Lotta high end (5+) cmc cards for a deck with 35 lands and little ramp. Seeing a chunk of creatures that do nothing except attack and block, can't help but imagine this is highly inefficient. And for being a high creature count deck, why is there no Survival of the Fittest? Or any tutours at all tbh.
Garruk Wildspeaker and Elspeth, Knight-Errant would in my estimation, pull far more weight than the current walker suite. Vivien might be okay, I have no experience with her.
Lack of removal is curious, are you adapting the "answer players, not threats" mentality? If so, how, I don't see any ways to win out of nowhere (you could stand to add in a Berserk and Become Immense, and typically a Triumph of the Hordes as well, if that were the case). FWIW, In think Arahbo does a better job at n Mirri IMHO. that strategy tha What does this deck do when Mirri dies (whom is not a sufficient threat on her own)? Existence of natural card advantage is bordering on criminally low to nonexistent (one monarch enabler is not enough). I imagine after the second board wipe you're frantically living off your top deck and hoping for gas...
Idk. Despite not having played a Mirri deck myself, I see little reason I'd pick this up, if this deck were the example list of the commander.

The deck has been my attempt to build a casual battlecruiser deck, that does some fun things, is able to throw a wrench in slightly better decks but isn't out of reach for precons and suboptimal builds in low powered pods.
The deck works as supposed to and usually steadily builds up a board that punches people out of the orbit in a very classic way, if left unanswered.
The lack of tutors is a general choice of mine. Why play 100 card singleton if i fetch the same 2-3 cards every round? For this deck i went with draw instead, hence the choice of Planeswalkers. They are fairly easy to protect behind Mirri, Weatherlight Duelist and overall just fun.
I'm pretty happy with the balance of draw, removal and protection, but i'm sure i'm missing out on some heavy hitters. Feel free to suggest some, but more among the lines of the Giant Adephages and Angelic Skirmishers of the world instead of Craterhoof Behemoths, please.

For the record, I stole the title from a slogan of a minor league baseball team. I've had my Yeva flash deck forever, and when Raff came around, I thought he would be a good choice for a commander that was "supposed" to be about the flash keyword.
Unfortunately, while I have sleeved this deck up, I still haven't been able to actually play the list. I hope to get back to the table once our house is done being renovated, but for now my appetite has to be satiated by Arena. Still, I try to keep up with all of the latest spoilers and things, so the feedback is always appreciated.
As for this particular deck, it feels a bit heavy on the four-drops. Hanna is certainly worth considering given the density of artifacts.
Only thing that springs to my mind is Thran Temporal Gateway since it plays effectively every card in your deck and your curve is pretty high. It also functions as Raff #2 in case he's getting murdered a lot. It would actually ramp pretty well and you can just play it end of turn when you have spare mana floating around. Extra points if you also add unwinding clock.
It's no secret that Raff Capashen, Ship's Mage has a lot of things going for him.
I think with access to constant flash i'd maximize on etb effects a little further. If you were to do so Brago, King Eternal would be a great addition to the 99, obviously. Ephara, God of the Polis is another great include, since she provides constant CA.
I'd consider the sagas, which would be good at flash speed because you can generally surprise the table and trigger the second chapter.
For your deck specifically, I'd consider:
Fall of the Thran: meta dependent, of course, but you can make it so that you destroy all lands at instant speed, and you rebuild much faster.
The Antiquities War: your artifact count is 18, but you also have 10 artifact creatures. I think a count of 28 artifacts is enough to justify running this one.
Have you considered them? I have tried them, but I like Phyrexian Scriptures best, and obviously you can't use it.
That looks nice, I cant see much to suggest. The only card I could think of that seemed great would be Mobilized District, as a free 3/3 for much of the game. Also, future sight, because I imagine a bit more draw would be nice. On the other hand, I guess revealing the cards as you draw them is worse in a flash based deck. That said, it ugin the enfebble (when you get him) and top would be a nice little combo.
Hmmm, this deck looks super tight for the most part but here are my unfiltered comments:
My inclination is mostly to futz with the manabase a little; it seems somewhat untuned with 7 of each basic despite being fairly slanted toward blue, and also playing stuff like Marble Medallion again when you're slanted toward blue a bit. I could see shaving 2-3 Plains and adding the new Prismatic Vista and maybe replacing the other one with Brainstorm since 39 lands seems somewhat high with all the ramp, sad robot, and a significant number of draw effects.
I am not a really huge fan of Dreamstone Hedron either as it's rather expensive for what it does - Thran Dynamo seems it should come first.
I'd really consider playing an Expedition Map in this deck as well, as you've got quite a lot going on from a land perspective.
Generally I think Platinum Angel is a better emperion effect in EDH given the number of things that can kill you outside of life totals (e.g. infect, decking, lose the game effects). But it's really a YMMV thing. Going negative and then having it removed is bad too with Angel. The Gideon with the emblem might be an even better choice for that effect.
I think this deck could really benefit from a Stonecloaker, which can protect Raff or your dudes, and also serves as some graveyard hate hich you are rather light on.
While it doesn't have flash, I think you could get a lot of mileage out of a Trophy Mage (with o stone and crystal shard as great targets and that mirror thingy).
Academy Ruins also seems like it would be a better use of a utility land slot than reliquary tower to me given your volume of artifacts.

