Legendary Creature - Elf Spirit
At the beginning of combat on your turn, up to one target land you control becomes an X/X Elemental creature with trample and haste until end of turn, where X is Obuun's power. It's still a land.
Landfall - Whenever a land enters the battlefield under your control, put a +1/+1 counter on target creature.

This is quite a versatile commander. It's three colors, it's elf, it's spirit, a land animation ability base on its power, and +1/+1 counters via landfall, that's a lot of directions packed into one legend.
My first thought is to play it like Noyan Dar, Roil Shaper, with Abzan cards where +1/+1 counter would add keywords to a creature, that'd make sure the attacking land is packed with size and effects, and more likely than not an indestructible Darksteel Citadel.
I really wish they gave Obuun any sort of key word, like trample, so it could make itself it's own threat. But 4cmc is a nice commander cost for a utility commander.
The first card I'd suggest would be Kamahl, Fist of Krosa as a sort of emergency backup commander to sandbag in hand if Obuun is ever permenatly answered, that way you can still animate lands previously counter'ed up.

I'm always weary of Terra Eternal, since it prevents me from killing opponents' lands when I need to, such as using Kamahl you suggested.
Though, I think Obuun cane be more than just a land commander. Since the land's size is based on Obuun's power, I can very well go with enchantress route, beefying up Obuun with auras and send a muscled land on attack/trample mode. (need to provide trample like with Nylea).
Although you'll need alternate sources of mana to cast the flicker effects.
Flicker is definitely one way to do it, and a rare flavor for Naya worthy of exploration. Though, if the goal is to mass landfall, it might be easier with Scapeshift and ramping spells, then proliferate them all. I'd use Realmer Razer for MLD.

Cards like Life from the Loam, Terra Eternal and Sacred Ground will likely be good. Maybe some self-mill antics and Planar Birth/Splended Reclamation antics.
