It needs to be stated that teferi into chain veil. Ramos is probably an autoinclude if that wasn't obvious. All I can think of is using her to ramp before starting to get actually strong pieces.

I think every member of the Weatherlight crew now has physically printed copies that exist, so you should build a Weatherlight Tribal deck. They all conveniently happen to be Legendary creatures too, so that you have synergy with Sisay. You could even include the Legends from the new Weatherlight crew in Dominaria too!
Then, when they finally print Yawgmoth, you can have an awesome Duel between Sisay and Yawgmoth, a way to recreate the final battle of the Invasion block!

Other options include Arcanis, Empress Galina, OG Kalitas, Merieke, Mangara, and Mayael.
Of course, the fact that you don't need to "cast" your legendary cards make Gaddock Teeg an all-star.
Ultimately, I expect that the best Sisay deck with be a hard combo deck with multiple lines to victory and butt loads of redundancy.
If your Teferi-chain veil combo fails, go for a paradox engine combo. If paradox engine dies, get it back with Hannah or Deretti. If Hannah dies, get it back with Felton. If Felton would die, protect it with saffi... or Lena... or Eldrazi monument... or bring it back with Liliana Heretical Healer/Desth's Majesty or the new Sorin. And if all that fails, go for the Elish Norn + Kamahl combo.

I was planning to make a weatherlight theme deck, using all of the crew old and new (and their variants)
Originally I was going to run weatherlight and just break the mold and go 5 color if my playgroup allowed it... But sissy follows the rules and is on theme.
I will probably use her as a Superfriends deck though.
Of note only Tetsuo Umezawa is a three mana legendary creature in Grixis UBR if you wanted to follow up Rhys the Redeemed to get Sisay to the full five-color pie as a 7/7. Remember 6 converted mana cost is the maximum you can obtain with her.

Well, the first thing is to make her bigger, but there are plenty of ways to do that. Legendary permanents (depending on color) make her bigger, as do anthems. Rhys the Redeemed is a must, of course.

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!

While I don’t feel that this 5C deck is anywhere near competitive, I like it because of the sheer redundancy that it provides, especially as a wide number of legends provide incredible utility when flashed in immediately prior to your turn. Multiple Win Conditions: Godo + Helm, Aurelia + Brago, Elesh Norn + Khamal, Isochron Scepter/Kaho + Dramatic Reversal Victories, Paradox Engine Victories, Chain Veil Victories, Rings of Brighthearth Combos, Mindslaver Loop Locks. However you slice it, this deck has a number of ways to win. Resilience: If a key creature is about to die, you can flash in Journey to Eternity, Saffi, Hammer of Nazahn, Yavimaya Hallow, or (if low CMC) creature Liliana. If you are facing targeted kill, you can flash in Shalai to blank the spell. If your key dude is already dead, you can grab Oakenshield, Lazav, or Feldon to effectively grab it right back. If your creature is about to be exiled, fetch Yahenni and sac it in response. If one of your key artifacts die, you can instead grab Glissa, Hanna, or Deretti to bring it back. Beyond lacking a single set win condition, this deck is hard for opponents to fully dismantle.

I think everyone is misreading the card. The biggest she can get without any boosts is 7/7 it is +1/+1 for each COLOR you can have a hundred legendary white permanents, she will still only be a 3/3

five colors,so you'll boost her up to 7/7 with leyline* out which is why I said just in case. Unless you're just using her as a boring five color fetch goodstuff general and if you are,once you hit 7 which is easily done with leyline out you can fetch just about anything that's legendary. so you'd use the leyline as an accelerator
Fair fair. But I plan to run her with pretty much only legendary cards (lands maybe not and there will be utility. But either Superfriends or weatherlight crew. That is my plan.
Some combos and synergies I've discovered from piloting this deck:
Oaths are nice as they pump Sisay passively and have nice effects if you are also running some planeswalkers. Speaking of which, I like running the new Ashiok as being able to interrupt someone's search with her activated ability is sometimes backbreaking for your opponents. Similarly, a well timed Narset, Parter of Veils can destroy someone trying to do unfair things. The new Tamiyo and Threeferi are also excellent as their passive effects when used at instant speed can be disruptive. All of these walkers help grow your commander as well.
Nicol Bolas, Dragon God, Jace, Cunning Castaway, and Oath of Gideon is a combo that makes infinite Nicol Bolas, Dragon Gods which you can then use to make your opponents exile their hand, and entire battlefield, while drawing a bunch of cards. Every part of the combo is searchable with Sisay.
Some other combos I've found are Zur, The Enchanter, who can find Intruder Alarm, which combined with Krenko, Mob Boss makes infinite Goblins. Zur happens to be good for finding Oaths and other useful enchantments, while providing 3 colors for Sisay.

3.) Search for Tezzeret the Seeker.

4.) Tezzeret [-3] getting Rings of Brighthearth.
5.) Aminatou [-1] on Tezzeret.
6.) Tezzeret [-3] getting Basalt Monolith.
7.) Activate Rings of Brighthearth for 2 on Tezzeret ability to also get Sensei's Divining Top.
8.) You have infinite colorless mana with Basalt Monolith + Rings of Brighthearth.
9.) You have infinite draw with Sensei's Divining Top and Rings of Brighthearth.
To get colored mana eventually you can play The Chain Veil once you draw it, and then get infinite planeswalker activation's and Aminatou can just exile lands for colored mana.
Selvala, Heart of the Wilds is probably a key card for generating additional WUBRG mana long term.

If you also have a sacrifice outlet, then it's really hard to remove the creatures, as you can just respond by sacrificing them and getting the +1/+1 and return to play at end of turn. If you've ever played with or against Marchesa, the Black Rose, you'll know what I mean.
