Reason Behind The Commander:
Well first of all it is one of my favorite multi-color cards of all time, it was also one of the first RU multi-color permanents ever printed. Tibor, and Lumia are great when used in combos for copying and instant or sorcery with cards like Echo Mage, or Melek, Izzet Paragon which allows me to use Tibor, and Lumia's ability for the copy as well. They are as well great used with Gorgon's Flail, or basilisk collar(Which I am currently looking for.) because by equipping them with one of the equipment listed above it turns "deal one damage to each creature without flying" into "Destroy each creature without flying", which goes to part 2 of the combo, playing Levatation which essentially protects my creatures from Tibor and Lumia as well as gives them the upper hand of evasion. Another reason for picking them as my commander is unlike Melek, or Niv-Mizzet (Which are in the deck list) she has a low converted mana cost that makes her more aggressive, and usable in commander that the others.
Reason Behind Planeswalker :
I am currently only running 1 planeswalker and that is Jace, Architect of Thought. The reason I am playing him is because his +1 Ability protects himself from any attackers as well as myself and my creatures. His -2 ability is essentially draw power of 2 cards and if all 3 revealed cards are good them it has no drawback. His -8 ability or signature ability though it might take a while to build up his first ability helps out with it and once you do so it enables you to bring out the best card in all of your opponents and your deck which is good in every way to get things like other planeswalkers from your opponents deck and your other great cards. Finally his CMC which is low so you can get him out turn 4 if you get him early game.
Creature Reasoning :
The majority of the creatures in the deck do something with instant and sorcery cards. A few of them copy the abilities of the instants and sorceries, though most of them boost themselves by giving themselves +/+ or something of the sort. A few of the creatures in there allow you to cast from the opponents spells which help the 2 other types listed above, others just help out the basis like Goblin Electromancer. There are few creatures in the list that do not do any of the above like Stormtide Leviathan (Helps keep opponent controlled + works with levitation), Kazuul, Tyrant of the Cliffs (Keeps my field alive and discourages opponent from hitting), Consecrated Sphinx (All round good draw power and no drawbacks), Fog Bank (Nice and cheap flying and prevents damage), Æther Adept + Membrane (Keeps opponents field under control), and Goblin Arsonist (Kind of a martyr, little creature but helps alittle).
Instant and Sorcery Reasoning :
Very self explanatory, the spells are in here to help the creatures and to utilize the commander
Equpiment Reasoning :
All of the equippments in the deck go directly with the commander or the deck synergy. Gorgon flail is probably the most useful, killing everything without flying when put with the commander. Runechanter's Pike has a low equip cost and casting cost and boost the creature for every instant and sorcery int he graveyard which is what it will mostly be, plus to add onto that it gives first strike. Whispersilk Cloak shrouds my creatures I need to protect such as my commander, Melek, Echo Mage, ect.
Other commander options : Jhoira of the Ghitu : Takes times to use her ability and I do not like the idea in Red, and Blue taking 4 turns to cast a spell. Considering Blue and Red generally has cheaper casting cost.
Melek, Izzet Paragon : Is not a bad commander choice considering his ability. However he is not to aggressive in commander because of his 6CMC requirement. To play him I advise using mana ramp that is not in red or blue so use artifacts.
Nin, the Pain Artist : Cheap caster and highly aggressive on the other hand it either deals a lot of damage to you that you cannot recover from in red, blue color combo, or it deals a great deal of damage tot he opponent but you fill their hand up and there are so many possibilities that they could use against you after the ability resolves.
Niv-Mizzet, Dracogenius : 6CMC is kinda steep in commander and his ability does not make up for it versus Tibor and Lumia's.
Niv-Mizzet, the Firemind : If the opponent is not prepared for him he is great but not quite as aggressive as Tibor and Lumia in my opinion. Better than the Dracogenius. You need to run artifact ramp to use him affectively but is great draw.
Reasoning Behind the Elements :
You have in my opinion the 2 most powerful elements at your hands. Red has options to the best direct damage and some of the best non-creature spells but no way to set your hand. Blue however has draw power, a way to set your hand, and board control, but no way to directly hit the opponent. Them however combined means you have options to the most powerful damage spells, but the most respectable draw power and board control. As far as creatures go the color combination is limited but generally thrives off of non-creature spells to make them strong and some of the more powerful as far as abilities.
You might like playing this deck if…
You value the power of non-creature spells.
You like controlling the game.
You believe huge creatures are less important than abilities.
You might not like the deck if…
You believe aggro is the way to go.
You believe red is a flunky in this format.
You like not to think, instead just hit.
Match-Ups Against Commanders I Have Played : Nin, the Pain Artist : This commander is quite easy to take care of considering low power and toughness. You do not really have to work around this one exactly just cast a red spell.
Savra, Queen of the Golgari : If the deck is built well around this commander it could be trouble but not to hard to take care of again because of lack of toughness, but still should not be underestimated.
Kaalia of the Vast : If you are not prepared for the commander you may lose against it. However there are so many things to take care of it like lightning bolt, and even shock, and playing Tibor, and Lumia all you need is 2 red spells cast.
Multi-Player Match-up :
The deck does run well in commander because Tibor, and Lumia affects the entire board and not just one player. It may be trouble if you are versing a lot of highly aggressive decks. I have not played against to much multi-player commander but from what I have it went pretty well.