While I still have not played a real game with this deck, I did try to goldfish it a few times. The "results" were pretty glaring:
- There were way too many clunky expensive spells, as others have suggested.
- Both Top and Jace were largely ineffective due to the lack of shuffle effects.
- Most of the random legendary creatures want to do their own thing and have the rest of the deck conform to them, but they aren't too good at sharing the spotlight.
My gut tells me that something just isn't right with this list, and that the lack of cohesion is going to force me to re-do it. I've been putting a lot of effort into Lord Windgrace lately, and the top three legends in the list (Gitrog, Omnath, and Titania) all work extremely well together. I think the same could be said for Hanna, Padeem, Arcum, Muzzio, Sai, etc.
This is a completely ridiculous deck based on playing a pile of changeling cards and then almost nothing else but a mixed bag of tribal synergies, and I kind of love the idea. I have no idea how you make cuts to a deck like this, and modern horizons just dropped a pile of perfect fits. For the record, I wrote the number 16 that way because a bunch of non-intersecting tribal synergies (outside of changelings) reminded me of this thread trying to deal a large amount of damage turn 1, which if you haven't seen, I recommend checking that out. At any rate, back to the deck at hand, it's a neat time to be tribal tribal, so fire off some neat tribal cards that nobody's ever heard of.

Wirewood symbiote is a fairly good protection card/etb reuser that happens to go infinite with mirror entity and priest of titania or elvish archdruid or Harabaz Druid or any other card that somehow can tap for 3 or more mana (2 mana and you can get infinitely many etb triggers - in either case you can reduce the mana generation requirement by 1 if your creatures does not die when activating mirror entity for 0 - e.g. because all creatures have boosted toughness)
This deck is looking for tribal specific ramp/mana fixings cards more than anything else (like Thunderherd Migration, Harabaz Druid) but I don't know if any more of them really exist. As it turns out having 10/35 lands only tapping for colorless (for non-changelings) makes casting things like Azami, Lady of Scrolls REALLY hard.

I just read this post before looking at the decklist and I am so excited to see the decklist... never thought I would see Azami in the same post as Thunderheard Migration... never mind Wolf, Ally and Sliver tribal cards. This is so exciting.

