So I love what Rashmi Eternites Crafter does, but I'm really not sure how to build a deck for her. She is what I (and I assume many others) would consider a flexible simic commander as she can go in a varity of directions. This deck isn't designed to be super competitive (I would say its probably about a 6 or 7 on the power scale) so I'm really looking for thoughts and opinions on how to make it better.

The best thing you can do for a deck is to decide on a game plan, maybe a win condition, and to aim to bring your deck to that area.
So far your deck doesn't have too much of any one plan. It has some big stuff to ramp into, it has some instant speed gameplay, it has some combos. My advice for you is to decide on one of those, then focus in on them.
For example, I like that Rashmi's ability triggers on each first spell you play during each turn, so I might maximize instant speed gameplay with cards like Mystic Snake, Plasm Capture, Voidslime, etc. and avoid big ramp cards like Eldrazis.
I would also avoid cards like Frozen AEther unless your gameplan is specifically to slow down your opponents and lock down the game.
I completely forcot about reclaim and I didn't even know noxious revival existed. Thank you both for the info. I think I'm wanting to take her in a more creature/stompy direction though. I really like the idea of just dropping a huge threat on to the board out of nowhere on my opponent's turns. so I'll be updating the deck soon to include noxious revival and reclaim and removing frozen aether and probably kozelik the great distortion since I can see him being somewhat difficult to cast from my hand without a way to produce two colorless mana. I'll also be taking out the drake and deadeye capsize combo (never really cared for it anyway and for somereason I could never pull it off but other people in my playgroup are able to quite often. I should probably add a krosen grip in as well and maybe a burgoning?
I also want to mention that this deck isn't going to be used super competitively or in tournaments, its just for fun to play around with my friends and other casual players.
I would also recommend Wilderness Reclamation so you can play on your turn and your opponents'.
If you like the creature/stompy version: I had a lot of fun playing with things like Overbeeing of Myth and other "hand-size matters"/Maro type creatures since you will tend to have a good number of cards in hand at all times.
I had no idea taht wilderness reclamation and overbeing of myth were things and I love them both. I would run overbeing of myth just for the additional card draw to be honest though, plus being a 5 drop means if Rashmi is out I can hit several good 4 drop or lower cards.
I dislike Overbeing of Myth since it's just a giant vanilla creature. Something spicy would be casting Tooth and Nail to fetch it along with Prime Speaker Zegana.
Speaking of which, a simic stompy deck isn't too ideal, but if you're insistent on doing so I suggest you change your commander.
If you're looking to drop big creatures, you might consider Prime Speaker Vannifar to help your board get scarier with each turn. Kruphix, God of Horizons is also a good commander for that, letting you keep your mana that you don't use to help cast fatties the next turn. Alternatively you could pump it into card draw spells like Stroke of Genius.
You could even try Arixmethes, Slumbering Isle which is a fattie on his own if you can manage to cast enough spells.
And lastly, you have the classic never-bad options, Momir Vig, Simic Visionary and Experiment Kraj.
I like Vannifar's ability except that its at sorcery speed which makes it not as good...
I think Tooth and nail and prime speaker are really good additions though. I'm also looking at adding layline of anticipation, quick silver amulet, and vedalken orry to give me more options to flash in creatures.

Also, two cards I found to be staples in my Rashmi deck were Noxious Revival and Reclaim to respond to Rashmi's trigger with.
