So my friend and I got this idea for a deck, and despite the overwhelming probability that it is a pointless waste of good time and cards, we just can't quite put it away.
So long ago there was this deck called Scepter Chant. It used Isochron Scepter and Orim's Chant to win by producing a pretty extreme constraint on the opponent's spell use. I don't know what happened, really, but today the once-proud Scepter is not used much.
Well, we kind of want to put blue on it now, and we thought some Red would be cool as well. There seems to be plenty of reasonably good instants to Imprint, and maybe much of the deck could be imprinted. He likes Stifle and even Shadow of Doubt, Boomerang, Counterspell, all seemingly reasonable Scepter imprints, not as smooth as Silence, Chant, Abeyance etc however.
Scepter is an enormous mana sink. With the number of Planeswalkers and decks that can subvert a soft lock like Scepter, it's really hard to assemble. The deck could exist but it's just not strong enough.
Conversely, a UW Miracle deck with Abeyance on a stick could be pretty hilarious. Plenty of hits for the Scepter outside the soft-lock, and good creature removal to back it up with especially if you're running Jace. Plenty of protection available as an aside, with everything from Counterspells, Moat, Swords, etc...
But that's the way I'd look at it; most decks can fit a Chantstaff in them haphazardly, but finding one that does better with it than an alternative 6-or-so cards (depending on how many slots you're setting aside for the lock pieces) might be hard.
True enough, artifact hate is in most sideboards, and many decks can handle it in the main. Scepter is well within Abrupt Decay range, Ancient Grudge is going to crush it, and so on and so forth. K-grips still appear in a lot of boards, I've even seen Disenchant fielded now and again. It can even be Snared or the imprint Stifled.
Snare might not be fashionable right now, but it could always make a comeback.

Ah well, back to the drawing board.
