I haven't had too many games where I resolve Recurring Insight (and the rebound) and don't win. The cards coming in 2 waves is oftentimes even better than 1 huge Revelation or Stroke. If you don't find your Reliquary Tower or graveyard recursion you have a bit of time to play some of the excess spells and lands and sculpt a fantastic 7, without having to discard something good. Love the card.
By the way, I just won a game where I had Venser ultimate with Strionic Resonator on the field. Now that's the definition of win-more but 3 players started ganging up on me full-force and the Resonator had me exiling at least two permanents a turn. I probably had the win regardless, but it was still awesome. Emblem resonance.
After a few games with Resonator I value it even more. Part of the reason is that I don't run Blasting Station in my Rasputin since I already have Station combos in my Ghost Council deck (Admittedly though Rasputin being able to combo with the Station himself is way better than relying solely on Karmic Guide/'Lark or Sun Titan/Angelic Renewal). The point is, since I don't have that as an eventuality, getting more mileage out of my ETB triggers has been huge, and the artifact is just tailor-made for the deck as Rasputin gives us so much extra mana.
For a long while I've been tinkering with huge splashly sorceries as one win-con. Stuff like Dimensional Breach or Worldpurge with a Ghostway in hand or some bomb creatures under a Parallax Wave. It's pretty strong, but people still get irked by it almost as much as getting Blasting Station'd.
I really like Recurring Insight. I'll probably test it out pretty soon. I imagine that it will preform well..
There isn't any real way to win easily that doesnt people upset. That is why I went with infinite combos. It is quick and painless, if you can act mature about it.

Myr Battlesphere - Flickered one time unblocked does 20 damage (I call it the poor man's Eldrazi).
Nevermaker - Flickered can set your opponent back turns by controlling their next draw.
Planar Guide - Reactivates all your enter battlefield effects and can lock opponents from attacking.
Rishadan Brigand - I haven't gotten to test this one yet but it seems like it might be fun (and it's a pirate so you can make pirate jokes and talk in a funny pirate voice).
Cloudstone Curio - Allows you to reuse any Enter battlefield effect.
Sunder - Great in mid and late game, it can lock people down to 2 land for the rest of the game.
Capsize - You run infinite mana combos so this would be an excellent addition to return all permanents to hand.
Blue Sun's Zenith - With infinite mana this will draw out an opponent.
Tawnos's Coffin - If you got the money this is a great tool as well, you can use on Rasputin to refresh Dream counters or use it like an Oblivion Ring.
Minion Reflector - Cheats an extra use of Enter Battlefield effects and gives you some free damage when the copy attacks with haste.

In the case of Gilded Drake it is just a budget thing. It is a very powerful card that anyone should run if they have access to it. I only own one copy and I hate switching things around so its not in my deck officially.

Angel of Finality is a pretty sweet one from commander 2013. Unexpectedly Absent is a good removal spell that we can maybe afford to pump more mana into then others. Perplexing CHimera changes the way the game is played. If you can flicker it, and return it to its owners control, then you can create an awesome spell stealing engine. It would go great with Gilded Drake. Curse of the Swine is okay. We have white for removal though.

It seems to have sorted the deck by the order that I've added the cards. I tried to resort the deck in an way that is understandable but I might have missed something. I've reduced the amount of infinite combos and added some flash creatures to help with Ephara. In my testing so far it seems that I really just want her in the command zone.

Displacer doesn't just enable infinite mana and ETB/leave play effects, he nullifies your opponents attack step by tapping the opponent's creatures indefinitely. Super super sweet.
Other displacer control tricks: Gilded Drake, Snapcaster Mage, Spellstutter Sprite, Venser Shaper Savant, Lyev, Skynight; well you get the idea.
Displacer is an amazing card for the flicker deck. I honestly haven't played this style of deck in years. Having a two card infinite mana combo with one in the command zone rises the power level of the deck. I'm happy to know that people are still rocking Rasputin though.

We had a lot of games in EDH and we decided, to change, to build a CEDH deck.
I don't know if it's because I love old cards of azorius colors (probably both), but when I was looking for my new commander I found the GREAT Raspoutin.
I know he's not the best commander in azorius colors and in the meta, but i wanted to try it. I found different topics about him, and especially yours. I share your enthusiasm about him, and think you a lot for your ideas.
Anyway, I didn't find a lot of informations about a CEDH Rasputin deck. Maybe you can give me your opinions and ideas about my decklists ?

Flickering trinket mage to get Sensei's Divining Top to drawing my deck, then looped Stroke of Genius for the win.
Flickering Reveillark to get Burnished Hart back, sac it for a shuffle, then use Sensei's Divining Top until I get the card I wanted for the win.
