Love the deck. I've been contemplating the idea of building something very similar for a while now, and if I had the money, I would! One question that comes to mind when looking over your list is what is Eon Hub there for? I see a negative interaction - and a big one at that - with Smokestack. I'm sure it's there for some other positive purpose that I'm just not seeing!
You should run nearly all basics and then go for Back to Basics. I've had people ragequit just from it resolving. Most people are absolutely terrible at mana bases.

The deck really represents what azorius like to do. Maintain order by making everyone powerless, without the need of aggression.
Having said that, a few card choice questions.
Since most of the deck prevents players from casting spells, do we need Rule of Law and Arcane Laboratory.
Decks like this are always fun to play; its like group-hug, no matter who wins the fun is derived from trolling the table!
Actually, I think this is more evil than group hug. Group hug speeds up the game, leading to trolling, but the trolling is usually quick. It's annoying, but more in the quick pinch or annoying stumble sort of way. It's basically one guy giving some other guy a gun and some bullets. Annoying but not completely annoying because the annoying guy got shot too. Also, sometimes the annoying guy gives you bullets so you're not as annoyed and get to shoot at him.
This deck seems to stall out the game and leads into a slow and steady pace. It then ends things abruptly via draw. Meaning that no matter how long the game, no matter how hard fought the battle, the entire game was pointless, and no one won. That's like someone periodically coming by to slowly annoy you, escalating the torture gradually over time, then abruptly leaving for a permanent vacation to paradise before anyone can do anything.
Most of the time everyone will get locked down and quit.
If your goal is to "keep peace" then Divine Intervention could be seen as a victory.
I feel like we might need something to shuffle our graveyard back into our library, when we lock the game down in case someone wants to see if you can actually win when the board gets locked down.

I love this deck and how it runs. I currently run a weaker, more playable version of the deck. If I was to play your version, I think I would never be allowed to play in my group again. T.T
this deck is like the expensive as all hell version of one that a guy that hates my guts plays (accuses me of stealing ideas if so much as one card is similar to someone elses deck)

Yeah, this would be the goal. The other actual wins you listed will probably never be used considering winning doesn't seem to be the deck's strategy.

Yeah, i got all of that. I Figured having a few ways to actually win, wouldn't be a terrible idea, but most people will scoop once you lock the game down completely with a stasis lock or something.
Then you could break your stasis lock for a second to use a Elixir of Immortality for a second and recommence stasis lock after so everybody mills to death.
Then again it's main wincon is testing all your opponents patience until people start to rage quit until your the last player standing. It's basically a race for them to win or get locked down.
lol not alot of people like this deck when i play it, the reason i made this deck, was that im a really competitve 1v1 edh player and at a local shop there was a group of people who only liked playing group games and invited me to play and insisted that the game would not result in a game of politics and i end up getting knocked out first, I ALWAYS knocked out first every time!
thus this troll deck was born!
so when i even do get a chance to play multi player edh, and the group is down to 2 ppl me and sumone else, i just scoop and congratulate the opponent that refused to walk away or was willing to stay the longest rofl.
and with card choices: there are so many annoying cards in blue white that it is so hard to make cuts or room, i ultimately just picked the most annoying yet cheapest mana cost and that provides enough utility to sustain on its own as well as the deck.
sum example games, 5 man group, 3 ppl left, i had 27 angels from ascension, instead of winning i casted divine intervention and made it a draw in stead.
turn 1 mishras workshop into defense grid, EVERYBODY got to play thier cards with out fear of counterspells and removals!
if u play a deck like this ask your opponent this question: "im playing magic the gathering, i dont know if you are?"

I wouldn't mind adding Mystical Tutor and Fabricate here, especially the tutor to grab Enduring Ideal.
Not sure I like Mox Diamond and Mox Opal, maybe Azorius Signet and some other 2 mana rock?
I think Norn's Annex can be swapped with the new Sphere of Safety, maybe Azor's Elocutor's could be added as a win-con, but not sure if that interferes too much with Pendrell Mists and the tabernacle.
overall, though I like this deck alot and would play it if I was in an especially strong mood to say "no" alot.
