This theme deck is based on House Lannister, of George R. R. Martin's A Song of Ice and Fire series. It's heavy on flavor and I hope to make it more competitive while retaining as much flavor as possible (like my Wheel of Time deck, based on Robert Jordan's epic series).

I just finished my House Stark deck (Tolsimir Wolfblood as Robb Stark, obviously), so Jaqen didn't find a place there either. Poor thing is homeless for now.
Any suggestions for the deck otherwise?

Does the Red Wedding fit here or with the Starks? Just curiosity...
I honestly feel like Kemba, Kha Regent makes a slightly better Cersei if you're sticking with the "Lion" theme. I also think Rubina Soulsinger fits nicely thematically.
As a weird aside, Rashida Scalebane is going to need to go somewhere in one of these decks. I know the card is pretty bad, but it's so flavorful.
I honestly feel like Kemba, Kha Regent makes a slightly better Cersei if you're sticking with the "Lion" theme. I also think Rubinia Soulsinger fits nicely thematically.
From a flavor perspective, I imagined Jaime as the link between Cersei and Tyrion, since the latter two are at odds (to put it mildly). That's why Cersei is represented by green and Tyrion by blue. Competitively speaking, with green being such a popular color, I'd much rather run Mirri, Cat Warrior over Kemba. Also, since I'm removing White Sun's Zenith, the chance of the deck winning via token swarm are even slimmer (and the chance of winning with tokens was already slim to begin with). Rubinia would be an excellent general if I were focusing on Cersei! Good call there, mate!
Should I make a mono-black version of this deck? I really want to run something to represent the Red Wedding and Plague Wind would be perfect. I was also thinking of going BUG and using Damia, Sage of Stone to stand in for Tyrion.

To me the Lannisters are Esper. Sneaky/Conniving/Self-Focused/Militant
I'd do Dakkon Blackblade as Jaime. Lands as power totally fits the theme. Gives you access to Plague Wind for the Red Wedding. Merieke Ri Berit as Cersei totally fits too.

That's definitely one route! One could even use Ertai, the Corrupted as a stand-in for Tyrion.
However, I think the Lannisters see themselves as Bant-ish.
It would be interesting to explore different color combinations for them, though. Commander Greven il-Vec would be a fine Jaime, with his sacrifice clause reminiscent of Jaime's kingslaying. Tyrion could be eitherSorin and Cersei could be oneof theLilianas.
So far, the most fun I've had with the deck is when folks deal with Rafiq only to lose to the cats!

Tywin is the sort that would go all annihilator on your opponent,(EC) or beat them into submission while quadrupling his own resources (celestial mantle).

also Cephalid Constable is a BEAST with rafiq, drop him turn 3 and then follow up with rafiq and swing to bounce all your opponent's permanents (assuming no blocker).
Edit: I would cut the spirit mantle or unquestioned authority for shield of the oversoul after all shield also gives some evasion and also gives superior protection, celestial manlte might not be worth running for you but swap out the sword of vengeance for EC. mask of avacyn seems a bit expensive on the equip for what you want it for, are you really going to wait for 3 extra mana to play it on rafiq?

As SoDefCallidus noted, I'm sticking as closely as possible to the Lions of Lannister theme. All suggestions are appreciated (:)), but I want the deck's creatures to stay within the bounds of the theme and source material. I can justify Sovereigns and even Conscription, but octopi like Cephalid Constable and (flying!) anthropomorphic spirits like Soramaro are a stretch.
I cut Rhystic Study and Ajani to make room for Sovereigns and Conscription. Since removing Doubling Season, Ajani's usefulness decreased dramatically. I'm still on the fence about Study, though.
insertcleverphrasehere already mentioned that Mantle isn't really worth it. As for Shield, it doesn't guarantee that the enchanted creature will connect, plus it grants flying, something that none of the series' characters are able to do (to my knowledge).
The deck can function as aggro-control if necessary should the game go long. For that reason, I kept Mask of Avacyn since hexproof is so important; however, unless I had Mask in hand or on the battlefield, I wouldn't wait to cast Rafiq. Typically, I cast Rafiq as soon as possible the first time. Afterward, I wait until I have enough mana to protect him with countermagic. When the game does go long and I have excess mana, Sword of Vengeance's abilities fit Rafiq like a glove.
My take on Cersei as Mirri focuses on her tendency to lash out without thinking, always on the lookout for perceived threats. I chose Jedit to represent Kevan because the card's flavor text and token creation mirrored Kevan's loyalty to Tywin and the welfare of House Lannister. (Mirri and Jedit's forestwalk is just tech with all of the G in my meta.)
What I'm most interested in are suggestions for the deck's non-character spells.

