This is largely based off Blackjack68's Grand Arbiter Augustin IV deck, which I thought looked like too much fun to pass up. So much fun that I have broken down my Teysa, Orzhov Scion and Nin, the Pain Artist decks to get this built up, and cut my deck count down to four.
The deck looks to make use of as many CIP abilities as I could squeeze in through flicker/bounce effects, while also taxing my opponents to make some spells cost more, and combat require mana. I had originally thought about using cards like Sphere of Resistance, Thorn of Amethyst, and Lodestone Golem to further this theme, but staying closer to the original theme of the deck is what I'll do for now. I don't play blue/white much, and Blackjack normally makes solid decks, so why not trust the man lol.
So it's a blink UW control deck? Love it. (That's what I first played, although a bit light on the blink due to lack of cards).
One card you might consider is Ghostway. Utilizes CITP effects, and saves your creatures from sweeps and the like. Particularly funny if you're the one sweeping the board.
Possibly something like Crystal Shard or Erratic Portal to return your creatures to your hand so that you can play them again also. Not a necessity, but you might find them useful for the theme.
I was also going to suggest Aura of Silence (which I had the hardest time remembering the name of) but I see you've already got it, good.
Ghostway would be in the deck if I owned one, love that card. As for Crystal Shard and Erratic Portal, they're already in ;-p. I haven't gotten the chance to play the deck yet, but it looked like too much fun not to build. Might actually get on MWS or Cockatrice.
The biggest problem I had? Finishing the job once I had the table playing my way. So I'm looking for suggestions for pulls/adds for a little finishing power.
I would never cut the Metamorph, the Curio would be a tough cut. I'd consider the rest to be easily replaceable (though I'd hate to cut Body Double for Lark Combo purposes).

Ghostly Prison, Propaganda, Aura of Silence, and Prison Term for generally being dead draws that I never wanted to see as they never impacted the board much. Flickerform sounded good, but I found that I really didn't have much use for it with the way I built the deck up.
Unfortunately I left the deck at the house last EDH night, and haven't got the chance to check out the changes...next week lol. I suppose that I could go for more combo instead of beaters, but I couldn't think of anything good...

May I suggest aurification and dissipation field if you ever feel like you need ghostly prison and propaganda effects back? They seem to be much more effective then the prisons at every stage of the game. People just do not want to hit you if they lose their stuff, whereas people seem to have no problem paying a few mana to hit you. Maybe dissipation field could even be abused to help you bounce things to your hand.
Aura of silence seems like a perfect fit for this deck. I would only replace it with return to dust unless you do not need the removal at all.
As for phyrexian metamorph: This card can be cast for 3, get around shroud, kill a general, or just copy a nice artifact or creature. It's too good to let go in my opinion. The same can go for phantasmal image and clone if shroud is an issue.
Body double would easily be worth a slot if your meta has any fun graveyard stuff going on, and it also offers you a reanimate in blue. Tough call there. I think it depends on your meta. It's nice to have access to your dead creatures too.
For fun, can I suggest Ixidron in place or alongside of hallowed burial and other creature wipes? It get's around indestructibility, and hoses generals until they can recast them somehow. It can also be bounced to morph newly cast creatures, or you can bounce your own morphed creatures to get them back and have the advantage.
I just put together and played an arbiter deck. I had problems finishing also. I put more steals and leviathans to see if that helps.

I would never cut the Metamorph, the Curio would be a tough cut. I'd consider the rest to be easily replaceable (though I'd hate to cut Body Double for Lark Combo purposes).

Keiga, the Tide Star, Stormtide Leviathan, and Twilight Shepherd all go in for large, evasive bodies that have really nice abilities. Scrivener goes in as Mnemonic Wall #2, really awesome with some of the flickering the deck does. Fact or Fiction is just draw power, which the deck needed more of, and is a blue staple.

I noticed no Rhystic Study, which seems odd given your general will strain mana as is.
Also, how do you deal with Eldrazi that Tunnel Vision gets? I see no answers in artifact section.
