The idea of this deck is to simply cast Captain Sisay and then use her to get all the cards you need to win in a 2 turn sequence (or 1 turn if you have the mana), using Paradox Engine.
Once you can tutor for Paradox Engine, searching and casting each legendary card will allow you to untap Captain Sisay and also all the mana producing creatures and artifacts.
The deck is filled with converted-mana-cost 1-2 mana producing creatures and artifacts.
The deck also has a few converted-mana-cost 1 or less legendary cards. The idea is that once Paradox Engine is in play, then you can play them out in one turn, each netting you mana, so that you can combo off with casting all the rest of your legendary creatures, winning the game the same turn.
This deck is fairly linear in its approach and sequencing to victory. There are 11 mana producing creatures and 13 mana artifacts. Also Earthcraft, so that the rest of the creatures can produce value as well.
You want to cast out as many of the fast mana producers as your curve will allow. A turn 2-3 Captain Sisay should really be the majority of your games. If Captain Sisay is removed, there is so much mana producing in this deck that casting her out again immediately, will be easy.
You don't ever want to be casting Paradox Engine and then passing the turn. You want to have enough mana to cast it and to start comboing in the same turn. Obviously 5 mana is the minimum mana requirement for winning.
You can use Captain Sisay to search for all the legendary cards and cast them all out in one turn. Each one you cast will allow you to untap the mana producers and Sisay, allowing you to loop the sequence and in fact start gaining mana and draw.
So you can search for Reki, the History of Kamigawa as your next fetch. Then you will get to draw up to 12 cards off him alone.
Search and cast Akroma's Memorial. Akroma's Memorial gives all your creatures haste.
Fetch and cast Selvala, Heart of the Wilds. You can then use Selvala mana ability, to net you 1 extra mana each spell. This assumes that you only have a maximum 2 power creature in play.
Search for rest of your legendary creatures but it must be noted that once you have netted enough mana, casting Kamahl, Fist of Krosa earlier will give you a little bit more mana with Selvala.
The final Captain Sisay searches can be for Nykthos, Shrine to Nyx and Gaea's Cradle if you don't already have them, and can produce at least 15 green mana to pump up the troops with Kamahl, Fist of Krosa +3/+3 ability. So you can activate Kamahl, Fist of Krosa at least 3 times. With at least 13 power you should be netting 12 mana from Selvala, Heart of the Wilds each spell you cast. In fact its an exponential amount because you can sink the mana into Kamahl again. 13+(2x3) = 19+(5x3) = 34+(6x3) = 52+(10x3) = 82+(16x3) = 130. So after 5 spells you can tap Selvala for 130 mana...you get the idea.
You will have drawn something like 12-14 cards off Reki, the History of Kamigawa, plus whatever you might have netted from Selvala, so you'll have plenty of fuel to keep casting and untapping for large amounts of mana. Your troops will be large enough via Kamahl ability to kill all the opponents by a lot because they all have haste. Shaman of Forgotten Ways is also a win-condition.
The example I've given above is one of the bare-minimum requirements for comboing off. Of course if you already have other cards which allow you to produce more mana, draw, untapping, etc, then you'll be able to do things a lot easier. This deck can start combing off so very easily, you literally just need to resolve Paradox Engine. It might be that you are more aiming the turn sequence for protection, that's why casting Dosan the Falling Leaf is probably the best option. If you can cast Dosan and Paradox Engine in the same turn, then you will win.
A turn 1 Sol Ring or Mana Crypt, if not disrupted will quite often get you a turn 3 or 4 win. It's as simple and broken as that!
Of note is that Earthcraft will net you enormous amounts of mana if you have these in play.
Seedborn Muse is a super-star in a Captain Sisay deck. Quite often a target for a creature search outside of the Captains legendary ability. Seedborn Muse can win you games on her own. No Paradox Engine needed.
To build this deck on a budget you can remove some of the expensive lands like Gaea's Cradle, Savannah, Verdant Catacombs, Marsh Flats, Misty Rainforest.
The rest of the deck is pretty affordable for the power-level. But here is list of expensive cards and what you can do to replace them. Obviously the deck isn't as good without them, but the suggestions I make will still make the deck work well.

