Right now the ways it flips coins are the following:
Frenetic Efreet: The all star currently as written you can put this ability on the stack any number of times you want and regardless of how any of the flips go they all have to resolve and you have to do all the flipping
Karplusan Minotaur: Very dangerous without proper protection however in the right set-up can end the game on the spot
pretty sure you can't have both of them as commanders (they have partner with, not partner). you need to have an izzet commander or with more colors to run them both as creatures in the deck.
i would suggest adding green if just for the commander and some creature tutor cards, or black for generic purpose tutors. about commanders, off the top of my head, i'd go yasova for green and inalla for black, even if only for some sinergy with wizards.
Though not in the reminder text of the mechanic, the legendary "partner with" cards that reference each other can, together, be your commanders in the Commander format! We were looking for ways to make these creatures both able to be your commander, and a variant on partner made a ton of sense. They do need to be paired up with each other (for example, Toothy and Pir can be played together; Toothy and Ravos, Soultender can't), and we were able to make some really exciting pairs this way. (And if you've been waiting for traditional monocolored partners, you absolutely will get them someday; the Commander playability is a nice bonus here on top of everything else partner with does.) You've seen one now—stay tuned for the rest!
The thing I was actually thinking about was Donate and/or Harmless Offering can kill a player with Zndrsplt and the Efreet on the battlefield assuming they have no mana that is.
Stitch in Time seems like a dead card in your hand (other than flipping a coin once for 3 mana) if you have Stanglehold out. I understand the other effect of Stranglehold, but just a consideration worth noting.
I plan to build Zndrsplt & Okaun partners, but with some Fling effects added in for Okaun. Even if I can’t attack with him (or if he’s likely to get chump blocked), a timely Chandra’s Ignition or Fling variant will likely do the trick on a 24/24 or 48/48 Okaun.
While these definitely increase the frequency of getting coin flips off, so the OP may like to run them, the downside of losing the flip seems pretty bad to me also. A good portion of them sacrifice themselves to a flip loss like Planar Chaos, Goblin Archaeologist, and Goblin Kaboomist.
Molten Birth I think is definitely playable, and in particular I'm liking the brainstorming ideas with a token sub-theme for these two Commanders and with this strategy in general (enabling coin flip cards). Having a bunch of expendable goblin or elemental tokens on the field make cards like Tide of War, and Risky Movemuuuuch more appealing. Tide of War can get you coin flips in any combat, but if you have a bunch of expendable 1/1 blockers, you can throw a handful of them in front of a giant beater coming your way to get a handful of coin-flip opportunities to have that big attacker be sacrificed and if you lose the flip, you just lost the (likely) 1/1 token. With 1/1 expendable tokens, Risky Move is donating relatively bad 1/1 tokens to opponents, while opponents will likely be having to donate their least valuable, but still relatively more valuable than tokens creatures away if the flip is lost. Impulsive Maneuvers would give you a ton of coin flips with a bunch of attack triggers from a bunch of tokens on the field, although that one is a bit more of a double-edged sword since you'd flip on opponents attacks as well. Wirefly Hive might be sweet tech to add to this kind of build. Maybe a focus on Goblin tokens since Goblin tribal has a lot of support, not to mention the flavor with Krark's Thumb, and would provide an alternate set of win conditions - along with all the win conditions that tokens bring in general: Throne of the God-Pharaoh, Goblin Bombardment (more flavor if goblins!), Impact Tremors, Purphoros, God of the Forge, Dogpile is a fun flavorful way to do it, as is Burn at the Stake, Distant Melody would be good if most of the tokens are the same creature type, and Stoneforge Masterwork equipped to a goblin token would make a good Fling effect target if the flips are not being favorable for a giant Okaun, Eye of Chaos. Speaking of Okaun and tokens, if you need him to grow big for a Fling and have a considerable amount of tokens, then Betrothed of Fire seems pretty good; sac a 1/1 to increase Okaun's power by 2 each time, then fling him away. A timely Insult // Injury, Dictate of the Twin Gods, Gratuitous Violence, or Fatal Frenzy when you're about to fling Okaun or if you have a hefty token army could be brutal. That's the main brainstorming way I'm going with these two anyway: a possible goblin token sub-theme with U for good draw and control elements.
Also, The Locust God might make for a good alternate win condition or generally good card with or without a tokens focus.
Has anyone suggested Helm of the Host yet? It can go in every deck ever, and it makes copies of our coin flip commanders to enable more coin flips!
I feel like Krark's Thumb is a power house in any build with Zndrsplt and Okaun, so would it be worth it to include ways to tutor, and ways to recur it if removed? Things like Muddle the Mixture (also tutors up Fling and Cyclonic Rift and provides general counterspell utility), Whir of Invention, and Fabricate? Maybe the new Spellseeker in a spell heavy build like the current list?
Also I can't see anyone ever taking Game of Chaos beyond the first round if I have my commander in play.
Pretty sure the winner gets to decide. I've seen people playing it for fun in chaos decks and have definitely seen people die to it without a Krark's Thumb being used.
Karplusan Minotaur Seems too risky, as it can give your opponents a chance to kill your commanders and such on a bad series of flips. I like Goblin Kaboomist, as he can create a nice little attack deterrent. If he dies on the first flip, it's a bit of a bummer, but it's all value from there. I also might suggest Long-Term Plans as you can draw a fair amount and it can tutor for Chance Encounter, Frenetic Efreet, etc, things that you normally can't just go and fetch in U/R.

The way coin flip abilities are defined in magic are one of two ways
1. The flips care about a specific side in which there is no winner Ral Zarek
2. The flips care about a specific winner to a specific outcome. In this case there is only one winner, my opponent does not win the coin flip because I call the side the coin is going to land incorrectly I do not win the coin flip if my opponent calls their Mana Crypt incorrectly.
The person flipping the coin has to win for the Draw or the Power to double.
I had a response typed out about how a two player mechanic only ever letting one player win was counter intuitive, but then I read Rule 705. After more research, I realized it's not a two player mechanic. lol
Mana Crypt and friends have all been reworded. Sigh.
I'm getting less and less excited about these two guys. >_<

and last but not least can not play without Mr. Coinflips Ral Zarek
Other Izzet combos line the sides of the deck because I am honestly unsure of how it will go (forgive the pun).
