This is a monoblue control deck with a basic Stompy Shell including Sol Lands and Chalice of the Void. At the core is the interaction between Lodestone Myr's tapping ability, Metallic Rebuke's ability to tap Artifacts with Improvise, and the extremely powerful card Static Orb, which only applies its effect if untapped. With this combo, we can get one-sided Static Orb's! Throw Tangle Wire in the mix and we get to completely lock our opponents out of attacking or casting spells or activating abilities besides at instant speed during their upkeep.
Static Orb is not hard to understand. It effects the game in a HUGE way.
Tangle Wire is insane with Static Orb, tapping down an few untapped permanents they might have, and it's nice to have with stagnant artifacts like Chalice of the Void and can make our extra Chome Moxen and Chalices useful too.
Lodestone Myr is a key component enabling one-sided Static Orb's and he also can hit very hard with all of our artifacts, swinging for heavy trample damage.
Metallic Rebuke, while not only having the ability to tap down Static Orb, can easily be the best counter in Legacy at 1 mana. They will never have the extra 3 mana with all the taxing effects of this deck, so it's effectively a 1 mana hardcounter that enables a one-sided Static Orb!
Master Transmuter allows to also remove Static Orb from the battlefield before our untap step, and she also can rebuy Tangle Wire for for a complete hardlock if the game is dragging out. Once on the bafftlefield she can do this all for a 1 mana. Has been replaced with Quicksmith Spy.
Quicksmith Spy can draw cards and can cycle the turn it comes into play and tap Orb the turn it comes into play, making it bette than Transmuter. Unlike Transmuter, it cannot rebuy Tangle Wire though. But it can draw into more Tangle Wires or Trophy Mages to fetch Tangle Wires. Also have a single Esperzoa to do the rebuying.
Trophy Mage is a key component of this deck. She smooths out our deck making it more consistent by fetching two combo pieces in Static Orb and Tangle Wire. Having a body is nice too while we prevent the opponent from doing anything this little prizewinner can go the distance! She can also fetch Esperzoa and any 3cc sideboard cards allowing for a toolshed that Bob the Builder would be satisfied with!
Esperzoa is a hard hitter that can rebuy Tangle Wire and can easily bounce our free artifacts if need be. It can also be fetched by Trophy Mage.
Trinket Mage has been a auto-include in any Blue Stompy list as it smooths out the deck a lot, allowing us to fetch for Chalice of the Void, or we can choose between 3 different mana source; our Moxen and Seat of the Synod.
Chalice of the Void is the core of any Stompy deck and can be cast safely for 2 as well because the deck has zero 2cc cards in it.
I had tried making many different versions and this is the best one I've come up with so far. Feel free to go playtest it and give suggestions. I recommend playing it to understand how it works, before making suggestions perhaps. I will warn you, this deck can be VERY difficult to play, and involves quite a bit of brain power at times to tap correctly and efficiently. So go have at and be challenged!
The sideboard maybe could use some tweaking as well.
Possible Inclusions: Whirler Rogue Synod Artificer Whir of Invention - a great Improvise card at instant speed but the mana requirement is too demanding Tezzeret the Seeker - 5 mana is asking a lot, but he does a lot. He can find combo pieces, produce mana, as well as be a finisher. Padeem, Consul of Innovation - He can protect our lockpeices and give us card advantage, I originally put him in many of my prototypical versions, but found that I'd rather have redundancy, and reliable combo pieces. Very possible could be included in the sideboard.

Wow! I found this deck via google as I am interested in building a unique blue but don't know where to start. I have play tested it a couple of times now. Have been mana-humped once or twice but it works very well. Once it gets going it is great. I would definitely strive to include meekstone... I think. Just sures up things. Of course I have no idea what I would discard.
I am going to get stuck into this. It's a shame it hasn't got any responses, I think it's a fun deck.
It's a super fun deck that requires practice as it is unforgiving - any single mistake will most likely cost you the game. But I remember winning a fair amount when I played this.