The reason for the Expedition Map and Crop Rotation is that you can get Cavern of Souls and name "Human". This allows you to cast Captain Sisay and Dosan the Falling Leaf uncounterable.

Since the deck is so dependent on its artifacts and mana rocks, I would try to find a way to protect them (Leonin Abunas, Sterling Grove + Greater Auramancy, etc.) and take out some of the legends that you're using simply because of their CMC (that should free up some space).

Yeah the way this deck fails is that Paradox Engine is disrupted. I think what I'll do is add Dosan the Falling Leaf. This might be the first Sisay tutor to do, and will allow you to cast Paradox Engine and go off in one turn, knowing that you can't be stopped.
Another card I'll add is Mox Opal. Even though there are only 13 artifacts, its the ability to use it to generate mana through the Paradox Engine, that makes this card good in this deck. Chance are probably won't get the 3 artifacts threshold, but that doesn't matter.

Have you considered the new legend, Riskar? 3 drop legend makes any two of your creatures into mana tappers, possibly making that mana instantly available if your creatures have been out for at least one turn.

Lol, yeah, anything cheap you can bounce will provide you with a ton of mana since you have dorks and rocks. So you can bypass Gaea's Cradle (which is great for those who can't afford it) and it makes it easier (as I said) to never run out of steam.

Actually I've been able to remove Gaea's Cradle from the equation altogether I forget that its like a $225 card.

I thought about Fellwar Stone, but in the chance that an opponent doesn't have W or G, was just worried it would bite you. Too be honest getting W is more important as there are more sources for G in this deck. So the Coldsteel Heart was just to make sure you have the option.

Now that I've found it, Talisman of Unity probably is just going to be strictly better than Fellwar Stone and Coldsteel Heart. But there is probably a build that has all 3 right?
Yeah, I quickly build this with some variations on Cockatrice and it was basically a solitaire deck. I found that I didn't even need the 1-drop legends. So you can add those mana rocks no problem. The moment it gets online it doesn't matter how long it takes, you will eventually win in your turn the same turn you get it online.

Yeah, I quickly build this with some variations on Cockatrice and it was basically a solitaire deck. I found that I didn't even need the 1-drop legends. So you can add those mana rocks no problem. The moment it gets online it doesn't matter how long it takes, you will eventually win in your turn the same turn you get it online.
This deck is pretty busted right? The only things that can really stop you is the turn 4 Wrath of God/Damnation/Toxic Deluge/etc. Removing Captain Sisay is the other thing, but if she is not disrupted, then if you go for the Dosan the Falling Leaf plan of being safe, then nothing can stop you.
The reason I put in Return to the Ranks, is that turn 4 wraths are quite common, so this at least gives you an outlet to get back into the game immediately if you have drawn it. The other thing is to literally not over extended before you cast the Paradox Engine. You only need the W and G, so not casting more to the board can mean that you can reset easily in the face of a wipe.
[EDIT] Actually I'm going to add Cavern of Souls. I know its not a budget option, but naming "Human" and resolving Sisay and Dosan will be key to some match-ups. I think I'll even add Crop Rotation and Expedition Map, as being able to get this, or some other key land, is pretty important in some control match-ups.
Yeah, I've been piloting a Captain Sisay deck for a few years now, and my original version has 8 legendary lands. I play it in conjunction with Exploration, Burgeoning, Oracle Mul Daya, for getting extra lands into play. But I feel in this build, you really just wanting to fetch either Gaea's Cradle or Nykthos, Shrine to Nyx , and then you just go off. If Sisay is just searching for land, then something has gone wrong. The other reason is that I really want basics for Earthcraft. But I think I want to put in Hall of the Bandit Lord...yeah definitely.
Natural Order is worth consideration, but too be honest, it would be for a Seedborn Muse Craterhoof Behemoth is just an extra win-condition, which this deck doesn't need imo.
If Paradox Engine is say removed from the game, then the deck is still naturally a good deck, because Captain Sisay just provides so much value. Maybe if you have a heavy exile meta an extra "win-con" in Craterhoof Behemoth could be the goer.
Just in case you read this thread in its first iteration, thanks to some suggestions I've made some big changes.
Basically took out all of the 2 CMC legendary creatures. They are just not necessary for comboing.
Also added more disruption and protection. Still looking at some more protection potentially.
I've steered towards more artifacts giving mana, rather than creatures, as there is more early mass creature removal than artifact removal. This helps to balance the deck and how opponents can mass disrupt you.
How about Eight-and-a-Half-Tails as protection? Unlike some other options it protects both Sisay and the Engine, and it happens to be legendary.
Actually I had it in my first build, but removed most of the 2 CMC legendary creatures. The reason I removed it was because of the double white to cast. However good point, it is another from of protection and the fact that it can protect ANY permanent (i.e Paradox Engine as much as Sisay) makes this a great card in the deck. Just like Mother of Runes, quite often its the fact that you can stop removal, that actually means players tap out to do different stuff.
What to take out?

