So I was having a discussion with a friend of mine the other evening and they came up with an amusing commadner variant format. It gets its name from "Portal", "Portal Second Age" and "Portal Three Kingdoms". Legendary creatures are still allowed as "Portal Three Kingdoms" has legendary creatures.
Rules
1) Include all rules associated with commander normally.
2) No deck, commander included, may have any enchantments, artifacts, planeswalkers or nonbasic lands.
3) Activated abilities can only be activated before attackers are declared.
4) Instants are always played at sorcery speed except for counterspells and "only during the declare attackers step and only if you've been attacked this step."
Its a Maybe Banlist because there are some I feel can be unbanned since many lack enchantments or artifacts or nonbasics that made them inherently too strong. I have a few examples.
Primeval Titan: Can now only fetch basic lands instead of nonbasic lands that served a variety of purposes.
Rofellos, Llanowar Emissary: Can only activate his ability during the combat phase but before attackers are declared. Meaning creatures and sorceries at sorcery speed can't be played normally with him. Yeva, Nature's Herald is the only one who grants your creatures flash in mono green.
Emrakul, the Aeons Torn: Now lacks many of her nonbasic lands, any enchantments and also mana rocks she used to come into play sooner.
Tinker: It literally does nothing since artifacts in general are not allowed.
I'm sure there is other points that can be made, but those were just the ones I could spot.

Braids, Cabal Minion: She relied on Smokestack, Contamination, Bitterblossom, Tangle Wire, Crucible of Worlds and Winter Orb. All of which are not allowed within Portal Commander because they are artifacts or enchantments.
Primeval Titan: Can now only fetch basic lands instead of nonbasic lands that served a variety of purposes.
