I'm a new magic player who recently got into commander. After watching YouTube videos and reading EDHrec I'm looking for someone experienced to give feedback on my commander deck. I've been buying some singles to upgrade my Spirit Squadron precon with Millicent, Restless Revenant as my commander, and I'm specifically wondering if the mana curve, my lands and my main engine is OK, and what should I considering cutting/adding?
I'm only playing casual with a small group of friends who are also new to the format, so I don't want to be overpowered and add very expensive cards. Also, what would you say the power level of the current deck is?

I'd cut Makindi Stampede (sorcery speed and overcost IMO), Arcane Denial (lone counterspell is out of place), Ribbons of the Reikai (hard to ensure an effective card draw), Azorius Locket (several other mana rocks included already), Kabira Takedown, Priest of the Blessed Graf, Exotic Orchard (too many lands IMO).
The main issue I see is the mana curve with almost no 0-1 drops and 20 30 drops the decks gonna have awkward turns that don’t utilize all the mana. Cutting the worst 3+ drop cards for simple cards like ponder preordain brainstorm would go a long way. It looks like you’re on a budget so I don’t think we will be adding mox cards at 0 but if you own them run them. If you own a nuke his shrine to nyx you have tons of blue and white symbols in this deck it would be great ramp. Playing some better lands like this and ancient tomb etc opens up the ability to play weathered wayfarer. Which would be nice as you lack one drops kinda of like land tax the more quality high impact lands you pickup the stronger he gets. Things like otowara soaring city etc. artifacts in commander have always been some of the best carfs from ring and crypt to the newer ring I would like to see some creatures with disenchant effects or more disenchant revoke existence return to dust type cards since this is aggro ones of creatures like cathar commando are pretty good. While I think bident of thassa effects are great if you own remora or rhystic study those still make the cut first imo. Cyclonic rift looks like it’s good here too.