Have you considered any effects like Beguiler of Wills or Zealous Conscripts? I feel like stealing your opponent's tribal piece could be really fun too.
Usinvbur dragon to run changelings does not bother me, what bugs me about this decknis that there are very few true dragons at all. My deck does not combo which is very unusual for me (but I still have so much fun with my deck which is just battle cruiser. Turn bid dragon sideways. It wins games (not always but it can) so when I see an ur dragon deck I always have that protective feeling and if you are lot playing dragon "you are playing it wrong"
But I do like the idea of using crib swap. Sadly my deck is so full that finding card to remove is not easy. By removing cards I am essentially making it weaker. I already have a swords and path that I need to find spots for (they mighgt just get put in a different deck given how hard it is to remove a card)

you know me tionibvbit. That is a good point. Lords tribal more or less actually, may e instead run morophon just for the lols. I mean both reduce cost. One does more work, though on smaller creatures.
Morophon however can also put reduction other things that may like them. Such as running a few slivers to help pump and search. If I run.reaper king I could make him cost 0 too.
Really comes down to what commander for lord tribal. (And yes if you do cast Ur dragon, you do have a chance to draw cards. But I think morophon would be more interesting.

Morophon is not really a changeling commander. More like a commander for all the weird tribes. Want to play tribal sphinxes but don't have a general that lets you play Arjun, The Shifting Flame and Isperia, Supreme Judge?

elvish guidance is annother creature type matters accel spell.
That wirewood symbiote combo is exactly the flavor of stupid I’m looking for. I hadn’t even put that together the first time I considered the symbiote.
Elvish guidance won’t make the cut specifically because it isn’t a creature for my silly combos like that one.
Haakon is cool but I’m not going to dedicate slots to getting him in the graveyard.
As for mana, Birchlore Rangers does not feel right, but it exists.
Sarkhan, Fireblood can cast much of your deck.
Qasali Slingers is repeatable disenchant in your deck.

I thought about adding Knight Exemplar but usually no one bothers killing my changelings, they kill the synergy pieces. I’ve cut a bunch of lords that protected them because of this. I was also running Sliver Hivelord instead of Knight Exemplar as it does the same thing but also protects itself.
Scourge of Valkas suffers from not being as good as my other dragons and I’m really trying to limit the number of tribal synergies to 3. I give a pass for synergies that enable infinite combos (dragons, slivers and soon elves).
Kindred Discovery is probably good enough. When I first read it I didn’t realize it was on attack also and only thought it wasn’t ETB. I’ll have to consider some more. This list is getting tight. -.-
Ur-Dragon is way better than Morophon as a commander. Ur-Dragon does the same amount of cost reduction except while not on the battlefield. Ur-Dragon can also get me back into the game with lots of card draw. Morophon also makes the ur-dragon cost 5 less and is tutorable via moggcatcher.

My favorite random dumb beater win condition is Darksteel Colossus or Avacyn, Angel of Hope + Worldslayer
I also find that True Conviction rapidly accelerates the death of the table to random dumb beaters.

WAR came with several interesting planeswalker options, due to their static abilities. Narset, Parter of Veils hoses so many stormy decks, it's ridiculous. Also, CA. Teferi, Time Raveler eot before your turn is a neat little Grand Abolisher that let's you reuse some of your cards with even more CA. More meta reliant, but Teyo, the Shieldmage, Karn, the Great Creator and The Wanderer all hose certain archetypes and colors - read R.
A non-WAR planeswalker that works perfectly with etbs is Venser, the Sojourner. Tezzeret the Seeker is brutal with the number of artifacts in your deck.
I think Sorcerous Spyglass is nuts with flash. Shutting down an activated ability and looking at an opponents hand at instant speed is pretty great. At best you're able to shut off something disgusting like Urza, Lord High Artificer or Breya, Etherium Shaper.
For your deck specifically, I'd consider:

Wirewood symbiote is a fairly good protection card/etb reuser that happens to go infinite with mirror entity and priest of titania or elvish archdruid or Harabaz Druid or any other card that somehow can tap for 3 or more mana (2 mana and you can get infinitely many etb triggers - in either case you can reduce the mana generation requirement by 1 if your creatures does not die when activating mirror entity for 0 - e.g. because all creatures have boosted toughness)
Haakon, Stromgald Scourge would be nice but require some backup tutor into gy cards.
Aura shards would work well against enchantments and artifacts but does not really fit your everything must be about types goal.
elvish guidance is annother creature type matters accel spell.
I just read this post before looking at the decklist and I am so excited to see the decklist... never thought I would see Azami in the same post as Thunderheard Migration... never mind Wolf, Ally and Sliver tribal cards. This is so exciting.

