can put the bad cards from brainstorm on top and shuffle them away.
AK is good card draw, but you're not running Intution, which gives AK the huge card drawing it gets. I would probably run Fact or Fiction, but it's your call.
Forbid is one of my favorite counterspells. I prefer it over Rewind, because it's cheaper and has a broken buyback cost. If you don't like Forbid, then Dissipate is good to hose graveyard-reliant decks.
Capsize is also something you should probably look into. Again, the buyback and constantly bouncing lands will make your opponent cry.
If you have the money, replace Palinchron with either Masticore in an aggro meta, or Morphling in a control meta.
Standstill won't cut it with only 4 manlands. I'd replace it with something like Whispers of the Muse, or more countermagic. If you want to keep Standstill, then consider replacing some Islands for either Mishara's Factory or Faerie Conclave. (depending on what you have)
I'll think up some more stuff later, but try these things if you can.
I would definitely replace the Standstills with Fact or Fiction. It seems foolish to play mono blue without using the most powerful draw spell in the format.
I also second the idea of replacing Palinchron with Morphling.
For your counters, use Counterspell, Mana Leak, and probably Daze or Force Spike.
I tested Mana leak for a long time, ans it wasn't that good. They were often able to pay the cost, and that makes me weary about usind spells were they can get out with one mana. But now that Standstill is gone, i must try:
-2 Palinchron
-3 Standstill
-4 Rewind
-4 Power Sink
-4 Accumalated Knowedge
+3 Proteus Staff
+1 Goblin Charbelcher
+4 Fact or Fiction
+4 Force Spike
+4 Mana Leak
+1 Vedalken Shackles
That should give you a fast consistant win provided you run 1 Darksteel Colluses SB. I dont Like AK because it is seems clunky, and 4 FoF is a must have. Anyways, I think this is the best way to optimize this list, in my opinion.
I would maybe recommend running 3-4 faerie conclaves and 4 mishra's factory if you end up using standstill because having more threats that does not have to be cast makes standstill a tough adversary to deal with. Also running crucible of the worlds with wastelands would help alot as well. Nevinyrral's disk could also help at clearing the table when needed and so can powder keg(although this is probably more of a metagame call then the disk) because it takes care of all of those little annoying creatures like nimble mongoose, werebears, lackeys, piledrivers and etc. However you do not have to follow these suggestions just want to help players because I like helping.:)
And yes, no incantatrix for you. Or anyone. That class makes puppies cry. Mostly because they are the former Big Bads who have been Baleful Polymorphed into said puppies. By you. Because you're an incantatrix.

Explanation of cards:
Accumulated Knowledge: Great second EOT when they don't play anything. Late game makes for great card advantage
Brainstorm: Excellent first EOT that really sets up my control. Late game casting helps for a turn-around
Standstill: Have been able to repeatedly stall for a long time while playing Stalking Stones, and capturing their creatures.
Stalking Stones: Couples great with Standstill, and can be a solid sneak creature. I've won games countless times because of this card.
Vedalken Shackles: Bread and butter of the deck, allows for combat tricks, and general disruption of opponent's tempo.
