I thought about Ula's Temple, but I only have 7 actual creatures it triggers. I'd need to draw half of them to be able to Temple them in, and that doesn't necessarily seem ideal.

How bout no lol. Whale is silly, but I'm gonna go with the blue Primordial instead.
No tal seems pretty bad here. I wanted to recomended something to blink your Zegana but ghostly flicker and such don't have many other juicy targets here . However Vanishing gets you the blink and repeatably and protects your general could be good and it's in your budget. Evacuation is another good blink macs oc as it also can be an instant speed wrath effect that doesn't kill your dudes. Why play those diamonds in green? Plenty of better ramp at cmc 2. If you play vs artifacts and enchants trygon predator looks like a sting ray lol. Also I love Zegana and I'm brewing a casual deck around her that fairly creature based I'll tell you if I stumble on any savage tech In your budget
I'd switch out Convincing Mirage for Lingering Mirage or Spreading Seas, considering you seem to want more islands on the board. On the whole, though, it's a great deck concept! I'd love to build something similar.
