Strategy is to use Drafna, Founder of Lat-Nam's first ability to repeatedly bounce The One Ring and recast it multiple times to gain protection from everything until my next turn. I had difficulty finding cards for Mono Blue that would give The One Ring Protection from Black from discard effects that exile from hand while I have Karn, the Great Creator's -2 to get it back from exile. Of course Mirror of Fate was another option despite being a bad one. Utilizing copy effects with Drafna, Founder of Lat-Nam seemed like another interesting option If I have Sakashima of a Thousand Faces out to ignore the legend rule with The One Ring which would also require me to run Mirror Box which I was already tight on space for unfortunately.
I can win games on the spot by skipping my own turn with Chronatog. I also tried to add more combos and synergies surrounding The One Ring as well. Went ahead and added Sensei's Divining Top, Soothsaying, and Helm of Awakening to have a wincon with Brain Freeze. Just thought I'd build this deck cause I thought it was hilarious to turn The One Ring into a playable Commander deck where The One Ring is the Commander itself more than Drafna, Founder of Lat-Nam was just TOO GOOD not to pass up. Drafna's not the ring-bearer but then again this deck is to make you feel like you're one without ever The Ring actually tempting you.

Transmute artifact to grab its not bad either
Candelabra is good with the mana doubling hightide cards and I wouldn't be playing urza lands and island doublers would cut them for islands
I tried to make a one ring deck like this and it just became Doomsday combo though I did have a game in mono blue urza where I played it and drew like 60 cards off it before my next turn.
I love the idea of a hidden commander its like Aesi in my 5 color lands deck is the real commander.
In general the deck looks great though it would do the same things faster cutting the weakest cards for all the staple fast mana. Builds like this love turn 1 mox diamond chrome mox etc mana vault with untaps also auto included same for grim monolith etc. As you add ring untaps these staples get eve more valuable. Turn 2 ring > turn 3 untaps is already enough CA to start gripping a game.

Probably the best way to protect The One Ring from getting exiled so that I don't need to use Karn, The Great Creator's -2 is to run board protection like Padeem, Consul of Innovation, Lazotep Plating, and Curator's Ward. Spellskite can be used in case someone tries to exile The One Ring to where I can't get it back from my graveyard. Hopefully that should alleviate some of the targeted removal that goes after The One Ring instead of creating copies of it which nullifies it's cast trigger being important.
Master Transmuter is nice but I don't think we really need her in here. Whir of Invention seems good for getting The One Ring on the battlefield and then bouncing it later to recast. Definitely will look into Mana Drain in here. Hopefully that should round out most of the holes within this deck. Being in Mono-Blue it wasn't easy to squeeze in cards that would give me a more optimal board presence. I did find that Archmage Ascension and Teferi's Puzzle Box is a nice combo for tutoring out The One Ring in case I don't have a draw spell in hand.
