Here's how I'd do it: Dude loves to talk, right? So find a choice selection of Trump quotes to provide a thematic outline of Trump's character as a president. Then, use key words or phrases from those quotes to find blue, red, and white cards with similar flavor text.
-Bonus if all cards have flavor text as a limitation to emphasize his love of "communication".
-Extra point if you specifically build a sunforger package with only instants with savage insults or ad hominem attacks as their FT.
You need a color identity with a long track record of hating on black -- like white. When putting together the cards for your deck, you'll want to come up with broad categories that every deck needs, and fill them with the cards most unsuited for said needs. Once your deck is complete, remove cards that don't do what you need in a game, but never replace them. At most, put a basic land in its place as an acting position.

Welcome to the forums, leagueisbetterthandota! First, I'd recommend being careful with strong political statements such as President Trump being the "best president since Reagan". I think you'll draw a ton of ire/disrespect from other users on the forum and discourage them from contributing to this particular thread, which is definitely what we don't want to see.
I do agree that a President Trump inspired deck pretty much HAS to be Jeskai colors; President Trump's campaign slogan was "Make America Great Again", after all, so President Trump is all about supporting the Red, White, and Blue.
I think that President Trump might be best represented by Ruhan of the Fomori. He has a ton of media and political power from his constituents, represented by Ruhan's high P/T stats. President Trump's mood can be very mercurial, and his temper just as quick to rise and fall, represented by Ruhan's "random attack" trigger. I've also observed that President Trump prefers to be on the offensive from a media/political standpoint, which is also represented by Ruhan's "must attack" trigger. Further, I'm sure several of President Trump's critics/opponents would agree that Ruhan's flavor text is a great depiction of Trump, making the Ruhan as a Commander a total win in my opinion.
I concur with benjameenbear on all points. Being capable to put politics aside, which in and of itself is practically entirely subjective with hardly an iota of objectivity, and simply by observing and prevailing facts on the current president of the United States, Ruhan of the Fomori is the best representation so far Trump. It's got the colors, the spirit, and the flavor text.
As far as deck building goes, you can add lots of political cards and lots of taxing cards as well as lots of great walls. If you wanna go purely for flavor you can add cards like Political Trickery and creatures with the advisor creature type. You could also run cards like Expropriate, Blatant Thievery, Annex, etc. which can represent a more sinister side of politics. You can also add Zedruu the Greathearted in the 99 to represent the less sinister side of politics with the backscratching aspect (as well as the fact that Zedruu itself can be a great politics commander). Adding things like Grand Arbiter Augustin IV, Smothering Tithe, Tithe, etc. as well as cards with the extort mechanic could be flavorful as well. Addendum is also another flavorful mechanic since addendum is a word pertaining to law. You could also add law cards like Rule of Law and the like.
I feel like these things could make for a pretty interesting deck. You'd have control aspects, politics, tax, all with an aggro commander. It should also be pretty fun to play. You can also yell appropriate quotes when doing things. For example, yelling "wrong!" in the same condescending, quasi-comical tone upon casting Render Silent. Or say quotes about building walls when casting walls. You could also quote what he said about Puerto Rico in the aftermath of hurricane Maria when you play an island: "This is an island surrounded by water - big water, ocean water."