Rystic study should be in every blue multiplayer deck, full stop.
Shield of the oversoul, having played with it, guarantees one thing, Rafiq is a LOT harder to kill also don't forget it also gives a +2/+2 bonus as well as flying, thats a lot of value for 3 mana. Id consider it superior to the other hybrid card from that block that you have Steel of the Godhead. Having played Rafiq before in a MP setting, Shield should be an auto include. However perhaps your playgroup doesn't play as much spot control as mine did.
In any case, how does Sword of Vengeance fit Rafiq perfectly? The Vigilance is near useless as he is only a beast when attacking, and he already has first strike when attacking. It gives some nice bonuses like trample, and a power boost, but so do lots of other things, Loxodon Warhammer for one. For 3 mana equip the haste really isn't that relevant.
Another card I wanted to mention is Might of Oaks, its a oneshot at instant speed on Rafiq, after they've decided ... ok ill take 8 rather than lose my Palladium Myr... ok then... take 22! HAHA!... best card for it. Theres a new +7/+7 card in M14 but its sorcery, however it does grant trample and forces a block... nice if you need to kill something but might of oaks fits Rafiq better. I've killed more players with this card than any other with my Rafiq deck.
Won an epic 3-person game yesterday (Rafiq vs Riku of Two Reflections & Scion of the Ur-Dragon). I drew Forbid in my opening hand along with Sword of War and Peace. To top it off, one of the three lands in my first hand was Krosan Verge. I decided to wait until I had seven mana available so that I could cast Rafiq and protect him with Forbid if need be. For my first attack, I buffed Rafiq and swung at the Scion player for 12 commander damage. Before I could kill them on my next turn, the Riku player Switcherooed their Myr for Rafiq, just to be 1-shot by the Scion player. (For my own part, I was holding onto Swords to Plowshares to protect myself.) The Scion player was no doubt feeling secure: They were hiding behind two Garruk-produced Beast tokens, ready to chump the Rafiq that their Teneb, the Harvester couldn't block due to the Sword. However, I had just drawn Mystical Tutor. I whispered thanks that they had tapped out to cast Teneb and Tutored for Austere Command at the Scion player's End-of-Turn. I gave the Command to destroy enchantments and low-cost creatures and swung for the win.

Rhystic Study is a good card, but I prefer to have more control over my card advantage. After some weeks of deliberation, I've opted to include Land Tax. I can control how many lands I put into play and the lands I draw can help fuel Forbid.

Most the spot removal I see exiles. Also, a flying Rafiq is still blockable. Furthermore, as I've already mentioned, none of the deck's characters are able to fly.

A five-power vigilant creature with first strike qualifies as a beast in my book. If this were a House Baratheon deck, the Warhammer would be an auto-include.

Jaime Lannister is strong, but he hardly has the might of an oak. Brienne of Tarth, on the other hand…
Besides swapping out Eldrazi Conscription for Land Tax, I also dropped Condemn for the more versatile Bant Charm. I like that Charm can take care of utility creatures and protect Rafiq from spot removal.

Tywin is the sort that would go all annihilator on your opponent,(EC) or beat them into submission while quadrupling his own resources (celestial mantle).

