There's already some discussion over this badass as a commander in some spell heavy EDH deck that can do cool stuff with her ability with cards that take extra turns or attack phases and the tutors that can put those cards on top for her.
Not totally complete of course, but I'm just kinda spitballing here and seeing what we might come up with. I guess most people would and probably should use less lands, but I just can't.
Moved to Multiplayer Commander Decklists - Wildfire393
I don't think that Epic Experiment or Lightning Greaves have a place in this deck. EE is going to 100% whiff if you pull it with Narset, and Narset already has hexproof, so the only benefit you would be getting from the greaves is the haste. I would probably suggest running Whispersilk Cloak (while the shroud is still redundant, at the very least, making her unblockable is much more useful than haste) and/or Aqueous Form. I would also highly recommend Razia's Purification. It can do a TON of work for you. I would also suggest trying to make room for a few cards that let you remove Narset from combat, to protect her will still being able to swing in to get her ability off. Some cards that do that are Maze of Ith, and Reconnaissance, and Ith himself could also be useful. I would also try to fit a Rogue's Passage in the deck, as that can add to the evasion. You could also consider deck manipulation like Brainstorm, Serum Visions, Ponder, and Preordain to make sure that at least the top couple of cards of your deck are going to be what you want them to be (or not what you DON'T want them to be).

Extra attack steps is a great idea, but only if you are getting in, and doing substantial damage.
You might want to add some voltron elements to this deck.
She has hexproof already, she cheats auras onto herself, and cheats equipment into play.
Where is the Eldrazi conscription? Argentum Armor? Batterskull?
Doesn't really matter which you play, but you want some way to make your general big and smashy to end games, considering she can cheat these cards onto herself.
Last, avoid X cards (Earthquake) since they are a no-bo with your general. Also, burn (warleaders helix, fireblast) tends to stink in EDH, replace with hard removal (oblation, chaos warp, etc.) Also also, more mana rocks (signets, thran dynamo, gilded lotus, etc.) They get your general out, and are surprisingly still good when cheated out by your general.
This is going to be my take on it. Might not be the best approach but it seems like it could get there.

Since Equipment don't auto-equip, casting an Armageddon might leave you with no way of equipping any future equipment you get from her. And if you'd prefer using auras, you can also use Leyline of Anticipation or Vedalken Orrery to cheat them in during the declare attackers step.
This is going to be my take on it. Might not be the best approach but it seems like it could get there.
Mirror of Fate isn't as good as you think it is. Firstly all the cards you choose have to have already been exiled by Narset and not cast. When they're cast they're put into the owner's graveyard or back into their library in the case of the Beacons. Typically you won't get anything from it.
I had the effect of Mirror of Fate backwards, so disregard my comments and now I will not be building a Narset deck.

Currently testing a Geddon-based build of Narset, some nice power cards to include would be Storm Herd, Reverse the Sands and Temporal Cascade (never entwined; guess which hehe); I dont have walkers, little manipulation outside of topdeck tutors and Scroll Rack, and I'm still contemplating which worthy Auras that can act as wincons are worth having. (e.g. Eldrazi Conscription + Gift of Immortality + Obliterate effect)
Temporal Cascade + Apocalypse + Storm Herd in one attack trigger is nuts. :))
I would build her as a storm-deck. Up to three free stormcounters every turn you attack with her? Seems pretty good to me. Just jam in all the rites and high tide effects plus a win-con like dragonstorm (with the dragon that deals damage equals to the number of dragons you control whenever a dragon enters under your control)
The main thing that has me worried about this deck is getting attacked. One way to combat this is by running lots of enchantments (particularly ones that make Narset better at combat) and Sigil of the Empty Throne
Much thanks for all the feedback. Proteus Staff does sound AWESOME in here. I definitely agree that there shouldn't be too many counterspells. But I figure just 3 of the cool ones shouldn't be tooo bad. It's more the lands that keep messing me up with trying to go off with Narset. I was definitely gonna drop a Mana Severance in there for sure.
I'll for sure find some room for a pinch more stuff to pump and protect narset as well. Lots of other awesome suggestions in here as well! Much thanks again for the input.
After the first game she was never allowed to stay on the board for longer than 1 attack every other turn. I am lacking haste effects. They seem to be a must.
I disagree with the whole "counterspells are wasted with Narset's ability" sentiment. If you want a competitive build you run a typical counter suite for a competitive blue deck. You want Narset to resolve. You want Proteus Staff to resolve. You don't want Narset swept. You don't want key cards removed. You want counter protection for the cards you get off her trigger.
For a "fun" version of Narset, sure you want less counters. Less counters means more fun spells for her trigger.
For a competitive build you are manipulating and stacking the top anyway. So you are focusing on a smaller number of spells for her ability. And focusing on getting them out quickly. You need counters to protect. You mostly want counters for other players counters and counters for removal. So stuff like Negate, Dispel, Spell Pierce, Red Elemental Blast, Pyroblast, Muddle the Mixture are good. As are the "free" counters. Stuff like Misdirection as Mox pointed out.
Jolly, I have been playing Narset for the last week or 2, and whatever you do moving foward, I would recommend settling on a strategy that does not NEED Narset out in order to win. (It looks like your deck can do this? with the wipes and PW?) Being able to find an open player, swing with her once and immediately know I am probably going to win is getting old for me and my opponents. Narset decks are also much easier to stop if your opponents know they can ignore the rest of your deck and just hinder your general once to neuter you.
A couple of individual all stars for me include Frantic Search for ramp/fixing/draw, and brainstorm- good before Narset comes down, and after.

What mizzium skin and boots ? It's hexproof already. Free counters to tap out to general and stop counter magic / wraths on that set of turns cmc 1 if you don't mind waiting but it is a 6 drops So. Misdirection fir sure I don't think it's got the draw / island base to pull off foil. Swan song for sure since it hits wraths and counters. Pact of negation looks good as does cavern of souls

This. You have little to no ways of pushing attacks through bigger creatures and protecting her. Cards like Steel of the Godhead, Indestructibility (she only needs to attack, not connect), Eldrazi Conscription, Angelic Destiny, Unquestioned Authority, and Spectra Ward work great.

A couple of cards that I found when I dug into my binder's that turned out really strong were: Spellweaver Volute, Aggravated Assault, Kill Switch, Sphere of Safety, Possibility Storm. Possibility Storm was a total back breaker since it only effects cards cast from the hand, not from exile.
I went with a more super friends build including: Karn Liberated, Venser, the Sojourner, Ajani Steadfast, Ajani Goldmane, Ajani, Caller of the Pride, Dack Fayden, Gideon, Champion of Justice, Tezzeret the Seeker. After this The Chain Veil and Rings of Brighthearth were auto includes.
