Coalhauler swine comes to mind. But I am pretty sure repercussion is the only card that does it for everyone. How do you want the card to be like repercussion is the question.
The only other option is Death Pits of Rath. Or you could go with dinosaurs and capitalize on their enrage ability. Or you could go with the Reverse Damage effect in Boros Reckoner et al.
i don't think there's anything else like repercussion anywhere else in magic.
I'm sure Jackal Pup isn't what OP wants. But Stuffy Doll lets you hit an opponent.

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!
What are you trying to do with this effect?
Edit: Here's a link to the cards that care about when they're damaged. This may help guide you further for whatever it is you're looking to do: https://scryfall.com/search?q=o:"is dealt damage"&unique=cards&as=grid&order=name

I think the only other options you have are Lightmine Field and Powerstone Minefield, but they obviously need attacks. So you just include Avatar of Slaughter.

On phasing:
The problem is OP doesn't know what he wants so we are playing a gane of hot and cold with no thermometer.