Edit: I would cut the spirit mantle or unquestioned authority for shield of the oversoul after all shield also gives some evasion and also gives superior protection, celestial manlte might not be worth running for you but swap out the sword of vengeance for EC. mask of avacyn seems a bit expensive on the equip for what you want it for, are you really going to wait for 3 extra mana to play it on rafiq?
The forest walk on mirri, cat warrior doesn't sit as well as I'd like, how about yeva, natures herald to represent the ability to call forth her allies at just the right time.
Tyrion fits as he doesn't really fight, but when he does its usually ends up badly for someone, you could also consider soramaro, first to dream in this role, as it would give you more card draw.
Also kevan lannister being green would indicate that he is aligned to cersei, maybe he should be white, to be aligned to Tywin. Possibly Eight-and-a-half-tails to represent protector of the realm.
Although I've just realised this takes it away from the cat/lion theme... Which may not be what you want, in fact it is called the lions of lannister slim fairly sure it's not. If you don't mind suggestions like these, I've got a few more ideas, but its up to you.
As SoDefCallidus noted, I'm sticking as closely as possible to the Lions of Lannister theme. All suggestions are appreciated (:)), but I want the deck's creatures to stay within the bounds of the theme and source material. I can justify Sovereigns and even Conscription, but octopi like Cephalid Constable and (flying!) anthropomorphic spirits like Soramaro are a stretch.
I cut Rhystic Study and Ajani to make room for Sovereigns and Conscription. Since removing Doubling Season, Ajani's usefulness decreased dramatically. I'm still on the fence about Study, though.
insertcleverphrasehere already mentioned that Mantle isn't really worth it. As for Shield, it doesn't guarantee that the enchanted creature will connect, plus it grants flying, something that none of the series' characters are able to do (to my knowledge).
The deck can function as aggro-control if necessary should the game go long. For that reason, I kept Mask of Avacyn since hexproof is so important; however, unless I had Mask in hand or on the battlefield, I wouldn't wait to cast Rafiq. Typically, I cast Rafiq as soon as possible the first time. Afterward, I wait until I have enough mana to protect him with countermagic. When the game does go long and I have excess mana, Sword of Vengeance's abilities fit Rafiq like a glove.
My take on Cersei as Mirri focuses on her tendency to lash out without thinking, always on the lookout for perceived threats. I chose Jedit to represent Kevan because the card's flavor text and token creation mirrored Kevan's loyalty to Tywin and the welfare of House Lannister. (Mirri and Jedit's forestwalk is just tech with all of the G in my meta.)
What I'm most interested in are suggestions for the deck's non-character spells.

Shield of the oversoul, having played with it, guarantees one thing, Rafiq is a LOT harder to kill also don't forget it also gives a +2/+2 bonus as well as flying, thats a lot of value for 3 mana. Id consider it superior to the other hybrid card from that block that you have Steel of the Godhead. Having played Rafiq before in a MP setting, Shield should be an auto include. However perhaps your playgroup doesn't play as much spot control as mine did.
In any case, how does Sword of Vengeance fit Rafiq perfectly? The Vigilance is near useless as he is only a beast when attacking, and he already has first strike when attacking. It gives some nice bonuses like trample, and a power boost, but so do lots of other things, Loxodon Warhammer for one. For 3 mana equip the haste really isn't that relevant.
Another card I wanted to mention is Might of Oaks, its a oneshot at instant speed on Rafiq, after they've decided ... ok ill take 8 rather than lose my Palladium Myr... ok then... take 22! HAHA!... best card for it. Theres a new +7/+7 card in M14 but its sorcery, however it does grant trample and forces a block... nice if you need to kill something but might of oaks fits Rafiq better. I've killed more players with this card than any other with my Rafiq deck.
Rhystic Study is a good card, but I prefer to have more control over my card advantage. After some weeks of deliberation, I've opted to include Land Tax. I can control how many lands I put into play and the lands I draw can help fuel Forbid.
Most the spot removal I see exiles. Also, a flying Rafiq is still blockable. Furthermore, as I've already mentioned, none of the deck's characters are able to fly.
A five-power vigilant creature with first strike qualifies as a beast in my book. If this were a House Baratheon deck, the Warhammer would be an auto-include.
Jaime Lannister is strong, but he hardly has the might of an oak. Brienne of Tarth, on the other hand…
Besides swapping out Eldrazi Conscription for Land Tax, I also dropped Condemn for the more versatile Bant Charm. I like that Charm can take care of utility creatures and protect Rafiq from spot removal.