My deck has won against several commanders. My most recent was Savr, queen of the golgari but like i said i have not recorded to much win to loss ratio. I tested my deck by versing a variety of decks like the ones listed near to the bottom in the original post. I would like for the deck to be very competitive enough to be able to compete and do well in a tournament.

Jhiora is kinda 1 dimensional IMO, for some reason her ability seems somewhat gimicky, but that may be personal bias speaking.
Tibor and Lumia I have never seen before, so is somewhat of a novelty. The artwork on it is incredible though and that alone is almost worth using it as Commander.
Chandra's spitfire was always one of my favorite creatures if I have a ton of Instants and Sorceries like you have in here. You got Kiln included, another good one.
This brings back memories of playing red. I'll bookmark this so I can come back to it time to time, RU is an interesting color combo. Maybe some chaos type cards included just for the fun of it?
Also, I once made a red EDH deck that had a lot of Sorcery/Instants... It was somewhat challenged bc it ran out of steam fast. I need to come back to this and read it more thorough.
Unfortunately I only played w/ blue rarely if at all so my knowledge of that color is limited to the commons in legacy environment. But red...
@ arcadus I do not have a budget, i tend to get cards for very cheap anyway. And i have not tested it online.

Yea, spitfire is like a kiln with wings. Good to have since you have Stormtide leviathan which btw is one of my fav blue creatures (I like moats esp creature-moats, lol).
Chandra's Phoenix is also sorta neat, I always wanted it to work in the Legacy format but it didnt really bc of high CMC for creature. Kilns could work esp with doublestrike type effects sometimes doing ~10-12+ damage on turn 3. But the weanier the creature in legacy the better hence GGuide and pinger creatures.. or even creatureless ave kill turn 4 or so in Legacy.
Some type of recusion/buyback is needed in 30+ life formats I think, idk
Yep, I didn't think about playing him because his ability states "Whenever the opponent is dealt noncombat damage" and the deck does not focus on that exactly i generally use lightning bolt for a spot removal plus a booster for kiln feind types. But the spitfire would definately not be a bad choice in the deck though.

