Heidar, Rimewind Master seemed like a pretty fun general, so I built a deck that revolves around getting him out along with some cards to untap him, then controlling the board by bouncing multiple permanents per turn.
Why Heidar??
Cause he's fun!
Cause bouncing stuff is fun!
Cause blue is best color always-ever-all-the-time!
Cause letting your opponents have lands is laaaaaaame!
Cause Snow-Covered Islands have really pretty art!
Why not Heidar?
So boring.
Bouncing stuff sucks.
I hate blue.
I hate control.
I like letting my opponents have nice things.
I'm really lame.
Heidar, Rimewind Taskmage: BOUNCEBOUNCEBOUNCE! He's your commander. He bounces almost everything. Walkers, Lands, Enchantments, Artifacts, and Creatures. He can't bounce spells like Venser, but he makes up for it with his repeatability. The "4 Snow permanents" condition isn't too hard to hit running all Snow-Covered lands, but it does mean that we can't just drop a ton of mana rocks early and then go crazy, we actually have to get 4 snow lands. (+/-1 Coldsteel Heart)
Consecrated Sphinx: Hooray, staples!! This guy draws you a buttload of cards if he doesn't eat removal.
Temporal Adept: Your replacement for Heidar. It's a pretty bad replacement though, so he should always be Plan B.
Vedalken Aethermage: Searches for Heidar if he's in your library, and BOUNCES ALL OF THE SLIVERS!
Planeswalkers:
Jace, the Mind Sculptor: Bounces, gives card advantage, and can Fateseal repeatedly. He can also win if you've got your opponent locked down but can't attack for some reason.
Tezzeret the Seeker: Untaps your ramp, searches for more ramp or other artifacts, and can serve as an alternate wincon.
Artifacts:
Rings of Brighthearth:Important things it does: Copies Heidar's ability. Copies abilities untapping Heidar. BOUNCEBOUNCEBOUNCE! Copies Fetchlands. RAMPRAMPRAMP!
Heidar doesn't actually have much strategy. Most of the fun comes from your opponents and what they do, and how your targets change
Basically you start out playing mana rocks and untap dorks, then play Heidar when you've got the men and the snow-count. Once Heidar is out, you bounce as many permanents as possible.
Threat assessment is important. Make sure you hit the most important permanents first.
Twiddle seems really bad since it doesn't cantrip. This might sound weird, but how bout Niblis of the Breath? It taps OR untaps and beats for 2 when you have nothing fun to do.
If Heidar ever gets tucked you're screwed. How bout a Vedalken Aethermage to tutor him up for when that happens? You could cut the sketchy Temporal Fissure.
A Bribery gives you another wincon, which frankly I believe you have too few of. You have like a billion artifacts- I would cut something like Gilded Lotus, which is pretty bad compared to your mana doublers. Then cut the next worst one for a Fabricate so you can search them up.
Knowledge Exploitation can search you up some game winners too for when you are tired of bouncing and need to swing for damages. It also works as a wrath, which you appear to have none of.
Bouncing guys is teh awesome but the uber-popular Avenger of Zendikar and/or Titans of choice are gonna eat your face off that way. Maybe pack a Pongify and/or Mystical Tutor to deal with that?

Sounds good. It seemed sketchy because even though I can get the mana for other spells+Fissure, at that point I don't have enough cards/spells in hand to make it worth it.

Ooh, those are stuff I put in every blue deck.... Oopsies! (I actually just played a game where there was a Terastodon on field that I didn't want to bounce.... Luckily I had 3 Elephants!)
Bouncing stuff? I recommend Reality Acid. I run a Venser commander deck that runs it (with a lot of stuff that bounces) and it usually sends my opponent(s) to frown town if they can't handle the acid before I get a Riptide Laboratory, Capsize, or another method of recurring bounce online.

Venser, Shaper Savant: This guy can be a "Counterspell" or just a bounce spell.
Synod Artificer: Goes crazy with your artifact ramp. Thinkin I might swap this guy for Jace's Archivist though.

Puppet Strings: Untaps Heidar or taps opponents creatures.
Voltaic Key: Untaps artifacts that tap for more than 1, and untaps your artifacts that untap Heidar.
Sensei's Divining Top: More staples! Rigs draws. When you've got Future sight out, it turns into "1: Draw a card."
Doubling Cube: Doubles mana. Can go infinite with Capsize.
Coldsteel Heart: NOT JUST ANY OLD MANA ROCK! It's a snow mana rock, so it counts for Heidar!
Thran Dynamo, Grim Monolith, Worn Powerstone, Fellwar Stone, Mana Vault, Sol Ring, Coalition Relic, Chronatog Totem, Prismatic Lens, Mana Crypt, Everflowing Chalice: MANA ROCKS! Let you get out Heidar ASAP and ramp up some mana while you're doing it. Once you get an untapping engine going, these provide you with the mana to keep it going.
Dreamstone Hedron, Mind Stone: Tap for mana and draw cards in a pinch.
Caged Sun, Extraplanar Lens: Almost all of your lands tap for extra. Seems good.
Swiftfoot Boots, Lightning Greaves: Protect your commander and let you activate him ASAP.

Tolaria West: Idk... Searches for Minamo and Pact I guess...
Academy Ruins: Put stuff on top... W/E.
Mouth of Ronom: Snowy. Kills stuff. YAY!
