I must say I completely disagree with the General rarity restrictions. People in my area have been playing Pauper for well over a year, and using rare generals like Horde of Notions, Jor Kadeen, the Prevailer, Cromat, Numot, the Devastator, Oona, Queen of the Fae, etc has done nothing to restrict the enjoyment or interactivity of the format. (FYI we play multiplayer, with normal 40 life/21dmg rules)
- If you have nothing to answer a Capsize in your deck, then you are just playing reckless.
- If you can't respond to an attempted Niv-Mizzet+ Ophidian Eye, then you are somehow ignoring instant-speed creature & enchantment removal... and if anyone shuffles up a Niv-Mizzet at ANY point you know there is a terrible combo waiting to emerge.
Yes the rare/mythic generals are powerful, but they are typically costed appropriately. I'd much rather lose to a Sigarda than an Invisible Stalker - at least one of them lets me get a bit of a game in before it all goes haywire.
And for generals being too powerful or focused - isn't the point of EDH to have your top dawg be the centrepiece of your deck? If I'm playing Rhys or Thelon, I definitely want to leverage their swarm effects in a format without heavy sweepers. And if Bosh is running the show, I want him throwing slag like crazy, and all the benefits that incur.
Obviously this is just one opinion of what makes for a fun & dynamic format, but I find that more in line with the spirit of EDH then something that tries to combo out with such and such guildmage, and/or requires ban lists like Shriekmaw, Redcap, etc etc.

I really disagree with two and three, some of best generals are low costing and this format makes the common eldrazi exceptional, which gives eevryone equal footing to work with.
I also play Weiss Schwarz, Chaos, Vanguard and Wixoss.

uncommon/common general (though we all picked uncommon)
all commons for the rest (though we were moving towards allowing uncommons)
30 life
I liked it a great deal -- having 60 cards vs 100 made it feel more flavorful and pauper-y.