Wow, this card is so good in this deck. Now you only need 1 other artifact in play yo get the Mox Opal to have Metalcraft, which means you can potentially net 2 extra mana in that early sequencing. Plus its actually got a relevant ability. Like really relevant, attack the player who is most likely to disrupt you.
Also Heroic Intervention is going into ALL my green decks. This card is amazing!
Permanents you control gain hexproof and indestructible until end of turn.
Exactly. That means that you can attack the control player the turn before you go off. That's some sweet tech. Better than the vanilla 2/2 legends, by for.

Been checking out some other lists with Captain Sisay and Paradox Engine, and they have gone with Aetherflux Reservoir as the finisher. I personally don't like this as it assumes that you can cast it early in your comboing, or wait a turn. The way I sequence things with this deck, is that it assumes that you have very little to work with and in play when you can combo off.
But one card that I had missed was Oath of Nissa. Another 1 drop legendary that actually nets you a card as well. Doesn't contribute towards the Gaeas Cradle, but still excellent in this deck.

you are missing some insane synergy between omnath locus of mana and sylvala.
Turn 1 land dork
turn 2 land (could have also been dork on turn two instead)
turn 3 sisay
turn 4 tutor sylvala and play her and a land
turn 5 tutor paradox engine play it
you should have 1 mana left to play any 1 drop for untap or even play a land and cast a 2 drop untap with 2, tutor opal, leaving you with 4 mana tutor hope gain 2 more(1 off opal) tutor omnath go down to 3 floating, tap opal and dork for 2 omnath is 6 power taping sylvala for 5 and win however gaining more and more mana.
anafenza kin tree spirit is good in the same sense, if you can only chain 2 drops netting 2 each time with sylvala and a dork/rock out, eventually you will bolster a creature to a 3/3 and you will be netting more and more mana.

The reason for the Expedition Map and Crop Rotation is that you can get Cavern of Souls and name "Human". This allows you to cast Captain Sisay and Dosan the Falling Leaf uncounterable.

Also, a good way to prevent most spells that could snipe your creatures, lands, or artifacts would be running Bruna, the Fading Light and Gisela, the Broken Blade in order to meld Brisela, Voice of Nightmares. That way your opponents can't cast spells with CMC 3 or less. So no Vindicate, Anguished Unmaking, Fade into Antiquity, Vandalblast, Disenchant, etc.
Now, a suggestion that I think would be instantaneously beneficial to your deck would be swapping out Joraga Treespeaker for Utopia Tree. Utopia Tree may cost 1 more but you need 1G at sorcery speed in order to have Joraga Treespeaker become a mana dork. So Joraga Treespeaker essentially costs 2G.

