For the same reason Legendary Artifacts, Enchantments, and Lands aren't commanders - because they aren't a Legendary Creature? Seriously, though, some planeswalkers would be absolutely disgusting in the command zone.

Repeatable PWs are in some cases quite broken, even with a commander tax. We don't really discuss who voted which way on the RC--but I'll tell you that this didn't even come to a vote. If anyone is interested in discussing if planeswalkers "should" be playable as a commander rather than if they will be, please feel free to open a new thread more oriented towards discussion rather than asking a clarification of the rules.

No. Currently, the official rules only allow for legendary creatures that are not on the banlist, but a handfull of planeswalkers (all from Commander 2014) include language on the card itself indicating they can be used as a commander: Nahiri, the Lithomancer, Teferi, Temporal Archmage, Ob Nixilis of the Black Oath, Daretti, Scrap Savant, and Freyalise, Llanowar's Fury.
