I personally built my Feather with a Boros #1 approach, i.e., steady army production with spell support, plus equipments. Due to Boros's general lack of card advantages I notice people would do their best to keep Feather from staying on the board, thus terminate the deck's longevity, a standing army would allow the rest of your deck to be threatening if left unchecked. That, and other wincons like Mentor, Reservoir, and Wand in case combat is denied.
I would like to build her around the transform cards with most creature having CC of 5 or higher and cheat them into play. This thread is helping me a lot. Thanks

Actually is quite simple.
I'm planning to play 6 or 7 creatures. I want to make this Angel focused but you can go with some Eldrazis or other fatties, too.
Hexproof seems particularly more valuable here because if your target is destroyed, you don't get the card back because it doesn't resolve, you don't draw any cards the spell would make you draw, and you lost the creature itself. Swiftfoot Boots seem like they're a hard requirement in the 99 somewhere. A second version would be helpful for consistency's sake though white has a plethora of cheap and budget equipment tutoring options. (Which you'll likely end up also playing if you're going in for Sunforger as well.)
Also with a heavy cantrip package, mana rocks and ramp in general seem like they're more valuable in general given that you'll have ways to spend all the mana forever. Specifically ramp that taps for colored mana since you'll likely have a harder time spending large amounts of colorless mana. (Going down that line encourages Paradox Engine, which lets you cast a bunch of cantrips to generate mana and then all the spells you draw off them.)
Recursion in Boros is tricky. Historically in Tajic, it's been a very heavily white-skewed mana base to support Emeria and then Sun Titan to power out extra plains through fetchlands. Sun Titan is also just very good recursion in general and gets back Sunforger. The fetchlands find Mistveil Plains so that Sunforger can go "infinite". Sunforger gets back spells. Sun Titan gets back utility permanents and sets up Emeria to get back anything else. Mistveil Plains also restocks equipment Tutors if that comes up.
Also a common finisher I had in Tajic was equipment tutor for Sunforger. Enlightened Tutor off of Sunforger for Expedition Map for Inkmoth Nexus. Boros Charm off of Sunforger, to let Inkmoth Nexus attack for 10 infect. Everything can be found off that first equipment tutor.
Granted, when your core is several equipment tutors, the first one goes after skullclamp which becomes the defacto card draw engine. It's unclear how that will work with Feather, but both she and Sunforger are mana hungry so the rocks become that much more important.
Dowsing Dagger is something I'd personally look to play, also grabbable off an equipment tutor.
Are there any other cards like Reckless Rage that deal a bunch of damage to an opponent/opponents creature and a smaller amount of damage to your creature?

I thing I will play Chaos Warp, too. It could work great with Scroll Rack. The rest of the deck is the normal feather value package with some of the cantrips, removal, Sunforger, Aetherflux Reservoir etc.
I want to add Skullclamp, Veilstone Amulet, Land Tax, Martyr's Bond, Anointed Procession, Divine Visitation and Purphoros, God of the Forge. I really want to add Parhelion II, too. I don't know how effective this will be but for me it sounds like fun. Maybe I exchange Iona against Akroma, Angel of Wrath