Yeah the way this deck fails is that Paradox Engine is disrupted. I think what I'll do is add Dosan the Falling Leaf. This might be the first Sisay tutor to do, and will allow you to cast Paradox Engine and go off in one turn, knowing that you can't be stopped.
I was thinking about Leonin Abunas, Spectral Guardian and Fountain Watch. But honestly I think they'll just be too slow.
Another card I'll add is Mox Opal. Even though there are only 13 artifacts, its the ability to use it to generate mana through the Paradox Engine, that makes this card good in this deck. Chance are probably won't get the 3 artifacts threshold, but that doesn't matter.

Also, I'm trying to break Paradox Engine as well. I'm gonna use it in my Polukranos, World Eater EDH deck. I think a great card to add is Temur Sabertooth. That helps with the wincon in case you can't go off or if your combo is interrupted or if you run out of spells to cast to abuse Paradox Engine. Temur Sabertooth can go infinite with Paradox Engine (with mana rocks and/or dorks, etc.) so it may be worth considering.

I play several mono green decks, and Temur Sabertooth is my favorite puddy-tat in Magic. Usually I set up combos with returning Regal Force, or generally in the face of a board wipe, so I know and love this card well. Hmm, let me think on this one, certainly worth testing.
[EDIT] If we have it in hand, then we can combo off without needing to fetch the Gaea's Cradle as part of the first sequence. Which is important as I want to show sequences where Gaea's Cradle can be used to cast Paradox Engine (a likely scenario). Given this, I think it should be added to the deck. Lol, yeah, anything cheap you can bounce will provide you with a ton of mana since you have dorks and rocks. So you can bypass Gaea's Cradle (which is great for those who can't afford it) and it makes it easier (as I said) to never run out of steam.
Another thing is that you have some legends just for the Paradox Engine chain that aren't really useful on their own. Maybe add some more value or responses to the deck in their place?
EDIT:
I think that Fellwar Stone is a better mana rock than Coldsteel Heart.

I've changed the OP to show the sequence.
I thought about Fellwar Stone, but in the chance that an opponent doesn't have W or G, was just worried it would bite you. Too be honest getting W is more important as there are more sources for G in this deck. So the Coldsteel Heart was just to make sure you have the option.

The reason I put in Return to the Ranks, is that turn 4 wraths are quite common, so this at least gives you an outlet to get back into the game immediately if you have drawn it. The other thing is to literally not over extended before you cast the Paradox Engine. You only need the W and G, so not casting more to the board can mean that you can reset easily in the face of a wipe.
[EDIT] Actually I'm going to add Cavern of Souls. I know its not a budget option, but naming "Human" and resolving Sisay and Dosan will be key to some match-ups. I think I'll even add Crop Rotation and Expedition Map, as being able to get this, or some other key land, is pretty important in some control match-ups.

Natural Order is worth consideration, but too be honest, it would be for a Seedborn Muse Craterhoof Behemoth is just an extra win-condition, which this deck doesn't need imo.
If Paradox Engine is say removed from the game, then the deck is still naturally a good deck, because Captain Sisay just provides so much value. Maybe if you have a heavy exile meta an extra "win-con" in Craterhoof Behemoth could be the goer.

Basically took out all of the 2 CMC legendary creatures. They are just not necessary for comboing.
Also added more disruption and protection. Still looking at some more protection potentially.
I've steered towards more artifacts giving mana, rather than creatures, as there is more early mass creature removal than artifact removal. This helps to balance the deck and how opponents can mass disrupt you.
Took out the Magus of the Candelabra and Candelabra of Tawnos, as netting huge amounts of mana is just not necessary.
Added some utility lands in Cavern of Souls and Hall of the Bandit Lord.

But one card that I had missed was Oath of Nissa. Another 1 drop legendary that actually nets you a card as well. Doesn't contribute towards the Gaeas Cradle, but still excellent in this deck.

you should have 1 mana left to play any 1 drop for untap or even play a land and cast a 2 drop untap with 2, tutor opal, leaving you with 4 mana tutor hope gain 2 more(1 off opal) tutor omnath go down to 3 floating, tap opal and dork for 2 omnath is 6 power taping sylvala for 5 and win however gaining more and more mana.