Have you considered any effects like Beguiler of Wills or Zealous Conscripts? I feel like stealing your opponent's tribal piece could be really fun too.
As for mana, Birchlore Rangers does not feel right, but it exists.
Sarkhan, Fireblood can cast much of your deck.
Qasali Slingers is repeatable disenchant in your deck.

But I do like the idea of using crib swap. Sadly my deck is so full that finding card to remove is not easy. By removing cards I am essentially making it weaker. I already have a swords and path that I need to find spots for (they mighgt just get put in a different deck given how hard it is to remove a card)
Ever find space for something like Kindred Discovery or Knight Exemplar? You have so many options, which is the nice thing about a deck like this. Is Scourge of Valkas hard to cast here? It may need some manabase adjustments but the potential is there.
These decks are never really too strong, but they're amusing to watch and can still pull off wins.

Morophon however can also put reduction other things that may like them. Such as running a few slivers to help pump and search. If I run.reaper king I could make him cost 0 too.
Really comes down to what commander for lord tribal. (And yes if you do cast Ur dragon, you do have a chance to draw cards. But I think morophon would be more interesting.
Morophon is not really a changeling commander. More like a commander for all the weird tribes. Want to play tribal sphinxes but don't have a general that lets you play Arjun, The Shifting Flame and Isperia, Supreme Judge?

That wirewood symbiote combo is exactly the flavor of stupid I’m looking for. I hadn’t even put that together the first time I considered the symbiote.
Elvish guidance won’t make the cut specifically because it isn’t a creature for my silly combos like that one.
Haakon is cool but I’m not going to dedicate slots to getting him in the graveyard.
Hrm. I’ll need to think about Birchlore Rangers some more. It’s way less explosive but has almost-haste and actually fixes colors.

I thought about adding Knight Exemplar but usually no one bothers killing my changelings, they kill the synergy pieces. I’ve cut a bunch of lords that protected them because of this. I was also running Sliver Hivelord instead of Knight Exemplar as it does the same thing but also protects itself.
Scourge of Valkas suffers from not being as good as my other dragons and I’m really trying to limit the number of tribal synergies to 3. I give a pass for synergies that enable infinite combos (dragons, slivers and soon elves).
Kindred Discovery is probably good enough. When I first read it I didn’t realize it was on attack also and only thought it wasn’t ETB. I’ll have to consider some more. This list is getting tight. -.-
Ur-Dragon is way better than Morophon as a commander. Ur-Dragon does the same amount of cost reduction except while not on the battlefield. Ur-Dragon can also get me back into the game with lots of card draw. Morophon also makes the ur-dragon cost 5 less and is tutorable via moggcatcher.

Worth noting, The Ur-Dragon can sidestep Haakon, Stromgald Scourge's casting restriction on its own, as can Cryptic Gateway and situationally Didgeridoo. As far as tribal looters that could get Haakon in graveyard, I'm seeing Cryptbreaker, Sensation Gorger, Varina, Lich Queen, Hollowhead Sliver, and the aforementioned Sarkhan, Fireblood.
This isn't exactly a vote for or against Haakon, just demonstration that there are options to make it work well within theme. If I wanted to argue for Haakon, I'd point to something like Haakon, Stromgald Scourge + Universal Automaton + Reaper King + Lathliss, Dragon Queen = infinite dragons!
