I'm hoping to eventually make this into some kind of primer, I haven't seen an EDH deck with this general...ever. This deck has been a pet project of mine for a while now, and I'm looking both to improve and inspire with this. This whole thing is a work in progress, so feel free to berate me.
If you're on a budget, this deck can be made viably for 35 Dollars. (Skip to 1:30)
Who is Shirei, and what does he do?
Look at your commander, now back at Shirei. Now back at your commander, and back at Shirei. Sadly, he's not Shirei. But if you scrap whatever scrubby deck you're building or currently running, you can build Shirei. Look down, now back up, what are you doing? You're winning a match with the commander your commander could be. What's in your hand? Options, and creatures you can recur every turn to abuse ETB and Sacrifice effects. Look again, your options are now win conditions. Anything is possible when you're commander is Shirei, and not Sharuum. I'm on a Zodiac Rooster.
All jokes aside, Shirei is a really fun commander to play. With a slew of weenies with abusable effects (and some with scary ways to pump themselves into big fatties) and sacrifice outlets that net you pure advantage, you will have cards, numbers, and field over your opponents.
Why Shirei?
Why not? Unless you hate Mono-B, or you're going to play something like Xiahou Dun, the One-Eyed as your commander and put Benjamins in the graveyard every day, try this deck. You'll like the way it plays, I guarantee it.
Card Choices
Abyssal Gatekeeper: Comes packing a Grave Pact. What happens when you play Grave Pact?
Mana Thrulls: Why not? It's free mana.
Khabal Ghoul/Scavenger Drake: These guys get really big, really fast.
Lightning Coils: Another win condition!
Mind Slash: Free discard. It's really good here.
Armor Thrull - Good for pumping, I've actually turned Shirei himself into a win condition with this.
Blood Seeker/Deathgreeter - Cut them open, wrist to elbow, and watch them bleed.
Nezumi Bone Reader/Brain Weevil - Discard is your best method of dealing with problematic decks. Outside of Voidslime, Stifle, Trickbind etc. blue has a hard time dealing with AAs on an on demand basis without blowing tutors on hate.
Coffin Queen - That's purple drink. Gimme yo purple drink.
Triskelelelelion/elavus - Pinging. Triskelavus in particular is filth with Blood Seeker and/or Deathgreeter.
Thoughtpicker Witch - Like Bone-Reader, she abuses shirei while tossing a JTMS level of card draw control. Just a little more lethal.
Liliana Vess - She's Hawt. Plus she tutors, discards, and pulls a living death. Filthy.
OTHER CARDS THAT DIDN'T MAKE THE CUT:
Karn Liberated: While he is our only way to deal with resolved permanents, I found him too slow vs. the decks I needed him against.
It's not really very hard. Get a sac outlet, play Shirei, start sacking and smacking. Beat people up with cards like Scavenger Drake and Khabal Ghoul. You have ways to tutor things up, and the only thing that really damages you is graveyard hate. This deck will win often, and it will do it with style, rather than by some degenerate infinite combo or stacking enchantments on a Zur.

Love the mini-Primer! Had a Sherei CUSTOM PAINTED for my deck, and loved every minute of it! Sadly, my opponents hated him and groaned whenever I sat at a table at the card shop and revealed my general. One card that is KEY without mana burn being present for Sherei is Black Market. Stunned? You should be. Ashamed? You also should be, but I'll forgive you
There are SO many wonderful places to start in helping you add, I shall only do your mana base, since that is KEY. Expedition Map is critical for getting one of the "Big 3" as I call them of land. Those would be Cabal Coffer,Urborg, Tomb of Yawgmoth, and the sneak attack of lands, Deserted Temple. Yeah you read that card right. It does that. Here's what my land base looked like for a Sherei deck running Extraplanar Lens:
I do believe it's f7u12, sir =p Anywho. I really loved the deck like a child, and it won MULTIPLE games. Although he doesn't get revived from Sherei, I would advise taking a look at Mephidross Vampire; he infini-kills targetable (most) creatures with Triskelion.

That seems interesting. I'll test it out! Plus if it works, that gives me an excuse to pick up Mephidross Vampire for my WIP Ghave deck.

Love the general, Noisia. How about Gate to Phyrexia? I have one sitting around for when I build Shirei.
Emmara is like the worst parts of Legends and Homelands got pregnant, aborted the fetus, tossed it in the trashcan, set it on fire and wrapped the corpse in a Dragon's Maze pack wrapper.

While its not a traditional Shirei Deck, the link in my sig solves that issue. It's less focused around shirei which limites the susceptibility to tuck and you get to play awesome MBC cards. Be jealous

I really don't like Goodstuff, which makes me a Self-Proclaimed EDH Hipster. I'm also an avid theory-crafter, most of which are terrible.

Where is your Scythe of the Wretched? Not only is it a fun way to steal creatures from your opponent (Requires it to be equipped to something big, or something with deathtouch), you can combo it with Triskelion and a sacrifice outlet of choice to cause an infinite damage loop.
Take off two counters and damage an opponent, take of the third counter and damage Triskelion itself. Then sacrifice him, Scythe of the Wretched triggers and returns Triskelion back to play with 3 counters. Rise and repeat.

That's why I comissioned my to be extended art! I would also add that I'd be willing to contribute to the Primer-to-be.
Funny thing about that black color; access to FIVE tutors (Demonic Tutor, Grim Tutor, Vampiric Tutor, Imperial Seal, andBeseech the Queen), as well as many tutors via clamp and others, tuck effects never really slowed me down playing Sherei, honestly.
