The only real problem extra turn spells have in my opinion is that, depending on the player using them, they can slow the game to a crawl. Otherwise, they're not really better or worse than any other win condition. If they're causing problems, it's usually a meta issue (where someone is playing outside of the meta in one direction or another).
What you need is either:
1) House rules for how many extra turns that can be taken (yes even at a LGS)
2) Have a honor system
3) Ban every card that has the text "extra turn"
4)Stranglehold is allowed to be a commander
1-2 being the reasonable options, 3 is the nuclear option, 4 is the silly option that will never happen.
I would love if they printed a legendary creature that had the Stranglehold ability as one of its features.

That feels like an archetype of slowing the game down I could see happening from a Boros commander and it would be a nice change of pace over what that color combination usually does.

I remember a while back wishing for a Boros commander that was something like Knight of the White Orchid and Tectonic Edge stapled together as an etb trigger. Maybe make the land count restriction count the same opponent as whose land you were destroying, so you can't use a blink engine to machine gun one player's lands while another player has a pile of basics.

When ~ enters the battlefield, choose an opponent. If that player controls more lands than you, you may search your library for a Plains card, put it onto the battlefield, then shuffle your library. When you do, if that player controls four or more lands, destroy up to one target nonbasic land that player controls.
