I want to build a red deck that does a bunch of stupid things that makes the game a pretty wacky mess for everyone. Stuff like Warp World, Scrambleverse, Thieves Auction, Worldfire, etc. and I need some more cards for it. A commander, too, if there is one that does some weird stuff.
Generally speaking, you'll find these type of effects mainly in red, but theyre also present in white/blue as well. Firstly, you gotta ask yourself "Am I actually trying to win, or am I just trying to be that "whacky-tabacky planeschase theme guy in the background?". Depending how you answer... depends on what commander, colors and chaos/game changing cards you run.
Not to put you off your plan but do know when going in for building a deck like this that you probably won't play it often or create an enjoyable experience for others. Not in the same unenjoyable way a Stax or combo deck does. Chaos is its own sort of hell for the game and you should be honest with that before committing.

Yeah, I think the most important thing is to still try to win, and not just mess around otherwise your deck will be gimmicky and fun for one, two games tops. Try to create a "wacky" gamestate and a deck that excels in that wacky gamestate, don't just cast Goblin Game and make an face, play Grip of Chaos in a deck with little to no targeted abilities to take advantage of it. It's more fun that way. I promise.

I played through a game once where a Thieves' Auction resolved while Confusion in the Ranks was on the field. 97+ triggers later, I decided to kill anyone who ever played chaos again. It's not fun, even the first time.
And I had a friend who liked to play Eternal Dominion with Hive Mind out. Everyone scooped every single time that resolved.

Funny enough, the coolest use of Warp World I've seen was also the coolest use of Prossh, Skyraider of Kher I've ever seen. The green was had mana dorks galore, the black had tutors, the red had Warp World to tutor for, and Prossh added 7 extra permanents to jump start the permanent count. Then the rest of the deck was full of things like Siege-Gang Commander and Solemn Simulacrum that put out more than one permanent when they enter, so that Warp World would essentially always put more cards into play than were there to begin with. And then each cast of Warp World hoped to put out 8 mana worth of lands and some variation of Eternal Witness to cast the spell again, and after the second or 3rd cast, it was practically deterministic "pick everything up, shuffle it together, put it all down again" for infinite mana and etb triggers.

I made a deck like this that was actually extremely successful. I used Niv Mizzet the Firemind as my commander. In addition to the chaos cards I included Teferi's Puzzle box, Mindmoil, and card draw effects. Get Niv Mizzet out, and a couple cards that basically eliminate your opponents ability to reliably play cards and let Niv ping everyone to death.
So if you really want to melt some brains, I can tell you of the one time that we spent about 25 minutes trying to resolve an 52-permanent Warp World that put Grip of Chaos, Panharmonicon, Mycosynth Lattice, and Confusion in the Ranks into play with all 4 players still in a 4-player game. Resolving 104 randomConfusion in the Ranks triggers and trying to keep track of which are legal targets are which are not, which cards have already been resolved, which triggers fail and which resolve, and makings sure we have a random number generator set to the right number of possibilities each time were all a colossal pain in the ass, but we wanted to see if we could do it right one time (or at least what we thought was right; we might of made up a few rules along the way). This was on top of resolving all the other ETB effects as well. Needless to say, my buddies Random Chaos deck doesn't get pulled out very often anymore (although he did redo it with Okaun, Eye of Chaos/Zndrsplt, Eye of Wisdom as the commanders), but when it does it is generally expected that something infinitely idiotic is just going to happen.