Dang. I guess it wasn't meant to be, lol... I think I even had one once. Had many of the red cards Titan, etc... The fate of the dragons was the coke soak... many of the other reds i think a friend still has that is if he hasnt traded or chucked them ...
Reds got some interesting combat enchantments too (the exact one is slipping my mind but it gives you control over blockers/attackers and i think there may be one for the stack too or at least it wouldnt surprise me) plus that one sorcery that nabs all the creatures on the board and puts them under your control. Repercussion is also a fun card.
If it were my deck Id go w/some chaotic finisher that kills both players simultaneously for the heck of it... for when the deck runs out of steam, which is likely
Actually the deck maintains pretty well long term aswell by the ability of draw power out of the blue and stuff like epic expierement and firemind's insight. I recently played multi-player against 2 other decks and I won. the game lasted a good while and I still had cards in hand at the end of the game. But destructive force would be a choatic finisher or even worldfire(that i recently traded LOL)... Yeah repercussion is a neat little cards aswell i will consider it.
Someone told me Worldfire was banned in EDH, it would be a unique way to end a game w/ whoever gets out the next 1 dmg wins.
Blood moon type effects have always been good, but i dont know if that would work in UR. Blood moon is one of red's moats. there's also manabarbs, but now im prob just spewing a bunch of cards that have no place in this deck,
Some kind of "kill everyone/thing" card might allow to secure a draw in 1vs1 as a last resort
Ive never seen Epic Experiment before, but it looks like it does what you say it can do, provide card fuel, reds main weakness
Plus if you can find a way to use/bounce Keldon Champion, Id be impressed, always like that card's artwork for some reason, looks like a throne by a swimming pool, lol
Huh, did not realise worldfire was banned but it would not be hard... use world fire + then lay a land + use lightning bolt tah dah game over! Blood moon does not fit in here but mana barbs would not be bad, I was considering it (I have a playlet).
Neato. Now find a way to stuff Keldon Swim Champion in there, and you'll be my hero. Its a half crappy / half good card.. plus, its a friggin Throne next to the "Champion's" pool (I just know it!), he looks like he can swim for miles too with those funky hand protrusions!
Keldon Champion with a mimic vat or something... idk what blue has, but Keldon Champion was kind of like Chandra's Phoenix for me (a cool card that I never found its good use for), except with better artwork!!!
I just want to see that stud, Keldon Champion used! lol, it looks so very RU-ish.. i still wonder how the heck he swims with that giant appendage he's gripping gleefully in his right hand, truly the preferred hand of Keldon Champions! Keldon Champion has so much going for it: 3dmg, a swimming pool throne room, a heartrate monitor strapped to his anatomically mutated chest slab, tight short shorts, and a big stick thingy, but I dont think id wanna share his pool.
Blood moons are what made the Stompy deck... Stompy... a funkadelic deck...
I think this RU deck has got a lot interesting things going for it, it's much less challenged than the current BW deck I'm *attempting* to build.
@ Arcadus I really did not want to go into counters to much but they look nice As far as izzet staticaster why would i use him? there are no other creatures that share the same name. I will have to pick up cyclonic rift and mizzium mortoe though
@ Snark I only have 1 of the cchampions and it is foil but i am currently using it in a lowgrade red deck
Other than Bitterblossom (legal in Duel), he can ping elves... say against Krenko's, Edric's or Ezuri's Hordes which are top tier deck quality...
or in this case, how fast can you wipe your opponent's board by turn 3-4?
In addition, you have another creature (you have Guttersnipe... or cheaper like Cunning Sparkmage) for you to use Basilisk Collar-like effects (BC of course... but you also have the more expensive Gorgon Flail).

You're not using any dual lands (total of 2) or even fetchlands (total of 7). Those Moon cards will help you against on an actual competitive scene.
In addition, you might need:

Once you get Basilisk Collar, you definitely add Trinket Mage (you might want to add Seat of the Synod and Great Furnace for more versatility).
You definitely need to test your deck online.

I think this RU deck has got a lot interesting things going for it, it's much less challenged than the current BW deck I'm *attempting* to build.
@ Snark I only have 1 of the cchampions and it is foil but i am currently using it in a lowgrade red deck

In addition, you have another creature (you have Guttersnipe... or cheaper like Cunning Sparkmage) for you to use Basilisk Collar-like effects (BC of course... but you also have the more expensive Gorgon Flail).
