The three of us are probably the only people interested in Rasputin decks enough to discuss them, mainly because blink abuse is a well-documented concept and most people would rather use a Bant general to gain access to Eternal Witness, Mystic Snake, Coiling Oracle, and general green ramp.
I just happen to like discussing Rasputin because I'm piloting him atm and I have lots of input to give.

I do think you should playtest myojin of the seeing winds. Also, I've been using Shinx's Revelation over the other X draw spells and i really lite it so far.

I got 3 cards from Return to Ravnica, which is actually a lot. Sphinx's Revelation: Absurdly good. You couldn't believe how many times I've had so much mana with nothing to use it on--and because I have so much mana, people tended to attack me. The life isn't so good at around 3 or 4, but I've cast it at 10 twice over the weekend and the lifegain had always been relevant. It also helps that it actually goes to my graveyard, so I can recur it with Archeomancer or...
Codex Shredder: Great, great, GREAT card. You would think that 6 is too much for its effect, but certainly not if you're talking about something that a) ISN'T green, b) is tutorable with Trinket Mage, and c) can be recurred by Sun Titan. I was just blown away by how strong this card is, especially in the late game when a lot of your value artifacts/planeswalkers/creatures/ANYTHING have been nuked. Surprisingly, this card is turning out to be the best card Return to Ravnica has given to my particular build.
Angel of Serenity: I played EDH like mad last Saturday and I never drew it even once. So no feedback so far.
Im running Sphinx's Revelation already but I didnt get a chance to test it yet. Codex Shredder is interesting. I will have to give that a try. Ill add the angel too, I can't wait to see that in action.
I added Skullclamp and Chromatic Lantern to the list. I think Lantern is going to do a ton of work making my utility lands tap for colored mana. I'm super excited to grab it off of tezzeret if I need it. Skullclamp is obviously good. I didn't include it before because none of the creatures in my deck die to it. Now that I run Ashnod's Altar hopefully I can use it on my terms.
Funny Story about the Wasteland Vs Strip Mine business. I used to play legacy so I own a playset of Wastelands. Strip Mines are far cheaper but they're still like 4$ or 5$ so I didn't want to order one for this deck because Wasteland is effectively the same utility. Right now I own two Strip Mines, and I used to only have one. I recently traded for a black border Mine for my monoblack deck so now I have an extra. I'm still deciding what deck needs a Strip Mine, if you think I should run it here let me know a cut to make.
Im on my phone so this edit is a little awkward. I don't own a Myojin of the Seeing Winds but it seems like a pretty sweet card. I would like to test it as it seems pretty powerful. The only drawback I can think of is that it wont get a counter when you blink it.
Like Dracilic said, Tezzeret the Seeker can put them directly into play for zero loyalty. Also, if you can blink a late game Trinket Mage and you don't have a land or you're out of other targets you can get one of them. Even an early game Mage can grab one if you're going to miss your next turns land drop and you think Sol Ring might be too fragile.
I am not a huge fan of Kozilek and Ulamog here, but thats just my opinion.
I would replace the Terminus with an Austere Command for more Options.
For replacing Kozilek and Ulamog i would rather go with Palinchron (even if it is stupid) and Draining Whelk

I also run both Palinchron andDraining Whelk, although I think the OP mentioned not wanting to go infinite with Palinchron so that may be it. However, even Great Whale can be cloned and blinked to get insane mana boosts for big mana play, which I feel should be a theme that Rasputin Dreamweaver naturally lends himself to.
Instead of creature sweepers, I prefer Knight-Captain of Eos because it would just inspire your opponents to kill each other. If you have a blink engine going on, you'll also be invulnerable to creature damage pretty much forever.

I actually ordered a Draining Whelk for this deck. I don't know if I'm going to cut my Eldrazi because theyre just so powerful. They are very versatile and they give the deck some ways to threaten. Ulamog is an answer AND a threat. Kozilek draws me cards, which I love, and he is fairly cheap for all the power he provides.
I've considered Knight-Captian for a while but I've been iffy about it. I'll give him some more thought and try to get some testing in with him.

I'm glad my list looks cool to ya :]. Its a blast to play and I've always enjoyed it. ISB's Jenara list is pretty boss. It is my favorite deck to play online.
I have considered Karn. It might be a good addition and I like how he can remove any permanent from the game. Recently I have had the feeling that I need more early game removal to keep things cool until the late game where my deck really shines. Karn is great and I can cast him pretty early with the right draw, but he isn't what I'm really looking for. My dream card right now is a 2 or 3 costing white creature that destroys an artifact when it enters the battlefield.
On Knight-Captian of Eos: This is another card that I have heavily considered for some time now. I like how he can keep me safe for multiple turns with flicker engines. I just don't know if he is worth a slot though.. He is good but he isn't a good threat or answer. He is just a sort of fog on a stick. If I need a fog ever he will be the go to guy, I just dont see me wanting him at the moment.
Aura of silence is really powerful and can be recurred by sun titan.
That is an great choice, I just don't know what to cut for it. I don't wanna cut a creature and I don't wanna cut any other spot removal spells. Let me know what you guys think, I can be convinced to cut a creature if it makes sense.
That seems like a good cut. Wall of Omens is nice but it doesn't do as much as Aura of Scilence. Im pretty much prepared to make that cut but if anyone has a second oponion I wouldn't mind hearing it.
Lol yeah I could make the deck go infinite in many ways. I wouldn't mind getting Stoneforge into the deck as it is a great blink target but I wouldn't want to go infinite because it would be so easy. My deck already has the Nim Deathmantle + Ashnod's Altar combo. The only reason I have that one is because I needed a sac outlet and Ashnods Altar was the only one I had.
I've thought of Voyagers Staff before. Its pretty good but I don't know if I need it at the moment. I think there are better flicker engines im not running.

Also, can you shed some light on why you play the artifact lands (Darksteel Citadel, Seat of the Synod, Ancient Den)? Besides Trinket Mage, I don't really see the need for them.

Knight-Captain is pretty amazing. I once win a game by having Knight-Captain, Glen Elendra Archmage and Mistmeadow Witch in play.
