Yup I know how great he can be as an alternate win-condition in this deck. I've been gold-fishing a newer version of the deck over the last couple of weeks when I have some free time for it.
I want to get some playtesting done with it against a few friends when I get the chance. Then I can post the new list with some feedback about its performance.
Hello guys, I am playing rafiq for a long time but never tried out O-naginata and Cephalid constable. Is those cards worth playing ? I mean O-naginata becomes nearly useless if they kill rafiq and I am very curious about Cephalid constable. His manacost is just too unstable 2 blue may be problem here. And for real effect, he and rafiq must be alive.
We have the same scenario with O-naginata, and it's really worthless since almost all of your creatures can't handle it. Loxodon Warhammer would be a better choice, or you can try Bonesplitter for a cheaper alternative. Regarding cephalid constable, it's definitely a must try, I've won games with him alone. Tempo if he's alone, and a win-con if you have at least one pump spell.
Omni I am just wondering why you include Primal Command in your list - seems like an underpowered card given the rest of your deck - or am I missing something? (entirely possible)
[EDIT: Also, what about Soaring Seacliff and Sejiri Steppe as lands that can help Rafiq get through? They come in tapped, but they could be game-winners, no?]

Well the idea is that Rafiq is essentially your only Win condition so when you're only thinking of him then yes O-naginata is cheap and effective since it gives him a big offense boost and trample to get that general damage in there. Hence the name "All-in-Rafiq." Like the deck All-in-Red from extended a few years back. However, this strategy can be dealt with rather easily if Rafiq is countered/killed many times or tucked. So I will probably make some changes to the list in the near future.
Cephalid Constable is a great card for this deck. He is more effective when the deck has more cheap pump spells like the infect list in my sig because he can bounce many permanents more reliably without needing Rafiq to be in play. His casting cost should never be an issue if you're running the optimal mana base of duals, shocks, fetches, any color lands, pain lands, filter lands, m10 duals, and maybe the SoM duals. You should just never have an issue hitting double color stuff.

The thought I had behind running Primal Command at least at the time I built this list was that I had ridiculous acceleration with running cards like Sol Ring and Mana Crypt which allowed me to play 5 cost spells as early as turn 2. Primal Command offered me the ability to do half of Plow Under for tempo and tutor up a creature like Stoneforge Mystic, Cephalid Constable, Putrefax, etc... or in mid to late game I could shuffle the opponent's GY if they're trying to rely on GY shenanigans, or shuffle my own GY. However, it is underpowered compared to the rest of the deck. This list has been needed some work for a while now and I've just been lazy.
EDIT: I made several changes to the list in the OP to help bring it up to date with current card options and to make the list a little less reliant on Rafiq, but only a little less since this deck's theme is all about winning with Rafiq in play. I also included a section at the beginning to show what to take out if swapping from the Multiplayer ban list to the French ban list.
to those who love sejiri steppe like me, you also might wanna consider vesuva, and/or one dual karoo lands from ravnica like simic growth chamber for EOT crop bouncing steppe.

That's way too much tempo loss to seriously consider - and there would be zero people who wouldn't waste the bounce land for even more tempo.

Omni, I'd like some help on a point of strategy. Plow Under is obviously a really powerful card, but when are you playing it? ASAP after Rafiq resolves? T3 if you go first so they have nothing and will only be drawing lands for 2 turns?
I'm once again trying the all-in tempo build and would feel that this is the only card I don't fully understand.

It's been a while, but from what I remember its usually best if you can resolve it as soon as possible to set them 2 land drops behind. Also chrome mox is in the all-in list. I think I had lotus petal in there at one time but I imagine I cut the petal as well as elvish spirit guide just cause I didn't care much for them since they don't stay around. If you really want them back in you could start by cutting Coalition Relic since it is a little slow. Also a land that should definitely be added to this deck is Cavern of Souls.
I haven't been playing much magic lately. I graduated from college with an MBA so now I'm job hunting mainly and during spare time I've been hanging out with my g/f when she isn't studying. Any other times I've been playing League of Legends or Diablo 3. When I do decide to hop back to playing magic I'll probably throw together a Sigarda, Host of Herons deck. She seems like she is the best voltron now.
Just make sure you have 1 Counterspell in hand or give Lightning Greaves to save your Putrefax!

As Hakz, has mentioned Sejiri Steppe can be a good card with some way to instantly tutor for it as a protection spell like Crop Rotation or another option is Knight of the Reliquary.
